Reichwing Watch: How the Billionaires Brainwashed America

This is another excellent video from Reichwing Watch. Entitled Peasants for Plutocracy: How the Billionaires Brainwashed America, it’s about how wealthy industrialists, like the multi-billionaire Koch brothers, created modern Libertarianism and a stream of fake grassroots ‘astroturf’ organisations, in order to attack and roll back Roosevelt’s New Deal and the limited welfare state it introduced. And one of the many fake populist organisations the Koch brothers have set up is the Tea Party movement, despite the Kochs publicly distancing themselves from it.

The documentary begins with footage from an old black and white American Cold War propaganda movie, showing earnest young people from the middle decades of the last century discussing the nature of capitalism. It then moves on to Noam Chomsky’s own, very different perspective on an economy founded on private enterprise. Chomsky states that there has never been a purely capitalist economy. Were one to be established, it would very soon collapse, and so what we have now is state capitalism, with the state playing a very large role in keeping capitalism viable. He states that the alternative to this system is the one believed in by 19th century workers, in that the people, who worked in the mills should own the mills. He also states that they also believed that wage labour was little different from slavery, except in that it was temporary. This belief was so widespread that it was even accepted by the Republican party. The alternative to capitalism is genuinely democratic self-management. This conflicts with the existing power structure, which therefore does everything it can to make it seem unthinkable.

Libertarianism was founded in America in 1946/7 by an executive from the Chamber of Commerce in the form of the Foundation for Economic Education. This was basically a gigantic business lobby, financed by the heads of Fortune 500 companies, who also sat on its board. It’s goal was to destroy Roosevelt’s New Deal. Vice-President Wallace in an op-ed column in the New York Times stated that while its members posed as super-patriots, they wanted to roll back freedom and capture both state and economic power. The video also quotes Milton Friedman, the great advocate of Monetarism and free market economics, on capitalism as the system which offers the worst service at the highest possible profit. To be a good businessman, you have to be as mean and rotten as you can. And this view of capitalism goes back to Adam Smith. There is a clip of Mark Ames, the author of Going Postal, answering a question on why the media is so incurious about the true origins of Libertarianism. He states that they aren’t curious for the same reason the American media didn’t inquire into the true nature of the non-existent WMDs. It shows just how much propaganda and corruption there is in the American media.

The documentary then moves on to the Tea Party, the radical anti-tax movement, whose members deliberately hark back to the Boston Tea Party to the point of dressing up in 18th century costume. This section begins with clips of Fox News praising the Tea Party. This is then followed by Noam Chomsky on how people dread filling out their annual tax returns because they’ve been taught to see taxation as the state stealing their money. This is true in dictatorships. But in true democracy, it should be viewed differently, as the people at last being able to put into practice the plan in which everyone was involved in formulating. However, this frightens big business more than social security as it involves a functioning democracy. As a result, there is a concerted, and very successful campaign, to get people to fear big government.

The idea of the Tea Party was first aired by the CNBC reporter Rick Santilli in an on-air rant. Most of the Party’s members are normal, middle class Americans with little personal involvement in political campaigning. It is also officially a bi-partisan movement against government waste. But the real nature of the Tea Party was shown in the 2010 Tea Party Declaration of Independence, which stated that the Party’s aims were small government and a free market economy. In fact, the movement was effectively founded by the Koch brothers, Charles and David Koch. Back in the 1980s, David Koch was the Libertarian Party’s vice-president. The Libertarian Party’s 1980 platform stated that they intended to abolish just about every regulatory body and the welfare system. They intended to abolish the Department of Energy, Environmental Protection Agency, Food and Drug Authority, Occupational Health and Safety Administration, Federal Communications Commission, Federal Trade Commission, National Labor Relations Board, the FBI, CIA, Federal Reserve, Social Security, Welfare, the public (state) schools, and taxation. They abandoned this tactic, however, after pouring $2 million of their money into it, only to get one per cent of the vote. So in 1984 they founded the first of their wretched astroturf organisation, Citizens for a Sound Economy. The name was meant to make it appear to be a grassroots movement. However, their 1998 financial statement shows that it was funded entirely by wealthy businessmen like the Kochs. In 2004 the CSE split into two – Freedom Works, and Americans for Prosperity. The AFP holds an annual convention in Arlington, Virginia, attended by some of its 800,000 members. It was the AFP and the Kochs who were the real organising force behind the Tea Party. Within hours of Santilli’s rant, he had been given a list of 1/2 million names by the Kochs. Although the Koch’s have publicly distanced themselves from the Tea Party, the clip for this section of the documentary shows numerous delegates at the convention standing up to declare how they had organised Tea Parties in their states. But it isn’t only the AFP that does this. Freedom Works, which has nothing to do with the Kochs, also funds and organises the Tea Parties.

Mark Crispin Miller, an expert on propaganda, analysing these astroturf organisations makes the point that for propaganda to be effective, it must not seem like propaganda. It must seem to come either from a respected, neutral source, or from the people themselves. Hence the creation of these fake astroturf organisations.

After its foundation in the late 1940s, modern Libertarianism was forged in the late 1960s and ’70s by Charles Koch and Murray Rothbard. Libertarianism had previously been the ideology of the John Birch Society, a group harking back to the 19th century. Koch and Rothbard married this economic extreme liberalism, with the political liberalism of the hippy counterculture. They realised that the hippies hated the state, objecting to the police, drug laws, CIA and the Vietnam war. Ayn Rand, who is now credited as one of the great founders of Libertarianism for her extreme capitalist beliefs, despised them. The film has a photo of her, next to a long quote in which she describes Libertarianism as a mixture of capitalism and anarchism ‘worse than anything the New Left has proposed. It’s a mockery of philosophy and ideology. They sling slogans and try to ride on two different bandwagons… I could deal with a Marxist with a greater chance of reaching some kind of understanding, and with much greater respect.’

The documentary also goes on to show the very selective attitude towards drugs and democracy held by the two best-known American Libertarian politicos, Ron and Rand Paul. Despite the Libertarians’ supposedly pro-marijuana stance, the Pauls aren’t actually in favour of legalising it or any other drugs. They’re just in favour of devolving the authority to ban it to the individual states. If the federal government sends you to prison for weed, that, to them, is despotism. If its the individual state, it’s liberty.

And there’s a very telling place piece of footage where Ron Paul talks calmly about what a threat democracy is. He states clearly that democracy is dangerous, because it means mob rule, and privileges the majority over the minority. At this point the video breaks the conversation to show a caption pointing out that the Constitution was framed by a small group of wealthy plutocrats, not ‘we the people’. This is then followed by an American government film showing a sliding scale for societies showing their positions between the poles of democracy to despotism, which is equated with minority rule. The video shows another political scientist explaining that government and elites have always feared democracy, because when the people make their voices heard, they make the wrong decisions. Hence they are keen to create what Walter Lipmann in the 1920s called ‘manufacturing consent’. Real decisions are made by the elites. The people themselves are only allowed to participate as consumers. They are granted methods, which allow them to ratify the decisions of their masters, but denied the ability to inform themselves, organise and act for themselves.

While Libertarianism is far more popular in America than it is over here, this is another video that’s very relevant to British politics. There are Libertarians over here, who’ve adopted the extreme free-market views of von Hayek and his fellows. One of the Torygraph columnists was particularly vocal in his support for their doctrines. Modern Tory ideology has also taken over much from them. Margaret Thatcher was chiefly backed by the Libertarians in the Tory party, such as the National Association For Freedom, which understandably changed its name to the Freedom Foundation. The illegal rave culture of the late 1980s and 1990s, for example, operated out of part of Tory Central Office, just as Maggie Thatcher and John Major were trying to ban it and criminalise ‘music with a repetitive beat’. Virginian Bottomley appeared in the Mail on Sunday back in the early 1990s raving about how wonderful it would be to replace the police force with private security firms, hired by neighbourhoods themselves. That’s another Libertarian policy. It comes straight from Murray Rothbard. Rothbard also wanted to privatise the courts, arguing that justice would still operate, as communities would voluntarily submit to the fairest court as an impartial and non-coercive way of maintain the peace and keeping down crime. The speaker in this part of the video describes Koch and Rothbard as ‘cretins’. Of course, it’s a colossally stupid idea, which not even the Tory party wanted to back. Mind you, that’s probably because they’re all in favour of authoritarianism and state power when its wielded by the elite.

I’ve no doubt most of the Libertarians in this country also believe that they’re participating in some kind of grassroots, countercultural movement, unaware that this is all about the corporate elite trying to seize more power for themselves, undermine genuine democracy, and keep the masses poor, denied welfare support, state education, and, in Britain, destroying the NHS, the system of state healthcare that has kept this country healthy for nearly 70 years.

Libertarians do see themselves as anarchists, though anarcho-individualists, rather than collectivists like the anarcho-syndicalists or Communists. They aren’t. This is purely about expanding corporate power at the expense of the state and the ordinary citizens it protects and who it is supposed to represent and legislate for. And it in practice it is just as brutal as the authoritarianism it claims to oppose. In the 1980s the Freedom Association became notorious on the left because of its support for the death squads in Central America, also supported by that other Libertarian hero, Ronald Reagan.

Libertarianism is a brutal lie. It represents freedom only for the rich. For the rest of us, it means precisely the opposite.

Review: The Liberal Tradition, ed. by Alan Bullock and Maurice Shock

I picked this up in one of the secondhand bookshops in Cheltenham. I am definitely not a Liberal, but so many of the foundations of modern representative democracy, and liberal political institutions, rights and freedoms were laid down by Liberals from the 17th century Whigs onward, that this book is of immense value for the historic light it sheds on the origins of modern political thought. It is also acutely relevant, for many of the issues the great liberal philosophers, thinkers and ideologues argued over, debated and discussed in the pieces collected in it are still being fought over today. These are issues like the freedom, religious liberty and equality, democracy, anti-militarism and opposition to the armaments industry, imperialism versus anti-imperialism, devolution and home rule, laissez-faire and state intervention, and the amelioration of poverty.

Alan Bullock is an historian best known for his biography of Hitler: A Study in Tyranny, which remains the classic work on the Nazi dictator. In the 1990s he produced another book which compared Hitler’s life to that of his contemporary Soviet dictator and ultimate nemesis, Hitler and Stalin: Parallel Lives. The book has an introduction, tracing the development of Liberalism from its origins to the 1930s, when the authors consider that the Liberal party ceased to be an effective force in British politics. This discusses the major issues and events, with which Whig and Liberal politicians and thinkers were forced to grapple, and which in turn shaped the party and its evolving intellectual tradition.

In their conclusion, Bullock and Shock state that Liberal ideology is incoherent – a jumble – unless seen as an historical development, and that the Liberal party itself lasted only about seventy years from the time Gladstone joined Palmerstone’s government in 1859 to 1931, after which it was represented only by a handful of members in parliament. The Liberal tradition, by contrast, has been taken over by all political parties, is embodied in the Constitution, and has profoundly affected education – especially in the universities, the law, and the philosophy of government in the civil service. It has also inspired the transformation of the Empire into the Commonwealth. It has also profoundly affected the British character at the instinctive level, which has been given expression in the notion of ‘fair play’.

They also write about the immense importance in the Liberal tradition of freedom, and principle. They write

In the pages which follow two ideas recur again and again. The first is a belief in the value of freedom, freedom of the individual, freedom of minorities, freedom of peoples. The scope of freedom has required continual and sometimes drastic re-defining, as in the abandonment of laissez-faire or in the extension of self-government to the peoples of Asia and Africa. But each re-definition has represented a deepening and strengthening, not an attenuation, of the original faith in freedom.

The second is the belief that principle ought to count far more than power or expediency, that moral issues cannot be excluded from politics. Liberal attempts to translate moral principles into political action have rarely been successful and neglect of the factor of power is one of the most obvious criticisms of Liberal thinking about politics, especially international relations. But neglect of the factor of conscience, which is a much more likely error, is equally disastrous in the long run. The historical role of Liberalism in British history has been to prevent this, and again and again to modify policies and the exercise of power by protests in the name of conscience. (p. liv).

They finish with

We end it by pointing to the belief in freedom and the belief in conscience as the twin foundations of Liberal philosophy and the element of continuity in its historical development. Politics can never be conducted by the light of these two principles alone, but without them human society is reduced to servitude and the naked rule of force. This is the truth which the Liberal tradition has maintained from Fox to Keynes – and which still needs to be maintained in our own time. (pp. liv-lv).

It should be said that the participation of the Lib Dems was all too clearly a rejection of any enlightened concern for principle and conscience, as this was jettisoned by Clegg in order to join a highly illiberal parliament, which passed, and is still passing under its Conservative successor, Theresa May, legislation which is deliberately aimed at destroying the lives and livelihood of the very poorest in society – the working class, the disabled and the unemployed, and destroying the very foundations of British constitutional freedom in the creation of a network of universal surveillance and secret courts.

These alone are what makes the book’s contents so relevant, if only to remind us of the intense relevance of the very institutions that are under attack from today’s vile and corrupt Tory party.

Guy Standing’s Arguments against Workfare: Part 3

In addition to demolishing the government’s arguments in favour of workfare, Standing also provides a series of further arguments against it. These are that the jobs created through workfare aren’t real jobs; workfare is unjust in its treatment of the unemployed; it stops the unemployed actually looking for jobs for themselves; it lowers their income over their lifetime; it also acts to keep wages down; it keeps the people, who should be working at those jobs out of work; it’s a dangerous extension of the power of the state; and finally, it’s a gigantic scam which only benefits the welfare-to-work firms.

Workfare and Real Jobs

According to the ideas of the market economy developed by the pioneer of free trade, the 18th century philosopher Adam Smith, workfare jobs don’t actually constitute real jobs. Smith believed that the market would actually produce higher wages to entice people into performing unpleasant jobs. On this reasoning, if workfare jobs were real jobs, then they would have a definite economic value. They would be created through the operation of the market, and the workers in them would also be paid proper wages for performing them.

There are also moral problems in the definition of what constitutes a ‘real job’ that someone on workfare should have to perform. If it is defined as one paying the minimum wage, then workfare is immoral as it puts downward pressure on the wages and conditions of the people already performing those jobs, forcing them into poverty. If those ‘real jobs’ are defined as those which are dirty, dangerous, undignified or stigmatizing, and so unpopular, they would have the opposite effect of what the advocates of workfare claim – that they are encouraging people to find work.

The solution for progressive is to make the labour market act like it is supposed to act, rather than it actually does in practice. Adam Smith was quite wrong about wages adjusting upwards for unpopular jobs in a market economy. The wages provided for work should match both supply and demand, and people should not be made into commodities as workers. They should have enough economic support to be able to refuse jobs they don’t want. Instead of assuming that people need to be forced to work, there should be the presumption instead that most people actually do. It is arbitrary and ultimately demeaning for all concerned to try to identify people who are somehow ‘undeserving’. Genuine supporters of equality should want the wages in unpleasant jobs to rise, until there is a genuine supply of willing labour.

Workfare Is Unjust

Workfare unfairly penalises the unemployed. For example, in 2011 the ConDem government made the conditions imposed on benefit claimants and the penalties for avoidance under the Labour government’s New Deal even more stringent. Those performing workfare were required to work for up to thirty hours a week for 28 days. The work performed was to be that which benefited the community. Taken as wages, this meant that claimants were working at a rate of £2.50 an hour, well below the minimum wage. If they turned the job down, or didn’t complete the course of mandatory labour, they had their benefits sanctioned for three months. This was increased to six if they repeated the ‘transgression’. This is unjust, because no-one else in society is expected to work for the minimum wage except convicts in prison.

It’s also unjust in that it makes the economically insecure even more so, and takes away the way long-accepted social right to refuse to work. At the same time, it gives power over the unemployed to the state’s bureaucrats and the private outsourcing companies. Also, forced labour is offensive against human dignity and does not lead to increased person development.

Workfare Stops People Looking for Jobs

Spending thirty hours a week on workfare actually cuts down on the available time the unemployed are able to spend looking for work. P.A. Gregg, in their book Job Guarantee: Evidence and Design (Bristol: Bristol University Centre for Market and Public Organisation 2009) actually found that because of this, workfare actually stopped people from getting jobs.

Lowering Incomes over Life

Workfare is also unjust, as instead of giving people the ability to acquire a career, or jobs leading to one, it may instead lower their long-term income by keeping them in a series of low-paid, temporary work. People should have the right to decide for themselves which jobs to take and what they should do when it affects their long term prospects. If the state instead forces them to take a certain course, then it should also be required to compensate them if the course demanded is the wrong one.

Workfare Keeps Wages Low

By forcing people to take low-paid jobs, and making this a threat to force other workers also to take jobs that pay less than they would otherwise take, workfare leads to lower wages. The Labour Party in the UK declared that it was in favour of a ‘national living wage’ above the minimum. However, it then contradicted this intention by stating that those performing workfare would do so at the minimum wage. The Labour party may have meant this to stop those on workfare competing with those in paid employment, though MPs like Liam Byrne have shown themselves to be every bit as spiteful and punitive in their treatment of the unemployed as the Tories. In any case, this policy still puts on pressure to force wages downwards.

For there to be a genuine living wage, politicians should increase and strengthen the ability of the unemployed to bargain for higher wages. It is only when workers really have an effective ability to bargain that employers are either forced to pay a living wage, or decide that the job is unnecessary and the potential productivity too low. Standing concludes from this that ‘The reality is that the utilitarian mindset does not care about the precariat’.

Workfare Labour Replaces Genuine Workers

If the jobs performed under workfare were genuine and productive, it would be unfair to workers in those jobs, and to the short-term unemployed, as the government-subsidized labourers supplied under workfare would replace existing workers, or stop them hiring other unemployed people. In 2011 Tesco collaborated with the Jobcentres to create 3,000 unpaid placements for those on workfare, who would work for the company for four weeks. Homebase and Asda were also keen to use such unpaid labour. As was Poundland, which also announced that it was taking on benefit claimants, though it denied that this would affect their existing recruiting activity. Whatever those companies said, clearly their use of cheap workfare labour was replacing paid workers and stopping the unemployed from getting permanent jobs with those companies.

Capital Investment Funds for Trade Unions on the Continent

Also in Ben Hooberman’s book, An Introduction to British Trade Unions, is a discussion of a fascinating scheme launched in Denmark to allow the unions to build up a 50% investment fund in industry. Hooberman writes

The Danish trade unions have adopted a programme for a wage earners’ national profit and investment fund. The principle behind it appears to be a form of profit-sharing in which wage earners in private and public employment would be given a share in the capital growth of industry. Employers would contribute 1 per cent of their wages bill in the first year and increase their contribution by 1/2 per cent annually until a fifty per cent contribution is made to the fund each year. It is proposed that the fund should be controlled and administered by the trade unions themselves. The object of the proposal is to create for trade unions a means of controlling capital in industry in the same way as they influence the level of wages and conditions of employment. In both West Germany and France there are in existence means for the payment of ‘investment wages’ to workers. Both the German and French schemes began with legislation; in Germany tax concessions are granted to workers involved in voluntary capital-sharing arrangements, while in France the statutory capital entitlement is calculated directly from annual profits. (P. 74).

This is a fascinating scheme, as if it were logically carried to its conclusion, it would give workers an equal share in industrial capital through the mechanism of capitalism itself. With the systems of works councils recommended by the TUC and EU, it’s more evidence just why Thatcher and the rest of the Tory Right were so frightened of organised labour. And they clearly still are, given by their continuing attempts to destroy the unions.

The continental nature of these proposals also explains why the Tory Euro-sceptics bitterly hate the EU and its Social Charter. It also explains why Thatcher got her knickers in a twist about ‘patriotism’ versus ‘Socialism’, and declared Socialism to be a nasty foreign doctrine. This is ridiculous. Trade Unions first appeared in England, as did the co-operative movement, so certain parts of Socialism are British in origin. And if we’re talking about foreign ideas, so it modern democracy and human rights, come to that. The Rights of Man were first articulated during the French Revolution, and the ideas about free trade espoused by Adam Smith were pioneered by French writers discussing the problems of the agricultural economy in 18th century France. Thatcher’s ideas on this point don’t make much sense, but then, there is so little in Maggie’s ideology that does.

Kropotkin on How Employment Contracts Are Not the Product of Free Consent

In my last post, I quote the great Russian Anarchist, Peter Kropotkin, on how capitalism will deliberately limit production and throw people out of work in order to keep profits high. In his essay ‘Anarchist Communism: Its Basis and Principles’, Kropotkin also made this scathing criticism of the idea that employment contracts between employer and worker were made from free choice, when the reality was that the only choice was starvation for the worker. He wrote

First of all, there are two kinds of agreements: there is the free one which is entered upon by free consent, as a free choice between different courses equally open to each of the agreeing parties; and there is the enforced agreement, imposed by one party upon the other, and accepted by the latter from sheer necessity; in fact, it is no agreement at all; it is a mere submission to necessity. Unhappily, the great bulk of what are now described as agreements belong to the latter category. When a workman sells his labour to an employer, and knows perfectly well that some part of the value of his produce will be unjustly taken by the employer; when he sells it without even the slightest guarantee of being employed so much six consecutive months- and he is compelled to do so because he and his family would otherwise starve next week – it is a sad mockery to call that a free contract. Modern economists may call it free, but the father of political economy – Adam Smith – was never guilty of such a misrepresentation. (Peter Kropotkin, ed. This has been the basis of Tory unemployment policy ever since Maggie took power in 1979. It was why the Tories introduced delays into benefit payments for workers, who voluntarily made themselves unemployed. And the same reasoning is behind the sanctions systems, and the idiotic contract you are supposed to sign indicating that you are actively looking for work when you sign on at the Jobcentre.

Vox Political on Boris Johnson’s Racial Slurs against Obama

Mike over at Vox Political has put up a piece criticising Boris Johnson for his racial slurs against Barack Obama. Obama yesterday made it very plain that he wanted Britain to remain in the EU. He told us up front that a Britain separate from Europe would be ‘at the back of the queue’ for a trade deal.

This has upset the Tousled Twit, who only the other week announced his support for Brexit, after he initially seemed to be in favour of remaining the in European Union. Johnson has claimed that Obama’s comments came from a personal animus against Britain. it’s all due to him being half-Kenyan, you see, so he has a personal grudge against his father’s country’s former imperial masters. Mike states that at the root of this comment was the movement of a bust of Winston Churchill somewhere in the White House.

I read over on Mark Steyn’s webpage years ago that his ancestral hatred of the British was signalled by the cavalier way he treated Gordon Brown’s gift of a copy of Winston Churchill’s A History of the English-Speaking Peoples. This rumours – that Obama has a personal hatred of Britain -has been going on for years. It comes from ultra-Right wing Republicans, like Steyn, who believe that the English political culture begins and ends with Adam Smith and the Wealth of Nations. It’s not an accident that Trump would like Britain to make some kind of trade deal with America. The Libertarian/ Neo-Con right would love us to do so, and join a free-trade, Atlanticist bloc. The Republicans a few years ago under Newt Gingrich wanted us to join NAFTA – the North American Free Trade Agreement, the trade bloc consisting of Canada, America and Mexico. Similar reasons are doubtless behind the Dorset Tory MEP, Daniel Hannan, and his campaign to have us leave the EU. He also wants us to go independent and develop closer links with what he describes as ‘the Anglosphere’. The economic reasoning behind it seems to be the same. He also wants the NHS to be dismantled and sold off. It’s more of the racial essentialist thinking which wishes to contrast ‘free-trade’ oriented England and the Anglophone world, with the collectivist politics of the Continental peoples. It’s a kind of remnant of the pseudo-scientific racism Count Gobineau, which arose in the 19th century, and which tried to claim that the perceived national characteristics of the various races, including the European nations, were all biological determined.

As for Obama’s comments, they’re a threat, as Mike points out, but they’re undoubtedly true. Britain probably would be at the back of the queue behind a united Europe for a trade deal with the US, if only for the simple reason that Europe is much larger, and so any deal with the USA offers them a much larger market for their goods and services.

It’s also not a break with American foreign policy. Lobster has run several pieces citing various senior British diplomats, who have written in articles and books on foreign policy that various American presidents told them to convey to our prime ministers that they wanted Britain to join the EU. Lobster has a strong Euro-sceptic slant, though it’s from a left-wing perspective, and is no friend of American imperialism. If the Lobster articles are true, then it bears out Charles De Gaul’s reasons for blocking British entry to the European Community in the 1960s. He was afraid that if he let us in, he’d be letting the Americans in through the back door. The whole point of the EEC as it was then was to create a united Europe that could compete and maintain its independence against domination by both America and the Soviet bloc. With Barack Obama telling us we should remain in Europe, it looks very much like De Gaul was right.

In the meantime, Mike and Mrs Mike are trying to think of a suitable nickname for BoJo. Mike favours variations on ‘Bore-Us’, while Mrs Mike thinks a better nickname is ‘Tw*t’. You decide.

Nick Gibb Spouts Nonsense on Schools: Thatcherite Choice and Bureaucracy

This is a bit more to the piece I’ve already put up this evening from UKGovernmentWatch taking apart the specious nonsense spouted on Radio 4 on Friday by the government’s spokesman, Nick Gibb about the plans to turn all schools into academies. Gibb made several assertions, including some autobiographical comments, which indicated that he thought he didn’t have a privileged education, ’cause he only went to a grammar school. This is indeed privileged compared to the rest of us hoi polloi, who went to comprehensives, or to an even older generation, many of whom went to secondary moderns and technical schools during the bad old days of the 11 Plus. But because it wasn’t Eton, or a comparable public school, like those attended by Cameron, Osbo or even ‘Oiky’ Gove, Gibb apparently thinks he’s been educationally short-changed, and is one of us commoners, so to speak. Or at least, that’s how he comes across from the above article.

Gibb’s weird psychology aside, I want here to add a few more points on two specific issues. These are Gibb’s assertion that you couldn’t have two different school systems in the same country, and his assertion that this would cut bureaucracy. Neither of these stand up. The UKGovernmentWatch article as done an excellent job demolishing both of them. However, you can take their attack much further.

Regarding his bizarre claim that you can’t have two different school systems at the same time, this contradicts one of the assertions Maggie made when she started the whole process of school privatisation rolling in the 1980s. Remember when the Blessed Saint of Grantham was telling all and sundry that Conservatism stood for ‘choice’? This was her constant mantra. Unlike the state system, where you had no choice but to use the existing state institution, the Tories stood for private industry, which would give you ‘choice’. It even affected her views on theology. She was a Methodist, and someone once made the mistake of asker her what she thought the essence of Christianity was. Now there are number of ways this could be answered. For Christians, one good one would be ‘God’s redemptive love for humanity, shown by His sacrifice of His son on the Cross’. You could also make a case for ‘forgiveness’ as the highest virtue, coming from God Himself. Others might be ‘God as moral lawgiver’, a definition which would also apply to the other Abrahamic religions, Judaism and Islam. And there are many others, depending on your view of the religion. Not so Thatcher. She said simply, ‘Choice’. It’s a bizarre statement. Theologically, it’s part of the ‘free will’ argument, which runs that humans aren’t pre-programmed automatons, and are free to chose good or evil. But I don’t think Thatcher meant that. She’d just got so used to answering automatically any question about Tory policy with ‘choice’, that she just used the same answer even in cases where it didn’t really apply.

Now when Thatcher launched the ‘opt-out’ schools, as they were then, this was heralded as yet another piece of Tory choice. Instead of going to a school controlled by the Local Education Authority, you now had a choice of sending your son or daughter to an independently run school. And the supporters of the new schools saw them exactly as providing the public with a great variety of schooling. The new schools were intended to be a different type, which would partly take the place of the old grammar schools.

Now, apparently, thirty years or so later, all that Thatcherite talk about ‘choice’ has been discarded. The aim is exactly the same as it was under Thatcher: the privatisation of the education system. They just don’t want to pretend that there’s any choice about it any more. In their minds, you shouldn’t be able to choose to send your child to a state school. Education must be private, because private enterprise is always better. Even when it isn’t.

Which brings me onto the issue of what happens, when privately-run schools underperform compared to their state equivalents. When that happens, their supporters then whine and moan about how unfair state competition is. This happened thirty years ago when I was at school. The new opt-out schools were supposed to be free to offer teachers new terms and conditions. In fact, they then had a problem attracting staff, for the obvious reason that pay and conditions in the local authority schools were better. And so one of the headmasters, whose school had opted out, or a spokesman for the opt-out schools as a whole, got into the paper moaning about how unfair it was that the state should be able to provide better opportunities to teaching staff, thus penalising the poor independently-run schools. Never mind that, according to that great ideologue of free trade, Adam Smith, that competition was supposed to produce the best quality automatically, and if you couldn’t compete, this was the proper result of market forces. Smith thought that schooling was better when it was provided by private enterprise, as teachers would be keener to get good results. This is undoubtedly where Thatcher and New Labour ultimately got their idea for privatising schools, via Milton Friedman, von Hayek and the rest of the free marketeers. Smith also conceded that where private enterprise was unable to provide a service, such as on the construction of public works, like roads and canals, it should be left to the state. Which means, if you take that part of Smith seriously, that opt-out schools and the Academies have to be abolished, as they can’t compete with state education provided by the local authority.

But the last thing Cameron, Osbo, or New Labour before them want to do, is concede that academies and the privatisation of the school system is a failure. It contradicts everything they’ve been brought up to believe about the superiority of free market capitalism. And worst of all, it won’t give a lucrative industry to their paymasters in big business. Like one Rupert Murdoch.

As for bureaucracy, the academy chains and the firms that run them do, of course, have their own bureaucracies. And one of the problems of taking schools away from local authority control has been the growth of bureaucracy within the schools themselves. As schools were made more responsible for ordering teaching materials and running their own affairs, so the paperwork consequently grew. One complaint I’ve heard from teachers is that they spend too long now on administration, instead of what they joined the profession for: to stand in front of a class and teach. It seems to me that’s why the work of actually teaching a class has been increasingly taken over by teaching assistants, under the supervision of a superior teacher.

So Gibb’s argument defending the government’s policy of privatising education is demonstrably false. It contradicts Thatcher’s policy, as articulated by its supporters in the education system, that it was providing further choice with the addition of a new type of school. And the schools, according to Smith, should be closed down if they can’t compete with state provision. And rather than cutting bureaucracy, they’ve only increased it.

But Gibb, Thicky Nicky, Osbo and Cameron won’t admit that. Not as it means having to admit that private industry isn’t the automatic best solution for everything, ever. And certainly not if it means denying their corporate paymasters a nice slice of state business.

Private Eye’s ‘The Directors’ Cartoon on Slavery

About a decade ago Private Eye ran a cartoon, ‘The Directors’, lampooning the squalid morality and the callous regard for human suffering of the titans of global capitalism. I found this piece from the issue for 13th -26th April 2007 particularly incisive.

If you can’t read it, the speech bubbles say, ‘Slavery must have been terrible!’, ‘Imagine those poor people … having to feed their workers all year round!’ ‘Hiring and firing is so much better!’

Now this was actually the argument Adam Smith, the author of The Wealth of Nations used against slavery: that it was more expensive than free labour. I also think it’s particular apt since the government is using workfare as a form of forced, unfree labour for the big corporations and Tory donors.

Desperate Tories: Grant Shapps Attacks Miliband for not being Businessman

Mike over at Vox Political has this story about the Tories getting testy over Ed Miliband’s plans to boost small and medium businesses, Perhaps the Tories have all caught ‘foot in mouth’ disease at http://voxpoliticalonline.com/2015/02/16/perhaps-the-tories-have-all-caught-foot-in-mouth-disease/. Grant Shapps, the Tories’ chairman, has poured scorn on Ed Miliband’s ability to run the economy, because he has never run a business.

As Mike and the commenters on the BBC’s website have pointed out, this is a bit rich coming from Shapps. Shapps has indeed run his own business, but not necessarily under his own name. His trading names have included ‘Mr Green’ and ‘Mr Shepard’. This is, of course, fraud.

As George Osborne, before he was made Chancellor of the Exchequer, the scion of the Baronet of Ballymoney had the exciting, dynamic post of folding towels in Harrods.

So these two senior Conservatives ain’t prime examples of successful, reputable business then.

Obama Also Not Fit for Leadership, ‘Cause Not Businessman

As for the jibe, this isn’t original either. It first emerged, like much of the Tories’ vile policies, amongst the Republicans in America. It was a sneer aimed at Obama, when he ran against Rand Paul. The Repugs despised the Senator from Chicago because he was a ‘community organiser’. Rand Paul, on the other hand, was a businessman, and therefore far superior.

Social Darwinism and Class Prejudice

This actually tells you much about the Social Darwinist assumptions of modern American – and British – politics. The Nazis also praised and supported the business elites, as they were obviously biologically superior to the rest of the German population. Far below them were the biologically inferior, who included not only those considered racially inferior like Jews, Gypsies, Blacks, Poles and Russians, but also the disabled and the unemployed.

Now the British and American Social Darwinism of the late 19th and early 20th centuries did not recommend their extermination. It did, however, argue for the sterilisation of the disabled and mentally handicapped, as well as, at one point, the unemployed if they sought poor relief. The attitude was also used to block welfare and health and safety legislation by big businessmen, on the grounds that if workers suffered from illness or work-related sicknesses, it was down to poor heredity rather than the constitution of society.

The same attitude is very much on display here. Obama didn’t run a business – he just looked after deadbeats. Miliband can’t run the economy! He’s not a genetically superior member of the business class.

This Social Darwinist attitude to the inequalities of the British class system is very much alive. One of the most viewed pieces on this blog is a post I wrote about the weird eugenicist views of Maggie’s mentor, Sir Keith Joseph. Joseph looked set to become leader of the Tories until he caused a massive storm with a Social Darwinist rant about how unmarried mothers, and other members of the underclass, were a threat to the British national stock.

It was an extraordinarily offensive rant, made all the more surprising coming Joseph, who as a Jew should have been very well aware of the dangers of this kind of reductionist, pseudo-scientific biology.

The Biological Superiority of the House of Lords

The same class prejudices re-emerged again back in the 1990s when Blair was reforming the House of Lords. One of the reforms was the proposed abolition, or reduction in the number of hereditary peers. This produced a storm of outrage from Conservatives, one of whom argued that the hereditary peers should be left alone. They were, he argued, biologically superior to the rest of us proles and tradesmen, because centuries of breeding had prepared them for position in government, to which they were also best fitted through their education.

Now clearly, the good Tory, who made that argument, probably hadn’t seen, and certainly wouldn’t have liked, the 1970s British film, The Ruling Class. This starred Peter O’Toole as a mad lord, who believes he is Jesus. Toole’s character then becomes villainous when he is cured. At one point the character has an hallucination about going into the House of Lords. The members of the august House are shown as cheering, cobwebbed corpses and skeletons. It was an image that I can remember from my childhood, when it shown on Nationwide all those decades ago, when they were similarly debating the issue of the House of Lords.

Economy and Society Has Sectors, That Cannot Be Run for Profit

In fact, the argument about business leadership providing the best people for the government of the country falls down on simple facts that Adam Smith, the founder of modern laissez-faire capitalism, himself recognised. States provide services that are absolutely necessary, but don’t in themselves generate a profit. Like the judicial system and the transport network. You can’t run the courts like a business, no matter what bonkers Anarcho-individualists like Rothbard and the Libertarians believe. Nevertheless, you need judges, lawyers and courts to provide the security of property that makes business, and indeed civil society, possible.

It’s the same with roads. Roads were run for a profit at the time Smith was writing through the turnpike system. Nevertheless, Smith argued that roads could be a problem to run as a business, and therefore could be best left to the central government as the organisation best suited to maintain them. While they would be a drain on the nation’s resources, good roads were absolutely vital, and so the economy, and therefore British society as a whole, benefited.

Welfare Spending and Unemployment Relief Stimulate the Economy

Similarly, Obama may not have been a businessman, but his work as a community organiser clearly benefited his constituents, who had not been as well served by private enterprise as they needed. And by improving their material conditions through political action, the economy also benefits. This was one of the reasons FDR in the 1930s adopted the minimal provision of unemployment relief in America. If workers actually have enough money to help through unemployment, the amount they spend stimulates the economy still further and actually helps beat the recession.

The Nation of Shopkeepers, sacrificed to Big Business

Finally, you could also argue that Ed’s background outside of business actually makes him more, not less suitable to run the economy. It was Napoleon, who sneered at Britain as ‘the nation of shopkeepers’, and the retail sector is still one of the largest areas of the British economy. Thousands, if not millions, of Brits would love to run their own business. Maggie’s whole image as somehow ‘working class’, spurious as it was, was based on her being the daughter of a shopkeeper.

In sharp contrast to this, Tory policy has consistently favoured big business over the small businessman, making the dreams of hundreds of thousands of people, who aspire to be the next Arkwrights and Granvilles unrealisable.

Modern Big Business Practices Destructive

And the models the Tories have also adopted for big business have resulted in the destruction of much of the economy. Way back in the 1980s and 1990s, Private Eye ran a series about the multi-millionaires brought with much pomp to manage successful, blue chip companies, who then failed spectacularly. These superstar managers ran their businesses into the ground. In some cases, almost literally. Yet after decimating the companies and their share price, the managers were then given a golden handshake and sent packing. Only to be given a similar directorship at another company, and begin the whole process all over again.

As for privatised companies like the railways, they are now in receipt of vastly more public subsidies than British rail, and provide a worse service. The amount of rolling stock has been reduced and ticket prices increased, all so that a set of super-managers can enjoy a life-style of luxury, all while providing a service that is barely acceptable.

The scandals of the privately run care homes, which have been found guilty of appalling low standards of care, and the neglect and abuse of their elderly or handicapped residents, are also partly a product of the same commercial culture. Many were acquired by hedge fund companies, who have deliberately run up millions of pounds worth of debts for them as part of a tax dodge. The result has been a very parlous financial situation for the homes, resulting in little investment and bankruptcy.

Compared to this business culture, it could be said that Ed Miliband’s background outside it is a positive advantage, and gives him excellent credentials to run the economy.

Thomas Spence on the Working Class as the Creators of Prosperity

Back in the 1980s Margaret Thatcher and the New Right declared that the entrepreneurs, businessmen and the financiers were the ‘Creators of Wealth’. This is another appropriation by the right of the claims and slogans of the left. Previously, the term ‘Creators of Wealth’ was used by the Left, chiefly Marxists, to refer to the working class. There was, for example, the Communist slogan, ‘All wealth to the creators of wealth!’ promising the people the true value of their products, if not exactly power. That was to be held exclusively by the Communist party as the ‘vanguard of the proletariat’.

The attitude that the working class are the creators of wealth ultimately goes back to the idea of classical economist, like David Ricardo, that the value of a product was determined by the amount of labour taken to produce it. The classical economists themselves followed Adam Smith in advocating free trade. The early radicals built on this demand more political rights and economic reforms for the working classes – the ‘labouring poor’.

The late 18th and very early 19th century radical, Thomas Spence, strongly argued that all of Britain’s prosperity ultimately rested, not with the landlords and aristocracy, but with the labourers and working people, who physically worked the soil and made industrial products. He urged that Britain should be transformed into a federation of autonomous communes, in which all the inhabitants, including women and children, should govern, and parish lands taken into the collective ownership of the parish. In his pamphlet, The Rights of Infants, he defended this system of the communal ownership of land against the view of the great contemporary revolutionary, Tom Paine, that the people, who worked the land really only had only a claim to a tenth of it. Spence rebutted this in the following passage

BUT stop, don’t let us reckon without our host; for Mr Paine will object to such an equal distribution of the rents. For says he, in his Agrarian Justice, the public can claim but a Tenth Part of the value of the landed property as it now exists, with its vast improvements of cultivation and building. But why are we put off now with a Tenth Share? Because, says Mr. Paine, it has so improved in the hands of private proprietors as to be of ten times the value it was of in its natural state. but may we not ask who improved the land? Did the proprietors alone work and toil at this improvement? And did we labourers and our forefathers stand, like Indians and Hottentots, idle spectators of so much public-spirited industry? I suppose not. Nay, on the contrary, it is evident to the most superficial enquirer that the labouring classes ought principally to be thanked for every improvement.

Indeed, if there had never been any slaves, any vassals, or any day-labourers employed in building and tillage, then the proprietors might have boasted of having themselves created all this gay scene of things. But the case alters amazingly, when we consider that the earth has been cultivated either by slaves, compelled, like beasts, to labour, or by the indigent objects whom they first exclude from a share in the soil, that want may compel them to see their labour for daily bread. In short, the great may as well boast of fighting their battles as of cultivating the earth.

The toil of the labouring classes first produces provisions, and then the demand of their families creates a market for them. Therefore it will be found that it is the markets made by the labouring and mechanical tribes that have improved the earth. And once take away these markets or let all the labouring people, like the Israelites, leave the country in a body and you would immediately see from what cause the country had been cultivated and so many goodly towns and villages built.

You may suppose that after the emigration of all these beggarly people, every thing would go on as well as before: that the farmer would continue to plough, and the town landlord to build as formerly. It would be just the same with the building landlord, for he could neither procure workmen to build nor tenants to pay him rent.

Thus we see that the consumption created by the mouths and the backs of the poor despised multitude contributes to the cultivation of the earth, as well as their hands. And it is also the rents that they pay that builds the towns and not the racking building landlord. Therefore, let us not in weak comm9iseration be biased by the pretended philanthropy of the great, to the resignation of our dearest rights. And if our estates have improved in their hands, during their officious guardianship, the D-v-l than them; for it was done for their own sakes not four ours, and can be no just bar against us recovering our rights.

Now clearly you do need talented businessmen and entrepreneurs, who can set up and manage businesses. But Spence is right about the vital importance of the working classes and how they do the physical works that creates civilisation and prosperity. And this is still a vitally contested point. Obama in many ways isn’t noticeably different from many other American presidents. Despite his introduction of more state medical assistance, he still has the same very strong ties to Wall Street. This has not, however, stopped the American Conservatives viciously attacking him as a Communist. A year or so ago there was a lot of Republican American carping centred around the slogan ‘You didn’t build this!’. Reading between the lines, I got the impression that Obama had dared to state the obvious: that all the American people built their country, including those who physically laid the bricks and mortar, and not just big businessmen like Donald Trump. And that clearly touched a nerve.

The power of organised labour is still feared by the Tories over here. After all, the miners managed to beat Ted Heath, and so, when Thatcher got the chance, she destroyed the British mining industry, and organised the mass transfer of jobs from Britain to less truculent workers in the Developing World, thus devastating the British industrial base. However, even in this era of globalised markets, big business still needs the markets provided by the mass of the working and lower middle classes. There’s an interesting piece over at Another Angry Voice about this, where the Angry Yorkshireman proves that the Tories’ policy of paying low wages actually makes no sense. He points out that Henry Ford, the ferociously anti-Semitic and anti-socialist industrialist deliberately paid his workers very good wages, so that they could afford to buy more, and so stimulate business. It’s also why FDR in his New Deal introduced a limited form of state unemployment assistance. He felt that if the unemployed were able to continue buying goods, this would continue putting money into the economy and so help end recessions. This, however, isn’t good enough for the Conservatives, who would rather keep the poor in abject poverty, even if this does harm the economy, simply out of viciousness, spite and a desire to hang on to their privilege and status.

It’s about time this was challenged, and the poor started getting back their share of the nation’s wealth.
