The Conversation Posts Article on DNA Research Revealing Pre-Colonial African History

This might interest some of the readers of this blog, who are interested in the rich history of Africa. The Conversation has posted an article by Nancy Bird, a postdoc research assistant at UCL, ‘DNA study opens a window into African civilisation that left a lasting legacy’ about how she and her fellow researchers analysed DNA samples from Africa to reconstruct the movement and expansions of different ethnic groups in the continent before European colonisation. The article describes their methodology and talks about how the samples were collected and analysed, and that there had been little genetic sampling and research of this type previously in Africa. The article then goes on to discuss some of their findings.

These begin with the probability that two ethnic groups in what is now Cameroon, the Kanuri and Kotoko, are descended from three ancestral peoples in the Kanem-Bornu empire, which flourished for 1000 years after its foundation c. 700 AD and covered northern Cameroon, northern Nigeria, Chad, Niger and southern Libya. The study also revealed how African genetic heritage had been affected by the Arab expansion into Africa. This included Arab contact with the kingdom of Makuria in the Sudan. The signed a peace treaty with the Arabs in 700 AD, which allowed the kingdom to survive for 700 years. The genetic evidence revealed that the racial mixing occurred after the treaty was beginning to breakdown and the Arabs were expanding into the area. The study also examined the genetic legacy left by the southern Arab migration into Africa that resulted in the empire of Akxum, which covered what is now Ethiopia, Djibouti and part of Yemen and was considered one of the world’s four great powers alongside Persia, China and Rome. It also suggested that the expansion of the Bantu languages was the result of migrations from a part of Cameroon which began in 2,000 BC and had spread south and east over the next 2000 years. But the study also revealed that they had spread west as well. During their expansion, the Bantu met and mixed with other ethnic groups. No-one knows what caused this expansion, but it may have been climate change.

The article concludes

‘It’s vital that scientists analyse more DNA from genomes of African people. As we do so, it will undoubtedly reveal an intricate picture of the continent’s rich past.’

Sociology Professor Shows How the World Has Different Views of Race to Americans

Here’s another interesting video from the same sociology professor, who showed that Korea and other societies outside Europe also had the ideal of pale features as their standard of beauty. In this video he shows that other peoples also don’t necessarily see race the same way as Americans. He talks of a trip he and his students made to Haiti. They had a couple of Black Americans with them, who the Haitians called ‘Blans’ – Whites. The Haitians regarded them as White, despite their dark skin colour, simply because they were Americans.

I came across much the same attitude in Nigel Barley’s The Innocent Anthropologist. Barley’s an anthropologist, and the book’s his hilarious account of his time doing field work with Dowayo of Cameroon. One of the other westerners in the area was a very racially aware Black American anthropologist. The man was very much into ideals of Black brotherhood, and so was keen to live the same way as the local people. They, however, regarded him as ‘the Black White man’, the African term for westernised Blacks. Rather than respect him for trying to live like them, they expected him instead to behave like every other American. They also despised him for being mean. The guy refused to have any servants to do his laundry, as his ancestors had been servants during slavery. But in Africa, if you’re wealthy you’re expected to spread it around by employing people. And so his refusal not employ laundrymen wasn’t seen as a gesture of Black dignity and solidarity, but simply him being tight-fisted. The guy also had been surprised to find out that nobody in that part of Africa had heard of a supposedly African festival celebrated at about the same time as Christmas. Thinking about the passage, it sounds like Kwanzaa. This is supposed to be an authentic African festival, but was actually invented by Black radicals in the 1960s, although it’s based on a Swahili harvest festival. Barley also talks about how he was blind to the racism within African society. For example, the fellow didn’t see the way the Fulani traders in the local market operated to keep other tribes out. There were other examples in the book. During conversations with some of the Africans, he was told that the nuns massacred in the Congo were killed because they were racist. When they were asked about the Dowayo, however, these same Africans denounced them as terrible pagans and ‘sons of dogs’ before asking him what was racist about that.

There are other ideas of race and other forms of racism not centred around colour, but this is too often ignored because of western ideas of race.

Rafe Heydel-Mankoos Arguments Against Slavery Reparations

Rafe Heydel-Mankoo is one of the inmates of the IEA’s New Culture Forum. I heartily despise the IEA, but I do find myself agreeing with some of what the New Culture Forums says. This video is taken from a Cambridge Union debate over whether reparations should be paid for slavery. Heydel-Mankoo was one of the speakers against the motion that it should. He states at the outset that he has a particular interest in this as a child of empire. The Mankoo part of his double-barrelled surname suggests to me that he’s part Indian, as do his features. He also confesses that if this was 1807 or 1834, the dates when first the slave trade and then slavery itself was abolished in the British empire, he may well have crossed the floor and agreed wholeheartedly that damages should be paid for the horrendous suffering enslaved people had endured. But it is not 1807, 1907 or 2007. Six or seven generations have elapsed between the present Black generation and the time their ancestors were enslaved. Reparations are a matter of tort, and while damages should be paid to people who have genuinely suffered, the present generation of Blacks are immeasurably better off than their ancestors in Africa. Ethically, should they profit from the suffering of their ancestors? Is it right that people should be held accountable for the crimes of their ancestors? The advocates of reparations want it to be paid by the British taxpayer. There were also only 3,000 slaveowners in Britain. The major of people lived and worked in grinding poverty in conditions near serfdom. Is it ethically right that they descendants of poor workers should be asked to pay reparations? There are also demands for the payment of reparations from countries like Barbados. Sixteen per cent of this country, however, are foreign born. Is it right that they should be required to pay reparations for something they had nothing to do with? And what about Africa? They supplied the slaves to Europeans, and so shouldn’t the be required also to pay reparations? What about the Arabs and Muslims who enslaved Africans centuries before Europeans and continued to do so before the British and French put a stop to it? And what about slavery in Africa today? The International Labour Organisation estimates that seven out of every thousand Africans is a slave: 10 million people. In 2017 CNN reported hundreds of slaves are sold every week in Libya. He would have far more sympathy for the claim for reparations if the people making it showed equal concern for the plight of today’s slaves. Where are the protests outside the Nigerian high commission, the embassies of Niger, which has a hundred thousand slaves today? What about Mali and Chad and Sudan and Cameroon. It’s almost as though there’s an ulterior motive to ask for reparations exclusively from Britain.

He also asks how far this should be taken. Should Britain demand reparations for the attacks of the Barbary pirates? At the same time as enslaved Africans were crossing the Atlantic, one million Europeans were enslaved by the Ottoman slave states of Morocco, Algeria and Tunisia. And this carried on after the abolition of the slave trade by the British. But Britain should not demand reparations from north Africa. It’s time to move on, and so should we.

He then turns from slavery to colonialism, and asks what damage it has done to those now living in the Caribbean. Most of the countries of the Caribbean are successful middle-income countries. The GDP per head of the Bahamas is higher than Portugal and comparable to Spain or Italy. Barbados, Antigua and Barbuda, St. Kitts and Nevis and other former British slave colonies have higher rankings on the UN development index than many other South American countries such as Brazil and Mexico. It is not clear to him how the British empire has disadvantaged the Caribbean nations. Comparing the modern Caribbean with the West Africa, the homelands of West Indian slaves. The GDP per capita in Benin is $1,430. The GDP per capita in Barbados is $17,000. Life expectancy in Benin is 62. In Barbados it is 79. Rather than write cheques to well-off parts of the world, why not send money to countries that actually require aid? Financial aid, not attempts to cleanse one’s soul. While slavery was abhorrent to those enslaves, had they remained in Africa the lives of their descendants would have been markedly worse..

What is Britain being asked to pay reparations for? Because Britain wasn’t the first empire to practise slavery in Africa, in India, in America. But it was the most benign and the benefits from it far exceed those of Islamic and Indian empire, that carved up India, of the Ashanti empire, of the Dahomey Kingdom, or the hundreds of thousands of slaves that were ritually sacrificed every year in Benin. The Benin Bronzes, that have been mentioned, commemorate those who owned slaves. Why is there a celebration of these?

Why are we apologising for Britain? Are we apologising for introducing new food storage polices, which led to a decline in the subcontinents processes of famine? Every forty years in India there was a famine. The population of India soared from 170 million to 400 million over the course of the Raj.It was because medicine and health and food standards and storage were better than they had been that the population surged.

Let’s not forget what Britain did for women’s rights. It was through the British empire that we have had the progression of women in Africa and India. India’s history is one of female oppression. It was the British who abolished suttee, the burning of widows on the funeral pyres of their husbands. It was the British who stopped the infanticide of young girls and it was the British who allowed Hindu widows to remarry. Facts are facts. Universities were brought into Africa and India by the British. There would be no system of democratic legislatures in these regions without the empire. He quotes Steven Pinker as saying that before the British empire, these states were more violent than even the most modern states. While many wrongs were committed in the 19th and 20th centuries, the success of Britain’s colonies in the 21st century is due in large part to their colonial inheritance The English language and law enabled them to become global players. Their police, military, the civil service, the judiciary, parliament, the universities in every region of the world you go to, the British colonies are those most likely to be the healthiest and most democratic.

He ends by quoting the great Black civil rights activist and socialist Bayard Rustin, a friend of Martin Luther King, who received King’s posthumous congressional medal of freedom from Barack Obama: ‘If my great-grandfather, who picked cotton for fifty years and who made some money. He’s dead and gone, and nobody owes me anything.’

It’s a powerful speech, and from the way they fidget and pull faces the students behind him simply don’t want to hear what he says. But these are arguments that definitely need to be heard.

Mother Clare Page Suing Over School Secrecy and Indoctrination

Clare Page is the mother of two daughters at Haberdashers’ Hatcham College. Her story has been mentioned by the EDIjester and she has been interviewed by Calvin Robinson of the New Culture Forum and Dr Anna Loutfi of the Bad Law Project on Reclaim the Media, which is connected to Laurence Fox’s Reclaim Party. She’s trying to sue the school or local authority to get them to reveal the lesson plans for the Personal and Human Development course at her daughters’ school and the identity of the person who taught it. She has very good reasons, as the school does seem to have a very hard left approach to teaching human sexuality and gender and racial politics. She became concerned when her daughter told her that they had been taught that society was heteronormative, and that this was bad. The EDIjester, in his video about this, stated that all heteronormativity means is that there are more heterosexual than gay people. And this is how it should be, as heterosexuals gave birth to the next generation of gay men, and without that, there wouldn’t be any younger gay blokes for him to chase. They were also told that the proper response to heteronormativity was to be sex positive and embrace all forms of sexuality. There’s clearly a moral problem there. Calvin Robinson made the point that this excluded people of more traditional views, for whom sex should be kept within marriage or a loving, committed relationship. The attitude seemed to be, however, that everything was alright provided it felt good. These lessons were delivered by an outside provider, the School of Sexuality Education, previously Sexplain. The lessons were given to 15- and 16-year olds, who were given such tasks as make lists of the way they would talk about which aspects of sex they enjoyed to another child in their class, as a way of making them less reticent about talking about sex. As Page said in her interview with Loutfi, this sexualised children, who may otherwise not have been so and were unprepared for it. The EDIjester, on the other hand, remarked that it was a bit pointless telling teenagers sex was fun, as they already knew that. The schoolchildren were also told that for more information they should watch the satellite/cable series Sex Education, even though this was rated 18+ and therefore inappropriate for them. The organisation’s website was also inappropriate for children, as the company also sold sex toys, pornography and tips on anal masturbation, all of which was available to the kids consulting the site at the click of a mouse. Page tried to get hold of the lesson plans from the school, but all she got in return were the titles of the various lessons. She, and the school itself, were told by the School of Sexuality Education that they were not going to release the information because of copyright confidentiality. There was an option briefly discussed in which she could go in and see the lesson plans but would not be given copies. She found that unacceptable because it would prevent her from contacting the authorities over specific points or discussing them with her daughter if she did not have the documents to hand. The school also refused to give them on the grounds that, she later found through freedom of information requests, the school and the SSE had been corresponding with each other over whether she was harassing the company and its staff. She complained to the school governors, but they couldn’t give her a decision about the lesson plans because they weren’t given copies of them either. The point was made by the jester that in this instance the school was prioritising the commercial interests of an outside provider over the democratic right to free speech and debate. There is also a commercial conflict of interest in giving the teaching contract to a company that also sells porn and sex toys.

The school was also teaching Critical Race Theory. Page’s daughter was told that she had White privilege. This was all right, but what was not all right was denying that this privilege existed. The children were also told that Black lives were viewed as lesser and expendable by the government and law enforcement. It wasn’t clear whether this referred to Britain or America or both. The sources for these assertions were similarly obscure. Sometimes searching for them on Google revealed they came from teenage magazines, sometimes the sources simply couldn’t be found. This racialised the school in a way that it hadn’t been before. Page states that her daughter was referred to by her race in a not-altogether friendly fashion, but this could have been simply playground banter. But she said that it introduced racial division into a school that had previously been very non-racist. The children were also taught that Whites were racist because of previous abuses, and that White people held all the social and economic power. The school curriculum itself would be biased as it was probably created by middle-class White men. They were also told that racism against White didn’t exist.

The history taught was heavily biased to niche Communist history before it got to the level when the national curriculum took over. Page’s daughter was taught that, in the period leading up to the Second World War, Hitler’s main opponents were Communist guerrillas in Cameroon. It was only several weeks later that they were taught about Nazism and the Jews.

Robinson also, unsurprisingly, wanted to know if there was a general anti-Tory bias at the school. Page agreed that there was. One teacher wore a pro-Corbyn T-shirt. Her daughter told her that she had been told to vote Labour. One of the schoolchildren had also thrown a milkshake at Michael Gove during an Extinction Rebellion demonstration, for which she was congratulated by the other schoolchildren. Back to race, a rap song with the refrain, ‘Our Prime Minister is racist’ was played in class with no comment.

Page herself comes across as reasonable and conciliatory. She stated that nobody really wants to sue their school, and that she would like these kinds of issues to be subjects that schools and parents could explore together. She also made the point that all indoctrination was wrong, regardless of whether it was far left or right, and even if we agreed with it, because it could all be turned around.

I am not a member of and certainly have no interest in joining either the New Culture Forum or the Reclaim Party. The New Culture Forum are the civilian wing of the Institute of Economic Affairs, who are a hard-right Thatcherite outfit that would like to privatise everything, including the NHS. Reclaim are also likely to be right-wing economically. But I think they are absolutely right to tackle the issue of woke political indoctrination in school. As for the teachers who teach it, EDIjester has remarked that they probably don’t understand it or the issues themselves. They’re too busy teaching, and so simply go along with whatever they’re told by their superiors. I find CRT to be an entirely fraudulent discipline and fear it is going to do enormous damage with its teaching. As for the material about sex, Page said in the interview with Loutfi that it was a case of a uniform attitude where it was inappropriate. Some children no doubt needed such explicit information, particularly if they were in danger. Other children weren’t ready and so it wasn’t suitable.

These are all major issues, which at least need to be discussed openly without highly biased organisations and private companies demanding silence and compliance for reasons of commercial sensitivity.

Missionaries Samuel Crowther and Frederick Schon on the Equal Intelligence of African Schoolchildren

I’ve reblogged on here several videos from Simon Webb’s History Debunked channel, in which Webb, an author, has disputed some of the false history being promoted by Black and anti-racist activists. He’s definitely a Telegraph-reading Tory, but much of his material, when he backs it up with relevant sources, appears sound. One issue which I’m not happy about, however, is his embrace of the ‘Bell Curve’ theory of a racial intellectual hierarchy. This was proposed by an American academic a few years ago, and caused a storm of controversy and outrage. It proposes that the various races differ in their intellectual capabilities. The Chinese and east Asians are the most intelligent, Blacks the least. Whites are somewhere in the middle. Now I remember being told when I was a child that the Japanese had the highest IQs of any people in the world. While 100 was the European average, theirs was 120. And it was considered to be an established biological fact among many mainstream biologists that Blacks were intellectually inferior. This was used as the rationale for limiting Black immigration to the US and was a major part of the eugenics movement. It has also kept Blacks from achieving their full educational potential. Akala in his book Natives, states that some of the teachers who taught him – not all, but some – believed it and so thought that he too must be more stupid than his White classmates.

But while many anthropologists and biologists did believe Blacks were intellectually inferior, others made it very plain they thought the reverse was true. The missionaries Samuel Crowther and Frederick Schon were two of them. Crowther was a ‘man of colour’, a man of mixed African and White European heritage, who went to bring Christianity to Africa, for which he became the first Anglican bishop of Africa outside the British empire. He held this post until racists in the Anglican church had it taken away from him. His fellow missionary, Frederick Schon, was a Swiss Protestant pastor. During the 19th century they were called up to testify about slavery and the Christian mission to Africa before the parliamentary commission of inquiry tasked with overseeing Britain’s attempt to exterminate slavery and the slave trade. The gentlemen of the committee asked them if the African pupils in the schools they set up were intellectually inferior to White, British children. They responded that they weren’t. Indeed, they felt they were actually rather more intelligent than White Brits. That is until they hit 14 or 15, when they became dull and uninterested. To prove that Black Africans were intellectually equal, they submitted various essays on Divinity, as RE was called back then, discussing God and Christianity, which had been written by these pupils. The good reverend gentlemen’s experience of teaching in Africa does rebut the claims by the supporters of the Bell Curve that Blacks are somehow less intelligent than Whites.

I admit, however, that their statement that the children lose interest and appear to become less intelligent when the hit their mid-teens is a problem. But this could well be due to cultural factors. Nigel Barley’s book anthropological novel, The Coast, certainly suggests this is the case. Set in the 19th century, this about a British Christian missionary to west Africa, who utterly fails to convert the locals. In one episode, the missionary sets up a school for the local children, who are utterly uninterested in what he tries to teach them, until he starts talking about money. The African state in which the missionary is attempting to spread the Gospel, Akwa, is a very mercantile culture and its people are keenly interested in trade, including the local schoolchildren. Barley states in his introduction that Akwa is based on a number of historical states in that region of Africa. He’s a professional anthropologist, who has written a number of books, including his hilarious account of trying to do research among the Dowayo people of Cameroon, The Innocent Anthropologist. I’ve no doubt that, although fiction, The Coast is based on historical and anthropological fact. And it may have been similar cultural forces that resulted in Crowther’s and Schon’s school pupils similarly losing interest in the European schooling they were receiving when they entered puberty.

There is a problem with Black educational underachievement in the UK, for which a number of explanations have been suggested, including institutional racism in British society and the school system. Other factors may also include the breakdown of the Black family in particular, and the growth of urban gang culture.

Crowther’s and Schon’s experience of actually teaching in Africa, as well as Barley’s book, suggests that Black academic underperformance is almost certainly due to cultural and social factors, rather than biology.

BLM Activist Calls for Dictionary to Redefine Racism

Here’s something far more controversial after some of the posts I’ve put up recently. A few days ago, the writer and Youtuber Simon Webb put up on his channel, History Debunked, a piece about a worrying attempt by a young Black American woman, Kennedy Mitchum to change the definition of racism in the Merriam-Webster dictionary. Webb states that most people would say that racism means racial prejudice, or that there are more profound differences between racial groups than their skin colour and physical appearance. The Merriam-Webster dictionary currently defines racism as

  1. A belief that race is the primary determinant of human traits and capacities, and that racial differences produce an inherent superiority of a particular race.
  2. A doctrine or political programme based on racism and designed to execute its policies.
  3. Racial prejudice or discrimination.

This wasn’t good enough for Mitchum. Three days after the death of George Floyd, with riots breaking out across America, she emailed the publisher calling for the definition to be changed in accordance with Critical Race Theory. This holds that racism is due to the imbalance of power in society, and implemented by the dominant racial group. Instead of telling Mitchum where to stick her suggestion, as Webb himself would have done, the publishers responded to her, telling her that this issue needed to be addressed sooner rather than later and that a revision would be made. Peter Sokolofsky, one of the dictionary’s editors, stated that the second definition would be expanded to be even more explicit in its next edition, and would include systemic oppression as well as sample sentence, and would be formulated in consultation with academics in Black Studies.

Webb points out that if this is done, then it would redefine racism as something that only Whites do, and absolve people of colour of any responsibility for it on their part, or indeed see them as being racist at all, because Whites are the dominant race in Britain and America. This is, he claims, the attitude of many liberals and leftists, who believe that all White people are racist. It would also mean that Blacks, who hated Jews or Indians, would not be viewed as racist. He has personally seen such racism in the Caribbean street robbers of Hackney. They hated Orthodox Jews and used to go to Stamford Bridge to prey on the Jewish community there. He ends the video by stating that such a redefinition of racism would mean that all Whites in Britain and America are defined as racist but no other ethnic groups.

There certainly is an attitude amongst some anti-racist activists that only White people can be racist and are never the victims. Way back in October 2019 Sargon of Akkad, the man who broke UKIP, put up a post commenting on a report in the Guardian about complaints about an EHRC investigation into racism at Britain’s universities by a group of Black and Asian academics and students. The group, which included Heidi Mirza, the visiting professor of race, faith and culture and Goldsmiths College, University of London, Fope Olaleye, the NUS’ Black students’ officer, Gargi Bhattacharyya, professor of sociology at the University of East London, and Zubaida Haque, the deputy director of the racial equality think tank, the Runnymede Trust, were outraged at the Commission because it dared to include anti-White, anti-English racism. This, they seemed to believe, detracted from the Commission’s true purpose, which was to combat White racism against Blacks and Asians.

I’ve posted a number of pieces criticising the lack of attention and action against anti-White racism. At the moment the attitude that racism is something that only Whites are guilty of racism seems extremely prevalent. In fact, the situation regarding racial prejudice, abuse and violence is far more complex. About 20 years ago, before 9/11 and the subsequent massive rise in Islamophobia, Whites briefly formed the largest number of victims of racial abuse and violence. There are also tensions and conflict between different non-White minorities. In the 1980s or ’90s there was a riot in Birmingham, not between Blacks and Whites, but between Blacks and Asians. I’ve also heard that in one of the schools in Bristol in one of the very racially mixed areas, most of the playground fights were between different groups of Asians. Some people were aware that different ethnic groups also had their racial prejudices. Boy George mentioned it when he appeared on Max Headroom’s chat show on British TV in the 1980s, for which he was praised for his brave outspokenness by the world’s first computer generated video jockey.

There is, however, a real reluctance to tackle ethnic minority racism. A couple of years ago an Asian man told Diane Abbott that there should be more action on the racism members of ethnic minorities experienced at the hands of other non-Whites. Abbott told him she wasn’t going to do anything about it, because the Tories would use it to divide and rule. Like Kennedy Mitchum and the Critical Race Theorists, as well as the critics of the EHRC, she was solely focussed on tackling White racism.

That focus, in my opinion, explains why the Black comedian and anti-racist activist, Sophie Duker, felt she could get away with a joke about killing Whitey on Frankie Boyle’s podcast. Boyle had assembled a panel of mainly Black and Asian activists, to discuss the topic of how ethnic minorities were coming together to kill Whitey. Duker had made comments about racism being the product of an ideology of Whiteness, which was harming Blacks and Whites. She then said that they didn’t want to kill Whitey, before adding ‘we do really’. She was clearly joking, but her comment resulted in the corporation receiving 200 complaints. According to right-wing internet radio host and Youtuber, Alex Belfield, the Beeb is now being investigated by the Greater Manchester Police for what is described as a ‘hate incident’. His attitude is that while Duker’s comment was a joke, it should be unacceptable, just as making jokes about killing Blacks is unacceptable. See, for example, his piece ‘Reply BBC ‘Whitey’ Joker STAGGERING From Unapologetic Hate Lady Comedian’, which he put up on Youtube on the 8th January 2021. No, I’m not going to link to it. Even I have standards! I think one of the reasons she felt she could make the joke is because she and the other activists concentrate exclusively on White racism. Anti-White racism simply isn’t an issue with them. But anti-White racism, abuse and violence does occur, hence the angry complaints.

We really do need a study of anti-White racism and racism amongst ethnic minorities. Sir Alan Burns, a British colonial civil servant and former governor of the Gold Coast, now Ghana, discusses Black prejudice against Whites and other racial groups in his book, Colour Prejudice, published in 1948. Nigel Barley also discusses the blind spot Cameroonians had towards their own racism, as well as that of a Black American ethnologist in his The Innocent Anthropologist. The Black American was very racially aware. An idealist, he was inspired by notions of Black brotherhood and wished to live and be treated by the local people the same as one of them. He was shocked when they continued to regard him as they would White westerners, and failed to see how the Fulani traders rigged the local markets to exclude those from other tribes. As for the Camerounians generally, they commonly believed that only Whites were racist. Barley describes how they excused the massacre of French nuns in the Congo by the claim that the nuns were themselves racists. But they refused to recognise that their own hatred and contempt of the people he was studying, the Dowayo, was also racist.

Some Asian nations also have a reputation for racism. Back in the 1990s I found a book on Chinese xenophobia on sale in Waterstones in Bath. I’ve also read various books on Japan, which have also described how racist Japanese society is. I don’t know if it is still true, but one could only qualify as a Japanese citizen if both parents were Japanese. This meant that there was a sizable Korean community, who had lived in the country for generations, which had no civil rights under the law. In schools there was a strong suspicion of outsiders, so it has been claimed, which resulted in foreign students being segregated in separate classes. This is on the grounds that their Japanese language skills may not be good enough for inclusion with the rest of the pupils, but it is applied even to children who are fluent in the language. Outside Japan, expatriate or visiting Japanese will stick almost exclusively to themselves. Back in the 1990s there was a controversy in Australia, I believe, over the construction of a luxury resort there by the Japanese, because it was exclusively for Japanese and no-one else. I don’t mean by this to claim that all Japanese are racist. I’ve met people, who lived in Japan, who admire them and who told me that in their experience they were a very kind people. The travel writer and historian William Dalrymple also describes the anti-Black racism he encountered in India in his book, In Xanadu. Arriving at a railway station with a friend, a Black American soldier, he approached a group of Indian porters, only to see them turn away, sneering at the Black American simply for being Black. Again, I don’t wish to imply that all Indians are racist either.

Racism and racial prejudice exists amongst all peoples and ethnic groups to a greater or lesser degree, even in this country. It is about time that there were proper academic studies of it amongst non-White ethnic groups and anti-White racism in this country. At the moment there is a feeling amongst Whites that only White on Black racism is taken seriously, and that prejudice against Whites is not only acceptable, but being fostered by supposed anti-racist activists.

If the authorities are serious about tackling racism, and all forms of it, that needs to change.

Farage: Britain Should Never Have Signed Armistice, and War Should Have Gone on for Another Six Weeks

While the rest of the UK on Tuesday was remembering the dead of the Great War, Nigel Farage was giving a speech stating his opinion that it should have gone on for longer. Even if this meant that a further 100,000 lives were lost. Farage made this bizarre and offensive claim speaking at the annual Tom Olsen lecture at St Bride’s Church.

His comments have been reported by a number of news agencies, including the MSN news. The anti-racist organisation, Hope Not Hate has an article on it, Armistice was the biggest mistake of the 20th century claims Nigel Farage, at http://www.hopenothate.org.uk/ukip/armistice-was-the-biggest-mistake-of-the-20th-century-claims-nigel-farage-4120.

Hope Not Hate quote Farage as saying, “I believe we should have continued with the advance We should have pursued the war for a further six weeks, and gone for an unconditional surrender. Yes the last six weeks of the war cost us 100,000 casualties, and I’m prepared to accept that a further six weeks of war might have cost us another 100,000.”

He goes on to say that this would have stopped the rise of the Nazis, as it would have forced Germany to surrender unconditionally, rather than negotiate the Treaty of Versailles.

The Treaty of Versailles and the ‘Stab in the Back’ Conspiracy Theory

This is an extraordinary claim, and shows that Fuehrer Farage has quite a bonkers grasp of history. He has a point in that one of the reasons the ‘Stab in the Back’ conspiracy became so widespread, was because British and Allied troops did not enter Germany. This added credibility the conspiracy theory that Germany had lost the War due to the Jews betraying their country. The theory itself is total nonsense. Jews had been patriotic citizens of the Reich since the Kaiser had granted them full citizenship, including lifting the restriction against them serving in the armed forces. There had been a wave of Jewish enlistment in the German forces as a response, and German Jews fought with pride and honour alongside their gentile compatriots. It is one of the savage ironies of history that the captain, who recommended Corporal A. Hitler for the Iron Cross, was Jewish.

Conspiracy Theory due to News Blackouts on German Defeats

Just as influential in spreading the malicious theory was the fact that there was a total news blackout on German defeats. The German people were kept under the impression that the War was going well. It therefore came as a complete shock that Germany and Austria had been defeated. Even the Kaiser was ignorant of the true nature of German defeat. The general were taught that you didn’t tell the Kaiser about military defeats either. You only gave him good news. This may partly have been because Wilhelm II would fly into rage. I read somewhere that he had a habit of rolling them in the snow, or taking their trousers down and having them spanked. If nothing else, it shows you how absolutely mad and unfit for rule he was.

Ethnic Tensions, Not Treaty, Cause of Rise of Nazis

Arguably the problem was not the Treaty of Versailles itself, but the crippling reparations and conditions that it set. Germany was saddled with a massive war debt, though the Weimar politicians succeeded in having it considerably reduced later in the 1920s. The Reich itself lost territories at home and its colonies, such as Cameroon and Togo in Africa. The Poles, Czechs and Slovaks became free peoples with independent countries, along with the other Slav nations of the former Austro-Hungarian Empire. The result was that ethnic Germans became a minority in some of the new states, like Czechoslovakia. There had been ethnic tension between Czechs and Germans since Germans were invited to colonise and develop their marginal parts of the country by the Czech crown in the Middle Ages. Hence the Nazis’ claims of the persecution of ethnic Germans in order to provide a pretext for the annexation of the Sudetenland. Polish independence was bitterly resented by the German nationalist Right. When Hitler later invaded eastern Europe, he justified it not by citing the Treaty of Versailles, but by arguing it was a continuation of the Drang Nach Osten, the German eastwards migration that had begun in the Middle Ages. He also claimed that Germany had a right to the territory of the Slav nations of eastern Europe, like the Poles, based on the argument that these areas had originally been occupied by the eastern Germanic tribes, the Goths, Burgundians and Vandals, before they were colonised by the Slavs sometime around the 8th-9th centuries. Modern scholarship has rejected this claim. The Vandals and Goths were indeed present in these areas, but they were just one element in vast tribal confederations that included many different ethnic groups. The main point, however, is that Hitler based his claim eastern Europe on spurious history, not the Treaty of Versailles.

Democracy Resented by Nazis as Imposed by Foreign Powers

The Nazis were also able to overthrow German democracy, because it was seen as a foreign imposition, alien to German nature. The political parties that signed the Treaty, the Social Democrats, Catholic Centre Party and the two Liberal parties, were denounced as ‘November criminals’ because they had done so. But it was democracy itself, as imposed by Britain and her allies, that was the true target of resentment. In one of his speeches, Hitler denounced democracy as a Jewish device to enslave the Aryan man. Utter nonsense, but it gained a kind of spurious validity because democracy had been created through the allied victory. This had forced the Kaiser and the Austrian emperor to abdicate.

The Occupation of the Rhineland and German Nationalist Resentment

Finally, the western powers did occupy parts of Germany militarily when they considered that the Germans were not meeting their obligations under the Treaty. The Rhineland contained Germany’s industrial heartland, the Ruhr. They were occupied by the French in 1924, after they believed that Germany was not paying its full share of reparations to La Patrie. Again, the presence of foreign troops in Germany could hardly have been welcome to the Germans themselves. I doubt very much that Allied troops would have been any more welcome to German nationalists, and indeed could have been a source of resentment, if the War had continued until the invasion and absolute collapse of Germany itself.

The Nazis arose not merely because of the Treaty of Versailles, but because of the sheer humiliation of defeat. Farage is therefore talking utter nonsense with the suggestion that the War should have continued and the Armistice not signed.

Further Fighting in War Unnecessary, Siegfried Sassoon

And let’s have no illusions about just how callous, and unnecessary further fighting would have been. I’ve blogged on here before about how Siegfried Sassoon came to his anti-War stance from his conviction that the War had been won in 1917, and that further fighting was simply unnecessary slaughter. As it stands, thousands died unnecessarily in the last few hours of the Armistice. The Treaty had been signed hours before, yet it set the time for the cease fire as 11 O’clock for symbolic reasons. The soldiers continued to fight right up to the very last minutes, useless deaths in order to win a peace that had already been achieved.

Farage states that he would have had the War continue, even if it cost a further 100,000 dead. That’s a colossal number in itself, but it’s only a fraction of the total number who were killed in the conflict: 14 million.

Farage Chickenhawk: Talks, but never Fought, in War

Conservative critics of Bush’s invasion of Iraq called Dubya and his fellow warmongers ‘chickenhawks’. They were men and women, who had never served in the armed forces themselves, and had no experience or understanding of the brutal reality of combat. They were perfectly happy to mouth off about war, and send others to their deaths in pursuit of American power and corporate profit, but had never, ever, risked their own lives for their country in combat.

Farage has the same attitude. It’s the mentality of someone, who sees himself as a commander, above the bloody, messy business of actually fighting in the trenches, in foxholes and mud and filth himself. It’s the same attitude of the out-of-touch generals, politicians and princes, who sent their citizens to die in pain, fear and misery, for military glory. It’s the attitude of a man, who seems to feel that victory for Britain was certain from the outset. All that was needed is to throw more men at it, and hang the consequences.

The Stupid Officer and the Sergeant Major

It reminds me of a story I heard from a re-enactor friend of mine. I used to do Dark Age re-enactment years ago. It was great fun, and I met some really interesting, great people. Several of them were former soldiers. I was talking to an ex-squaddie one day, who told me about the sheer, bloodthirsty stupidity of one of the officers he’d come across. The man came out on parade one morning, and declaring that his father had had a medal. He also wanted one, and blithely told his troops that he didn’t care how many of them died, as long as he got it.

The RSM was mightily unimpressed. He walked up to the commander, and told him, ‘I don’t think you ought to be saying that to the men, Sir.’

The commander was indignant, ‘What, what! How dare you say that to me!’

‘See me later about it, Sir’, said the Sergeant Major.

Later on the Sergeant Major explained, ‘I really don’t think you should say that to the men, Sir. If you say that again, they’re likely to shoot you. And if they don’t, I certainly will!’

Farage Vainglorious, Waster of Human Life

Farage has the same attitude as the officer in this tale. It’s one of the reasons why he should never, ever, be given power. Remember, if he becomes Prime Minister, he becomes Commander in Chief of the armed forces. And then God help us all.

In their issue for the 30th September-13th October 2011, Private Eye also had an article on the questions raised about the performance of the Information Commissioner, Christopher Graham, after he sided with the government in refusing to disclose information about some of the people involved in the BCCI scandal. That was the bank, which was at the centre of a massive web of corruption and whose collapse in the 1980s caused a huge scandal. It was so corrupt, that it was at one point nicknamed The Bank of Crooks and Conmen International. The articles runs:

A recent decision by the Information Tribunal, which forced the Treasury to hand over previously concealed details of a 20-year-old report into the BCCI banking scandal, code-named Sandstorm, raises serious questions over whether the current Information Commissioner, Christopher Graham, is the man for the job.

Two years ago he had to rule on the Treasury’s non-disclosure of material including the names of people running the fraudulent bank and organisations propping it up. Its stance was based largely on the unlikely grounds that divulging the names would harm international relations or that the names constituted personal data (which can still be disclosed in the public interest).

Among the names concealed as “personal data” were BCCI founder Agha Asan Abedi, the Abu Dhabi Investment Authority, Royal Bank of Scotland and an entire country in the government of Cameroon. Amazingly graham agreed completely with the Sir Humphreys (who also happen to hold his purse strings). But when lefty accountant Professor Prem Sikka from Essex university challenged his decision and took it to the Information Tribunal, it was dismissed out of hand.

“we were surprised to see that the Treasury sought to extend the protection of the data protection principles,” said the tribunal judges, “to information about some individuals who exercised ultimate control over the whole of BCCI’s operations and were the architects of a group-wide programme of fraud and concealment.”

When it came to countries and companies, the Treasury had made the most basic error of treating their names as “personal”. The judges must have been even more surprised to find that an Information Commissioner who is supposed to understand the subject endorse this., On the concealment of Abedi’s name, they concluded with some understatement: “the legitimate interest of the public …justifies disclosure of the identity of the man in overall charge …”

Mike and a number of other bloggers have had their attempts to obtain the true figures of the numbers of people, who have died after being assessed as fit for work under the Freedom of Information Act, turned down. Mike himself was told by the Information Commissioner that his request was ‘vexatious’ by the Information Commissioner after he challenged the decision. This case, unfortunately, shows that Mike and the others are not alone in having their requests turned down under what may be considered highly questionable grounds. Mike’s case is due to go before the Information Tribunal, and I hope they will decide in favour of Mike and the other people wishing to obtain the information. THi

Tory Councillor Told To Resign after Criticising David Attenborough – But Attenborough Does Believe in Doing Nothing for the Starving

Late yesterday evening there was a story on the MSN News about Phil Taylor, a Conservative councillor in Ealing, who had been told to resign for his comments on Twitter about David Attenborough. According to the article, Taylor had been angered by a statement by Attenborough on the need to curb the growth of the world’s population. He tweeted ‘I do wish this silly old fart would practice what he preached and take a one-way trip to Switzerland’. The leader of the Labour Party in Ealing Council, Julian Bell, condemned Taylor’s comments, and demanded that he should either apologise or resign. Taylor was also criticised by Scott Freeman, from the anti-bullying charity, Cybersmile, for setting a bad example and encouraging cyberbullying.

In reply to these criticisms, Taylor said in an email “My tweet reflected my frustration with Attenborough repeatedly using his ‘national treasure’ status to promote a set of views that see people as being a problem. His prescriptions seem always to apply to other people.

“My view of the world is that we have to work out how to make sure that the 9 billion people who will populate the world by 2050 all have a good life. They all have hopes and dreams and don’t need to be told what to do by Attenborough.”

The article concludes with the simple statement that ‘Sir David said in a radio interview this morning that he recognised that population controls were a controversial area and emphasised that he felt more strongly towards a human baby than any animal.

However, it is important to have a debate over what we do about the rising pressures on natural resources, he said.’

Right-Wing Opposition to Green Politics

Now the Right does not like Green politics. In America Green politics are criticised as a Left-wing strategy for increasing taxation, regulation and enforcing income redistribution. The last means Republicans don’t like it because the Greens want to take money from the rich and give to the poor. Conservatives in America and Britain believe that Big Business has an absolute right to exploit, pollute and destroy the environment and its flora and fauna. In response to pressure from Green politicians and environmental groups, they have set up astroturf organisations, like ‘Wise Use’ to counter such criticism and present Conservatives as advocating instead a responsible approach to the environment in line with a policy promoting the proper exploitation of the natural world.

Attenborough: UN Should Not Give Food to Famine Victims

Now the suggestion that Attenborough should go and end his life in a Dignitas clinic is extreme, and it does set a bad example when so many children have ended their lives through abuse on the Internet. Taylor’s comment is not, however, quite as bad when you read what Attenborough himself had said. This is truly monstrous. According to the Daily Telegraph, Attenborough told their interviewer about his fears about overpopulation and appeared to suggest that the starving of the developing world should be left to die. The great broadcaster apparently said:
“What are all these famines in Ethiopia, what are they about? They’re about too many people for too little land. That’s what it’s about. And we are blinding ourselves. We say, get the United Nations to send them bags of flour. That’s barmy.” According to the article, he stated that overpopulation was a problem, and that if we didn’t tackle it, nature itself would, as it had done for a long time in the past. He also believed that the major obstacles to managing the world’s population was the attitude that having children was a human right, and the Roman Catholic Church’s prohibition on contraception. He also acknowledge that his statement about Ethiopia and its starving could be ‘misconstrued as an attack on poor people as the issues of major concern were in Africa and Asia.

Attenborough and Atheist Attacks on Religion and Christianity

Now Attenborough has shown himself with these comments to be monstrously ignorant and callously indifferent to global suffering. I have been extremely unimpressed with Attenborough for several years now, ever since he added his voice to that of Richard Dawkins in sneering at religion. That’s a different issue, but I found his remarks then ignorant and uninformed, as countless people of faith, and particularly Western Christians, did contribute to the rise of science. For a more complete discussion of how Christianity laid the basis for modern science, see R. Hooykaas, Religion and the Rise of Modern Science (Edinburgh: Scottish Academic Press 1971). I was also not impressed by his attitude, which suggested that Darwin’s Theory of Evolution by Natural Selection had somehow disproven the existence of God. I’ve blogged several times on this issue. Attenborough’s comments here also seem woefully ignorant and misinformed.

Traditional Attitudes towards Large Families in Western History and Modern Developing World

Let’s take his comment about the Roman Catholic church’s stance on contraception being part of the problem. In actual fact, many cultures and religion advocate large families. In tradition Moroccan society, a family with fewer than 12 children was described as ‘unfinished’. The pagan religions in Africa also lay great stress of large families and the fertility of their flocks and herds. As for attitudes to the environment and animal life, Nigel Barley in his account of his fieldwork amongst the Dowayo people of Cameroun, The Innocent Anthropologist, noted that they had very little knowledge of the animal life around them, and were quite prepared to exterminate any creature they disliked, such as lions. He states that family planning is so unpopular that there is a joke that the only thing that will not be opened and misappropriated when you send it through the post in West Africa is a packed of condoms.

He also does not seem to know, or understand the reasons why the developing world, and indeed Britain and the West before the twentieth century, had large families. These were massive infant mortality rates and to provide support for the parents in their old age. Barley himself says that one of the most moving demonstrations of the tragically high rate of death in childhood in Africa is a question in the Nigerian census form. This asks you how many children you have. After this is the question ‘How many are still living?’ In traditional societies, such as Britain before the establishment of the welfare state in 1948, there is no or little state provision for citizens in their old age. People therefore have large families in order to support them when they have become too elderly to manage for themselves.

Fall in Birth Rate throughout the World

Attenborough also seems to have ignored the fact that globally, birth rates are dropping. Governments throughout the developing world have launched campaigns to control their populations through family planning and contraception. This includes the developing world. The French anthropologist, Richard Tod, has pointed to the fact that, although families in the developing world may be much larger than in the West, there has been a dramatic decline. In some Middle Eastern nations, such as those of the former Soviet central Asian republics like Azerbaijan, for example, the birth rates are comparable to those of Western Europe. In Britain and much of the developed world, including Germany, Italy, Russia and Japan, the birth rate is actually below replacement levels. The population in Britain has grown only because of immigration. The Japanese are so concerned about their demographic decline that Japanese newspapers have run stories predicting that in a thousand years’ time, the Japanese people will be extinct. One of the reasons why the Land of the Rising Sun is putting so much resources into developing robots is to create a suitable workforce. The Japanese are unwilling to permit mass immigration to provide the country with labour, and so have turned to cybernetics and robots instead. In fact the global decline in the birth rate has alarmed some demographers, anthropologists and economic planner. In mid-1990s New Scientist carried an interview with a scientist, who believed that population growth had peaked or was peaking. He believed that by the middle of this century there would be a population crash. The result would be increased strain on the welfare state due to the cost of caring for an aging population. The economy would also contract, and countries would have to compete with each other to attract migrants to join their nations’ workforce. He also believed that the high mortality rates in some African nations coupled with a low birth rate would cause their populations to shrink. He believed that the first nation that could be so affected would be Ethiopia. We are here looking very much at the kind of dystopian future predicted by the film Children of Men. This portrayed a Fascistic future Britain, in which no children had been born for 18 years.

Racist Fears over Campaigns to Limit Population

Attenborough’s comments here also threaten to increase racial tension and spur on the rise of the racist Right. IN Britain and America the Fascist and Nationalist Right see demands by the ruling elite that we should limit the size of our families as part of a policy of racial extermination directed at the indigenous White population. They believe that there is a deliberate policy by the liberal elite of wiping out Whites, and replacing them with Black and Asian immigrants. Attenborough’s comments will be seen by them as another example of this policy. Black Nationalists may also see it as a racially motivated attempt to exterminate them. Private Eye a few years ago reported the outrageous comments by a Black leader in South Africa, telling people not to use contraception to stop AIDS as this was really another racist attempts by Whites to limit the Black population. Such statements have some verisimilitude due to the fact that BOSS, the South African secret service, had at one time been active trying to develop diseases that would specifically target Blacks. Attenborough might fear that his comments may be ‘misconstrued’ as an attack on the poor of Africa and Asia, but given the highly mixed legacy of European colonial administrations, one cannot reasonable blame them for doing so. About ten or so years ago a history book came out. It was entitled ‘Third World Holocausts’, or something like that. I can’t remember the exact title. I do, however, remember what it was about. The book described the way European colonialists had committed terrible atrocities in their African and Asian possessions from the political and economic ideologies of the time. In the 19th century, for example, there was a terrible famine in one of the Indian states. I believe it was Bengal, during which millions starved to death. The Raj refused to import and distribute food to its victims from the belief that this would undermine the principle of free trade they were trying to adopt across the Empire.

Attenborough’s Comments and the Irish Potato Famine

Much closer to home, Attenborough’s comments recall the attitude of British politicians and civil servants during the Irish Potato Famine. The head of the British civil service, Trevelyan, stated that the victims of the famine should be left to starve. It was, he stated, their fault due to their improvident and irresponsible lifestyle. The result was the legacy of bitterness and hatred which further fuelled Nationalist demands for home rule under Charles Stuart Parnell and violent revolution from the Fenian Brotherhood and later Irish Republican groups. Attitudes like Attenborough’s have partly contributed, however, remotely, to the rise and persistence of terror groups like the IRA.

Fascism and the Green Movement

Attenborough’s views are also similar to some other, viciously misanthropic, extreme Right-wing views found in certain sections of the Green movement. In the 1990s one of the anarchist groups became alarmed at the Fascist tendencies then entering the Green movement. Murray Bookchin, a leading anarchist intellectual, who advocates Green, post-scarcity Anarchism, walked out of a Green conference in Germany when one of the speakers, a former East German dissident, declared that they needed a ‘Green Adolf’. Private Eye, in ‘Ape Sh*t’, its May 1988 review of Brian Masters biography of John Aspinall, The Passion of John Aspinall, remarked on the thuggishness of Aspinall’s political opinions. Aspinall has stated that humans are ‘vermin’, and stated that he favours a policy of ‘beneficial genocide’. He believes Britain’s population should be reduced from 54 to 18 million. He also has explicitly Fascist political sympathies. He supports ‘a right-wing counter-revolution, Franco-esque in spirit and determination’. Now I don’t think Attenborough is a Nazi. He has not advocated a Fascist dictatorship nor has any racist views. Indeed, quite the opposite. His programme, Man Alive, in the 1970s brought anthropology to British television and he was always polite and courteous to the primal peoples he spoke to and whose lives he explored. It’s a pity that this respect has not been extended to their children or grandchildren forty years later. Attenborough himself has been responsible for some of the very best of British television. He has delighted and educated the British public with his programmes on animals and wildlife for about sixty years. The BBC’s Natural History Unit in Bristol has brought from fame and honour to the city for its achievements in wildlife broadcasting. When he was controller of BBC 2, he was responsible for bringing some of the most innovative ideas to British television. Who now remembers Brass Tacks, a programme which allowed members of the public to talk about their political views? Unfortunately, Attenborough’s views in this instance less resemble those of an enlightened, genuinely liberal educator, but that of a loudmouthed bigot.

Attenborough’s Comments and the Macc Lads

Attenborough’s view in this instance resemble those of the Macc Lads. This was a northern punk band, which specialised in deliberately offensive lyrics. These could reasonably be described as misogynist, homophobic, and racist. I don’t know if the band themselves actually were. One of their songs describes them listening to the Band Aid global fundraising concert to help the famine victims of Ethiopia and Africa. The song ends with the lines

‘But I didn’t send money
t’ starving n*ggers
Because I’m a fookin’ Nazi’

I’ve been told that the Macc Lad’s songs were not meant seriously. Sadly, Attenborough here appears to have joined them, and this time meant it.

I would hope that Attenborough reconsiders his position in this matter, and issue the apology for his comments that they demand.

Overpopulation in SF Cinema

Apart from this, problems of a vastly overpopulated world has been portrayed in two films, Soylent Green, starring Charlton Heston, and ZPG (Zero Population Growth), starring Oliver Reed. The future in ZPG is one in which, due to population pressure, even domestic animals, such as dogs and cats, have become extinct. The plot involves the attempts by the hero and his wife to preserve their child after the government outlaws having children.

Private Eye Questions on the Competence and Integrity of Information Minister over FOI Inquiry About BCCI

As I’ve covered before, a number of bloggers, including my brother, over at Vox Political, have had their Freedom of Information Act request for details of the numbers of deaths from Atos assessments turned down. The spurious reasons for their refusal was that such requests constituted ‘harassment’. Private Eye have also raised questions about the suitability of Christopher Graham, the Information Commissioner, for his refusal to disclose 20-year old details about the BCCI scandal at the behest of the Treasury.

The Bank of Credit and Commerce International, or as it was known after the scandal, the Banks of Crooks and Cocaine International, collapsed in the 1980s, leaving a very nasty mess. The Treasury compiled a report on the scandal, Sandstorm, which was the subject of a FOI request. The Treasury turned the request down, and the case went to the Graham as the Information Commissioner, who supported the Treasury. Private Eye published an article on this story in their 30th September-13 October issue. Entitled ‘Freedom of Information: FOI-led Again’. The story ran

‘A recent decision by the Information Tribunal, which forced the Treasure to hand over previously concealed details of a 20-year-old report into the BCCI banking scandal, code-named Sandstorm, raises serious questions over whether the current Information Commissioner, Christopher Graham, is the man for the job.

Two years ago he had to rule on the Treasury’s non-disclosure of material including the names of people running the fraudulent bank and organisations propping it up. Its stance was based largely on the unlikely grounds that divulging the names would harm international relations or that the names constituted personal data (which can still be disclosed in the public interest).

Among the names concealed as “personal data” were BCCI founder Agha Asan Abedi, the Abu Dhabi Investment Authority, Royal Bank of Scotland and an entire country in the government of Cameroon. Amazingly Graham agreed completely with the Sir Humphreys (who also happen to hold his purse strings). But when lefty accountant Professor Prem Sikka from Essex university challenged his decision and took it to the Information Tribunal, it was dismissed out of hand.

“We were surprised to see that the Treasury sought to extend the protection of the data protection principles”, said the tribunal judges, “to information about some individuals who exercised ultimate control over the whole of BCCI’s operations and were the architects of a group-wide programme of fraud and concealment.”

When it cam to countries and companies, the Treasury had made the most basic error of treating their names as “personal”. The judges must have been even more surprised to find that an Information Commissioner who is supposed to understand the subject endorsed this. On the concealment of Abedi’s name, they concluded with some understatement: ” the legitimate interest of the public … justifies disclosure of the identity of the man in overall charge…”

It thus would appear the Information Commissioner and his office have bee all too eager to protect the rich, unscrupulous and corrupt against reasonable requests for information. This, and the latest refusals to answer questions about the death toll from Atos’ cessation of benefit payments, suggests that Graham is definitely not suitable for the job and cannot be trusted to protect the public interest against abuse.
