Shaw’s Classic Defence of Socialism for Women Part Three

Socialism and Marriage, Children, Liberty and Religion

Shaw also discusses what socialism would mean for marriage, liberty, children and the churches, and these are the most problematic sections of the book. He looks forward to marriage being a purely voluntary commitment, where people people can marry for love instead of financial advancement. This will produce biologically better children, because people will be able to choose the best partners, rather than be limited to only those from their class. At the same time incompatible partners will be able to divorce each other free of stigma.

He defines liberty in terms of personal freedom. Under socialism, people will be freer because the amount of time they will have for their personal amusement and recreation will be greater. Legislation might go down, because the laws currently needed to protect people will become unnecessary as socialism is established and society advances. Shaw also believes that greater free time would be enough to attract the top brains to management positions in the absence of the usual inducement of greater pay. Shaw realised that not everyone could run industries, and that it was necessary to hire the very best people, who would be a small minority. Giving them greater leisure time was the best way to do this, and he later criticises the Soviet government for not equalising incomes.

But this is sheer utopianism. The Bolsheviks had tried to equalise incomes, and it didn’t work, which is why they went back to higher rates of pay for managers and so on. And as we’ve seen, socialism doesn’t necessarily lead to greater free time and certainly not less legislation. The better argument is that socialism leads to greater liberty because under socialism people have better opportunities available to them for careers, sport, entertainment and personal improvement than they would if they were mere capitalist wage slaves.

Religious people will also object to his views on religion and the churches. While earlier in the book Shaw addressed the reader as a fellow Christian, his attitude in this section is one of a religious sceptic. The reader will have already been warned of this through the foreword by Toynbee. The Groaniad columnist is a high-ranking member of the both the Secular and Humanist Societies, and her columns and articles in just about every magazine or newspaper she wrote for contained sneers at religion. Shaw considers the various Christian denominations irreconcilable in their theologies, and pour scorn on orthodox Christian doctrines such as the Atonement, that Christ died for our sins. Religion should not be taught in school, because of the incompatibility of the account of the Creation in Genesis with modern science. Children should not be taught about religion at all under they are of the age of consent. If their parents do teach them, the children are to be removed from their care. This is the attitude of very aggressive secularists and atheists. Richard Dawkins had the same attitude, but eventually reversed it. It’s far too authoritarian for most people. Mike and I went to a church school, and received a very good education from teachers that did believe in evolution. Religion deals with ultimate questions of existence and morality that go far beyond science. I therefore strongly believe that parents have the right to bring their children up in their religion, as long as they are aware of the existence of other views and that those who hold them are not wicked simply for doing so. He also believed that instead of children having information pumped into them, the business should be to educate children to the basic level they need to be able to live and work in modern society, and then allow the child to choose for itself what it wants to study.

Communism and Fascism

This last section of the book includes Shaw’s observations on Russian Communism and Fascism. Shaw had visited the USSR in the early ’30s, and like the other Fabians had been duped by Stalin. He praised it as the new socialist society that was eradicating poverty and class differences. He also thought that its early history vindicated the Fabian approach of cautious nationalisation. Lenin had first nationalised everything, and then had to go back on it and restore capitalism and the capitalist managers under the New Economic Policy. But Russia was to be admired because it had done this reversal quite openly, while such changes were kept very quiet in capitalism. If there were problems in the country’s industrialisation, it was due to mass sabotage by the kulaks – the wealthy peasants – and the industrialists. He also recognised that the previous capitalist elite were disenfranchised, forced into manual labour, and their children denied education until the working class children had been served. At the same time, the Soviet leaders had been members of the upper classes themselves, and in order to present themselves as working class leaders had claimed working class parentage. These issues were, however, gradually working themselves out. The Soviet leaders no longer had need of such personal propaganda, and the former capitalists could reconcile themselves to the regime as members of the intellectual proletariat. And some of the industrialisation was being performed by criminals, but this was less arduous than the labour in our prisons.

Shaw is right about the NEP showing that nationalisation needs to be preceded by careful preparation. But he was obviously kept ignorant of the famine that was raging in the USSR through forced collectivisation and the mass murder of the kulaks. And rather than a few criminals in the gulags, the real figures were millions of forced labourers. They were innocent of any crime except Stalin’s paranoia and the need of his managers for cheap slave labour. It’s believed that about 30 millions died in Stalin’s purges, while 7 million died in the famine in the Ukraine.

Shaw’s treatment of Fascism seems to be based mostly on the career of Mussolini. He considers Fascism just a revival of the craze for absolute monarchy and military leadership, of the kind that had produced Henry VIII in England, Napoleon, and now Mussolini, Adolf Hitler, the Shah of Iran and Ataturk in Turkey. These new absolute rulers had started out as working class radicals, before find out that the changes they wanted would not come from the working class. They had therefore appealed to the respectable middle class, swept away democracy and the old municipal councils, which were really talking shops for elderly tradesmen which accomplished little. They had then embarked on a campaign against liberalism and the left, smashing those organisations and imprisoning their members. Some form of parliament had been retained in order to reassure the people. At the same time, wars were started to divert the population and stop them criticising the new generalissimo. Industry was approaching socialism by combining into trusts. However, the government would not introduce socialism or truly effective government because of middle class opposition. Fascist regimes wouldn’t last, because their leaders were, like the rest of us, only mortal. In fact Mussolini was overthrown by the other Fascists, who then surrendered to the Allies, partly because of his failing health. That, and his utter military incompetence which meant that Italy was very definitely losing the War and the Allies were steadily advancing up the peninsula. While this potted biography of the typical Fascist is true of Mussolini, it doesn’t really fit some of the others. The Shah, for example, was an Indian prince.

Anarchism and Syndicalism

Shaw is much less informed about anarchism. He really only discusses it in terms of ‘Communist Anarchism’, which he dismisses as a silly contradiction in terms. Communism meant more legislation, while anarchism clearly meant less. He should have the articles and books on Anarcho-communism by Peter Kropotkin. Kropotkin believed that goods and services should be taken over by the whole community. However, rather than a complete absence of government and legislation, society would be managed instead by individual communities and federations.

He also dismisses syndicalism, in which industry would be taken over and run by the trade unions. He considers this just another form of capitalism, with the place of the managers being taken by the workers. These would still fleece the consumer, while at the same time leave the problem of the great inequality in the distribution of wealth untouched, as some industries would obviously be poorer than others. But the Guild Socialists did believe that there should be a kind of central authority to represent the interests of the consumer. And one of the reasons why nationalisation, in the view of some socialists, failed to gain the popular support needed to defend it against the privatisations of the Tories is because the workers in the nationalised industries after the War were disappointed in their hopes for a great role in their management. The Labour party merely wanted nationalisation to be a simple exchange of public for private management, with no profound changes to the management structure. In some cases the same personnel were left in place. Unions were to be given a role in management through the various planning bodies. But this was far less than many workers and trade unionists hoped. If nationalisation is to have any meaning, it must allow for a proper, expanded role of the workers themselves in the business of managing their companies and industries.

The book ends with a peroration and a discussion of the works that have influenced and interest Shaw. In the peroration Shaw exhorts the readers not to be upset by the mass poverty and misery of the time, but to deplore the waste of opportunities for health, prosperity and happiness of the time, and to look forward and work for a better, socialist future.

His ‘Instead of a Bibliography’ is a kind of potted history of books critical of capitalism and advocating socialism from David Ricardo’s formulation of capitalism in the 19th century. These also include literary figures like Ruskin, Carlyle and Dickens. He states that he has replaced Marx’s theory of surplus value with Jevons treatment of rent, in order to show how capitalism deprives workers of their rightful share of the profits.

 

 

The Stepford Daughters of Brexit and Slavery and the Emergence of Capitalism

Yesterday for our amusement the awesome Kerry Anne Mendoza posted a video on twitter made by two very definitely overprivileged girls talking about the evils of socialism. The two young ladies were Alice and Beatrice Grant, the privately educated granddaughters of the late industrialist and former governor of the Bank of England, Sir Alistair Grant. With their cut-glass accents and glazed, robotic delivery of their lines, they seemed to fit the stereotype of the idiotic Sloane perfectly, right down to the ‘Okay, yah’, pronunciation. Mendoza commented ‘I don’t think this was meant to be a parody, but it’s the perfect roast of the “yah-yah” anti-left.’

Absolutely. In fact, what the girls were describing as socialism was really Communism, completely ignoring democratic socialism, or social democracy – the form of socialism that demands a mixed economy, with a strong welfare state and trade unions, progressive taxation and social mobility. It also ignored anti-authoritarian forms of socialism, like syndicalism, guild socialism or anarcho-Communism. They were also unaware that Marx himself had said that, regarding the interpretations of his views promoted by some of his followers, he wouldn’t be a Marxist.

But it would obviously be too much to expect such extremely rich, public school girls to know any of this. They clearly believed, and had been brought up to believe, the Andrew Roberts line about capitalism being the most wonderful thing every invented, a mechanism that has lifted millions around the world out of poverty. Etc. Except, as Trev, one of the great commenters on Mike’s and this blog, said

If “Capitalism works” why are there a million people using foodbanks in Britain today? Not working that well is it? Why did the Government bail out the Banks using our money? Why did the Banking system collapse in the first place, was it because of Socialism? I don’t find these idiotic spoilt brats in the least bit funny, I feel bloody angry. When was the last time they ate food they found in the street? Bring back the Guillotine!

The two girls were passionate supporters of the Fuhrage and his wretched party, and were really looking forward to a no-deal Brexit. It shows how out of touch these girls are, as Brexit is already wrecking the British economy, and a no-deal Brexit and subsequent deal with a predatory America would just wipe it out completely. Along with everything that has made post-war Britain great – the NHS and welfare state. But these girls obviously have no connection with working people or, I guess, the many businesses that actually depend on manufacturing and exports. I think the girls’ family is part of financial sector, who stand to make big profits from Brexit, or at least are insulated from its effects because they can move their capital around the globe.

The girls’ views on the EU was similarly moronic. They really do seem to believe that the EU is somehow an oppressive, communistic superstate like the USSR. It wasn’t. And the reason anti-EU socialists, like the late, great Tony Benn distrusted it was partly because in their view it stood for capital and free trade against the interests of the nation state and its working people.

And they also have weird views on slavery and the EU’s attitude to the world’s indigenous peoples. To the comment by David Lammy, the Black Labour politico, who dared to correct Anne Widdecombe for comparing Brexit to the great slave revolts, they tweeted

Lammy being pathetic as usual. The chains of slavery can be intangible, as amply shown in China, the Soviet Union and the EU; to deny that just shows your ignorance and petty hatred for the truth”.

To which Zelo Street commented that there two things there. First of all, it’s best not to tell a Black man he doesn’t understand slavery. And second, the EU isn’t the USSR.

They were also against the Mercosur deal the EU wishes to sign with the South American nations, because these would lead to environmental destruction and the dispossession and exploitation of the indigenous peoples.

As usual the GREED and selfishness of the EU imposes itself using their trade ‘deals’ in the name of cooperation and fake prosperity. The indigenous tribes of the Amazon need our protection not deforestation”.

To which Zelo Street responded with incredulity about how they could claim environmental concern for a party headed by Nigel Farage.

And they went on. And on, going on about how the EU was a threat to civil liberties. And there was more than a touch of racism in their statement that Sadiq Khan should be more concerned to make all Londoners feel safe, not just EU migrants. They also ranted about how Labour had sold out the working class over Brexit in favour of the ‘immoral, money hungry London elite’. Which shows that these ladies have absolutely no sense of irony or any self-awareness whatsoever.

In fact, Zelo Street found them so moronic and robotic, that it dubbed them the Brexit party’s Stepford Daughters, referring to the 70s SF film, the Stepford Wives. Based on the novel by Ira Levin, the films about a community where the men have killed their wives and replaced them with robots.

There’s a lot to take apart with their tweets. And perhaps we shouldn’t be two hard on the girls. They’re only 15 and 17. A lot of young people at that age have stupid views, which they grow out of. But there is one issue that really needs to be challenged.

It’s their assumptions about slavery and the genocide of indigenous peoples. Because this is one massive problem to any assumption that capitalism is automatically good and beneficial.

There’s a very large amount of scholarship, much of it by Black activists and researchers, about slavery and the emergence of European capitalism and the conquest of the Americas. They have argued that European capitalism was greatly assisted by the profits from New World slavery. Caribbean historians like Dr Richard Hart, in his Blacks in Bondage, have shown that transatlantic slavery was a capitalist industry. For the enslaved indigenous peoples and the African men and women, who replaced them when they died out, capitalism certainly did not raise them out of poverty. Rather it has done the opposite – it enslaved them, and kept them in chains until they were able to overthrow it successfully with assistance of European and American abolitionists in the 19th century.

And among some left-wing West Indians, there’s still bitterness towards America for its constant interference in the Caribbean and Central and South America. America did overthrow liberal and progressive regimes across the world, and especially in the New World, when these dared to challenge the domination of American corporations. The overthrow of Jacobo Arbenz’s democratic socialist regime in Guatemala is a case in point. Arbenz was overthrown because he dared to nationalise the banana plantations. Which upset the American United Fruit Company, who got their government to overthrow him in coup. He was replaced by a brutal Fascistic dictatorship that kept the plantation workers as virtual slaves. And the Americans also interfered in Jamaican politics. They were absolutely opposed to the Jamaican Labour party politician, Michael Manley, becoming his nation’s Prime Minister, and so did everything they could to stop him. Including cutting trade.

And then there’s the enslavement and genocide of the indigenous peoples.

Before Columbus landed in the New World, South America had a population of about seven million. There were one million people in the Caribbean. I think there were similar numbers in North America. But the indigenous peoples were enslaved and worked to death. They were also decimated through diseases carried by Europeans, to which they had no immunity. The Taino people were driven to extinction. The Caribs, from whom the region takes its name, were able to survive on a reservation granted to them in the 18th century by the British after centuries of determined resistance. The conquest of the New World was a real horror story.

And Britain also profited from the enslavement of indigenous peoples. I doubt the girls have heard of it, but one of the scandals that rocked British imperialism in the late 19th and early 20th centuries was that of the Putomayo Indians of South America. They had been enslaved by British rubber corporations. It was this abuse of a subject people that turned the Irish patriot, Roger Casement, from a British civil servant to an ardent Nationalist.

On the other side of the world, in the Pacific, British imperialism also managed to dispossess an entire Polynesian people and trash their island. This was in the 1920s. The island was rich in mineral deposits, and so moved the indigenous people out, ultimately relocating them to Fiji. Their island was then strip-mined, leaving it a barren, uninhabitable rock. In the 1980s the survivors were trying to sue the government over their maltreatment, but with no success.

This is what unfettered British imperialism and capitalism did. And what I’ve no doubt Farage and other far right British politicians would like to do again without the restraints of international law. It’s why I believe that, whatever the demerits of the Mercosur agreement are, it’s probably better than what individual nations would do without the restraint of the EU.

The girls are right to be concerned about the fate of indigenous peoples. But they are profoundly wrong in their absolute, uninformed belief that unregulated capitalism will benefit them.

It doesn’t. It enslaves, dehumanises and dispossesses. Which is why we need international organisations like the EU, and why the Brexit party isn’t just a danger to Britain, but to the world’s weaker, developing nations and their indigenous peoples.

James Cleverly Tries to Claim William Wilberforce was Tory

The Tory chairman, James Cleverly, whose name is surely a contradiction in his case, has tried rewriting history. According to him, William Wilberforce, the great 18th – 19th century campaigner against the slave trade, was a Tory MP from Yorkshire.

Er, no. He wasn’t. As Mike has posted on his blog, Wilberforce was an independent. Mike quotes two Tweeters, who know far more history than Cleverly, who point out that the Tories largely hated him, and that the Conservative Party only came into being in 1834, a year after the Act banning the Slave Trade throughout the British Empire and Wilberforce himself had died in 1833. And Philip Lowe, one of the Tweeters, also points out that the Tories tried to break him as a politician and a man, just like they’re trying to do with Corbyn.

This looks like another example of the Tories trying to appropriate anything progressive from an earlier era. They tried it a couple of years ago with the National Health Service, despite the fact that it was very definitely launched by Clement Attlee’s Labour government with Nye Bevan as the minister responsible for it. Then there was the ‘Red Tory’ movement launched by David Cameron and his mentor, Philip Blonde, which used the example of the great 19th century Conservative social reformers and radical socialists like the anarcho-communist thinker Peter Kropotkin, to try to position the Tories as more left-wing than Blair’s Labour. In opposition, Cameron had the Conservatives campaigning against hospital closures. Once in power, however, anything left-wing was very quickly dropped. Cameron went on and accelerated hospital closures and the privatisation of the NHS.

He also tried to present the Conservatives as being eco-friendly. ‘This will be the greenest government ever!’, he announced. And put a windmill on his roof as a symbol of his commitment to green policies and renewable energy. But once he got his foot in the door of No. 10, that all went for a Burton too. He and his government decided that they loved fracking and petrochemical industry, cut funding for renewable energy. And took that windmill off his roof.

And somehow I don’t think Cleverly’s attempt to claim Wilberforce for them is unrelated to the current furore about Tory racism. Cameron attempted to present the Tories as nicely anti-racist, severing links with the Monday Club and throwing out anyone who had links to the NF and BNP. Now that Brexit’s the dominant issue, racism and Fascism has come back with a vengeance. There have been revelations about the vitriolic racism and islamophobia in the Tory party, and particularly in online Twitter and Facebook groups for friends of Boris Johnson and Jacob Rees-Mogg. And people very definitely remember BoJob’s comments about Black Africans and ‘grinning picaninnies with water melon smiles’. So Cleverly is trying to sanitise their image by appropriating Wilberforce.

Don’t believe the lies. The Tories are racist and viciously islamophobic. Get them out!

The Success of Workers’ Industrial Management in the Spanish Civil War

I found this passage about how the anarchist workers in Catalonia were able to manage their firms and industries successfully during the Spanish Civil War in David Miller’s Anarchism (London: J.M. Dent & Sons Ltd, 1984).

The problems of collectivization in the cities were in many respects greater than those encountered in the countryside. Collectivization followed one of two paths, depending on whether the previous owner of the factory or workshop in question stayed put or fled. If he stayed, the C.N.T. encouraged him to continue with his management functions, while installing a ‘control committee’ of its own members to supervise the general running of the enterprise. If he left, the union quickly developed its own management structure, promoting technicians and skilled workers in positions of responsibility. These measures appear to have struck a sensible balance between industrial democracy and the requirements of efficient production, and eye-witness accounts (such as Borkenau’s) testify to their success. After visiting the workshops of the Barcelona b8us company, he wrote that, ‘It is an extraordinary achievement for a group of workers to take over a factory, under however favourable conditions, and within a few days to make it run with complete regularity. It bears brilliant witness to the general standard of efficiency of the Catalan worker and to the organizing capacities of the Barcelona trade unions. For one must not forget that this firm has lost its whole managing staff. In addition, whole branches of industry were reorganized. Contrary to what one might have expected, this took the form of combining small workshops and businesses into larger establishments. For instance in Barcelona the number of plants in the tanning industry was reduced from seventy-one to forty, and in glass-making from one hundred to thirty; over nine hundred barber’s shops and beauty parlours were consolidated into some two hundred large shops.

Barcelona was the main scene of urban collectivization, though a number of other cities (such as Alcoy) also witnessed developments of a similar kind. In the Catalonian capital it embraced all forms of transport, the major utilities, the telephone service, the textile and metal industries, much of the food industry, and many thousands of smaller enterprises. Orwell has left us a memorable picture of life in a city ;where the working class was in the saddle’. As a demonstration of the creative capacities of that class, it is surely impressive. (pp. 164-5).

However, Miller goes on to say that it was less successful as a vindication of anarcho-communist theory, because of the problems of coordinating the various stages of the process of production and the collapse of the banking industry, with the result many firms were unable to obtain the raw materials they needed and had to work part time. The other problem was the difference in wealth between the workers taking over the factories and workshops. Some were comparatively well off, while others were in serious debt, and this disparity continued after collectivization.

The Russian experiment in workers’ control after the October Revolution collapsed because the workers’ didn’t have the skills and education to manage industry. It was also crushed by the rapidly increasing grip and monolithic control of the Bolshevik party and bureaucracy, so that the Left Communists, who still advocated it, were crushed for supporting ‘anarcho-syndicalist deviation’. However, the Yugoslavian communist made workers’ control part of their ‘self-management’ system. In Argentina after the last recession earlier in this century, many of the failing firms were handed over to the workers to run by their management, and they were largely successful in turning the fortunes of these companies around as Naomi Wolf observed in one of her videos. They’ve since been handed back to their former management after the economy recovered. However, the Mondragon cooperatives founded in the Basque region of Spain are a continuing success.

As the defenders of capital and the rights of owners and management, the Tories will do everything to discredit organized labour. One of their favourite weapons against the trade unions has been making sure that the public remembers the 1970s as a period of strikes and industrial disruption, and constantly playing up the ‘Winter of Discontent’ in 1979. The results of this has been that worker’s rights have been continually eroded as the power of the unions has been curtailed. Millions of people are now trapped in insecure jobs in the gig economy, with no set hours of work or rights to sick pay, holidays, maternity leave and so on. This should be ended now.

I’m not advocating anything as radical as the overthrow of capitalism and the establishment of an anarchist utopia. But the example of the Catalan experiment in workers’ control shows that worker managers can conduct industry responsibly, efficiently and with proper care for their workers. There should thus be absolutely no objection to putting employees on the boards of the companies they work for.

Reichwing Watch: How the Billionaires Brainwashed America

This is another excellent video from Reichwing Watch. Entitled Peasants for Plutocracy: How the Billionaires Brainwashed America, it’s about how wealthy industrialists, like the multi-billionaire Koch brothers, created modern Libertarianism and a stream of fake grassroots ‘astroturf’ organisations, in order to attack and roll back Roosevelt’s New Deal and the limited welfare state it introduced. And one of the many fake populist organisations the Koch brothers have set up is the Tea Party movement, despite the Kochs publicly distancing themselves from it.

The documentary begins with footage from an old black and white American Cold War propaganda movie, showing earnest young people from the middle decades of the last century discussing the nature of capitalism. It then moves on to Noam Chomsky’s own, very different perspective on an economy founded on private enterprise. Chomsky states that there has never been a purely capitalist economy. Were one to be established, it would very soon collapse, and so what we have now is state capitalism, with the state playing a very large role in keeping capitalism viable. He states that the alternative to this system is the one believed in by 19th century workers, in that the people, who worked in the mills should own the mills. He also states that they also believed that wage labour was little different from slavery, except in that it was temporary. This belief was so widespread that it was even accepted by the Republican party. The alternative to capitalism is genuinely democratic self-management. This conflicts with the existing power structure, which therefore does everything it can to make it seem unthinkable.

Libertarianism was founded in America in 1946/7 by an executive from the Chamber of Commerce in the form of the Foundation for Economic Education. This was basically a gigantic business lobby, financed by the heads of Fortune 500 companies, who also sat on its board. It’s goal was to destroy Roosevelt’s New Deal. Vice-President Wallace in an op-ed column in the New York Times stated that while its members posed as super-patriots, they wanted to roll back freedom and capture both state and economic power. The video also quotes Milton Friedman, the great advocate of Monetarism and free market economics, on capitalism as the system which offers the worst service at the highest possible profit. To be a good businessman, you have to be as mean and rotten as you can. And this view of capitalism goes back to Adam Smith. There is a clip of Mark Ames, the author of Going Postal, answering a question on why the media is so incurious about the true origins of Libertarianism. He states that they aren’t curious for the same reason the American media didn’t inquire into the true nature of the non-existent WMDs. It shows just how much propaganda and corruption there is in the American media.

The documentary then moves on to the Tea Party, the radical anti-tax movement, whose members deliberately hark back to the Boston Tea Party to the point of dressing up in 18th century costume. This section begins with clips of Fox News praising the Tea Party. This is then followed by Noam Chomsky on how people dread filling out their annual tax returns because they’ve been taught to see taxation as the state stealing their money. This is true in dictatorships. But in true democracy, it should be viewed differently, as the people at last being able to put into practice the plan in which everyone was involved in formulating. However, this frightens big business more than social security as it involves a functioning democracy. As a result, there is a concerted, and very successful campaign, to get people to fear big government.

The idea of the Tea Party was first aired by the CNBC reporter Rick Santilli in an on-air rant. Most of the Party’s members are normal, middle class Americans with little personal involvement in political campaigning. It is also officially a bi-partisan movement against government waste. But the real nature of the Tea Party was shown in the 2010 Tea Party Declaration of Independence, which stated that the Party’s aims were small government and a free market economy. In fact, the movement was effectively founded by the Koch brothers, Charles and David Koch. Back in the 1980s, David Koch was the Libertarian Party’s vice-president. The Libertarian Party’s 1980 platform stated that they intended to abolish just about every regulatory body and the welfare system. They intended to abolish the Department of Energy, Environmental Protection Agency, Food and Drug Authority, Occupational Health and Safety Administration, Federal Communications Commission, Federal Trade Commission, National Labor Relations Board, the FBI, CIA, Federal Reserve, Social Security, Welfare, the public (state) schools, and taxation. They abandoned this tactic, however, after pouring $2 million of their money into it, only to get one per cent of the vote. So in 1984 they founded the first of their wretched astroturf organisation, Citizens for a Sound Economy. The name was meant to make it appear to be a grassroots movement. However, their 1998 financial statement shows that it was funded entirely by wealthy businessmen like the Kochs. In 2004 the CSE split into two – Freedom Works, and Americans for Prosperity. The AFP holds an annual convention in Arlington, Virginia, attended by some of its 800,000 members. It was the AFP and the Kochs who were the real organising force behind the Tea Party. Within hours of Santilli’s rant, he had been given a list of 1/2 million names by the Kochs. Although the Koch’s have publicly distanced themselves from the Tea Party, the clip for this section of the documentary shows numerous delegates at the convention standing up to declare how they had organised Tea Parties in their states. But it isn’t only the AFP that does this. Freedom Works, which has nothing to do with the Kochs, also funds and organises the Tea Parties.

Mark Crispin Miller, an expert on propaganda, analysing these astroturf organisations makes the point that for propaganda to be effective, it must not seem like propaganda. It must seem to come either from a respected, neutral source, or from the people themselves. Hence the creation of these fake astroturf organisations.

After its foundation in the late 1940s, modern Libertarianism was forged in the late 1960s and ’70s by Charles Koch and Murray Rothbard. Libertarianism had previously been the ideology of the John Birch Society, a group harking back to the 19th century. Koch and Rothbard married this economic extreme liberalism, with the political liberalism of the hippy counterculture. They realised that the hippies hated the state, objecting to the police, drug laws, CIA and the Vietnam war. Ayn Rand, who is now credited as one of the great founders of Libertarianism for her extreme capitalist beliefs, despised them. The film has a photo of her, next to a long quote in which she describes Libertarianism as a mixture of capitalism and anarchism ‘worse than anything the New Left has proposed. It’s a mockery of philosophy and ideology. They sling slogans and try to ride on two different bandwagons… I could deal with a Marxist with a greater chance of reaching some kind of understanding, and with much greater respect.’

The documentary also goes on to show the very selective attitude towards drugs and democracy held by the two best-known American Libertarian politicos, Ron and Rand Paul. Despite the Libertarians’ supposedly pro-marijuana stance, the Pauls aren’t actually in favour of legalising it or any other drugs. They’re just in favour of devolving the authority to ban it to the individual states. If the federal government sends you to prison for weed, that, to them, is despotism. If its the individual state, it’s liberty.

And there’s a very telling place piece of footage where Ron Paul talks calmly about what a threat democracy is. He states clearly that democracy is dangerous, because it means mob rule, and privileges the majority over the minority. At this point the video breaks the conversation to show a caption pointing out that the Constitution was framed by a small group of wealthy plutocrats, not ‘we the people’. This is then followed by an American government film showing a sliding scale for societies showing their positions between the poles of democracy to despotism, which is equated with minority rule. The video shows another political scientist explaining that government and elites have always feared democracy, because when the people make their voices heard, they make the wrong decisions. Hence they are keen to create what Walter Lipmann in the 1920s called ‘manufacturing consent’. Real decisions are made by the elites. The people themselves are only allowed to participate as consumers. They are granted methods, which allow them to ratify the decisions of their masters, but denied the ability to inform themselves, organise and act for themselves.

While Libertarianism is far more popular in America than it is over here, this is another video that’s very relevant to British politics. There are Libertarians over here, who’ve adopted the extreme free-market views of von Hayek and his fellows. One of the Torygraph columnists was particularly vocal in his support for their doctrines. Modern Tory ideology has also taken over much from them. Margaret Thatcher was chiefly backed by the Libertarians in the Tory party, such as the National Association For Freedom, which understandably changed its name to the Freedom Foundation. The illegal rave culture of the late 1980s and 1990s, for example, operated out of part of Tory Central Office, just as Maggie Thatcher and John Major were trying to ban it and criminalise ‘music with a repetitive beat’. Virginian Bottomley appeared in the Mail on Sunday back in the early 1990s raving about how wonderful it would be to replace the police force with private security firms, hired by neighbourhoods themselves. That’s another Libertarian policy. It comes straight from Murray Rothbard. Rothbard also wanted to privatise the courts, arguing that justice would still operate, as communities would voluntarily submit to the fairest court as an impartial and non-coercive way of maintain the peace and keeping down crime. The speaker in this part of the video describes Koch and Rothbard as ‘cretins’. Of course, it’s a colossally stupid idea, which not even the Tory party wanted to back. Mind you, that’s probably because they’re all in favour of authoritarianism and state power when its wielded by the elite.

I’ve no doubt most of the Libertarians in this country also believe that they’re participating in some kind of grassroots, countercultural movement, unaware that this is all about the corporate elite trying to seize more power for themselves, undermine genuine democracy, and keep the masses poor, denied welfare support, state education, and, in Britain, destroying the NHS, the system of state healthcare that has kept this country healthy for nearly 70 years.

Libertarians do see themselves as anarchists, though anarcho-individualists, rather than collectivists like the anarcho-syndicalists or Communists. They aren’t. This is purely about expanding corporate power at the expense of the state and the ordinary citizens it protects and who it is supposed to represent and legislate for. And it in practice it is just as brutal as the authoritarianism it claims to oppose. In the 1980s the Freedom Association became notorious on the left because of its support for the death squads in Central America, also supported by that other Libertarian hero, Ronald Reagan.

Libertarianism is a brutal lie. It represents freedom only for the rich. For the rest of us, it means precisely the opposite.

The Appropriation of Anarchist Doctrines in Fascist Italy and Cameron’s Conservatives: Philip Blonde, Kropotkin and ‘Red Toryism’

I’ve blogged previously about the way Cameron’s Conservatives have adopted Rothbard’s Anarcho-Capitalism but without its Libertarian basis as part of their campaign to create an extremely authoritarian, Neo-Liberal state. This parallels the way Mussolini also used the anarcho-syndicalist elements in the Fascist movement and party to create a totalitarian dictatorship, which actively oppressed the workers and violently attacked any kind of socialism. A further example of Cameron’s attempts to appropriate and utilise anarchist ideas is Philip Blonde’s ‘Red Tory’ ideology. Blonde is Cameron’s political mentor. In his book, Red Tory, Blonde is very positive towards the great 19th century Anarchist, Peter Kropotkin. Kropotkin was a Russian scientist, whose study of the flora and fauna in Siberia convinced him that Darwin’s idea of the ‘Survival of the Fittest’ (actually a term coined by Herbert Spencer), was wrong, and that co-operation between organisms was the driving factor in evolution. He was an Anarcho-Communist, who fundamentally believed in essential human goodness. One of the arguments directed against Kropotkin’s anarchism was that he was actually too optimistic about human nature. If humans really were as benign and co-operative as he believed, it was argued, then why would you need a revolution against the capitalist order. Blonde is similarly favourably inclined towards other, libertarian socialist movements in the 19th century. He also draws on the history of paternalistic Tory reformers, such as Lord Shaftesbury and the Factory Acts, to try to present a kind of left-wing Conservatism. This tries to show that the Tories can and will pass legislation that will benefit and protect the working class from exploitation.

This libertarian socialist strand of Conservatism was immediately contradicted by the coalitions own policies on taking power. Instead of showing themselves to have any real sympathy for the poor and working class, the Tories and Lib Dems immediately passed legislation curtailing welfare benefits, legal protection for employees, and the exploitation of the unemployed for the benefit of big business. The speed at which they put all this into practice suggests that for all the socialistic ideals presented in Red Tory, Cameron and Blonde were never serious about them. It was instead a propaganda move intended to win a section of the working class away from Tony Blair and New Labour.

Something of the kind still appears to be going on in parts of the Conservative party. Despite the Conservative’s attempts to limit and discourage union membership, one of the Conservatives, Carswell, appears to have embraced them as a potential force for Conservatism and possibly as the cornerstone of authentic working class culture. Less than half of trade unionists vote Labour, and Carswell has, apparently gone every year to various trade union events. At the same time, he is extremely hostile to state welfare provision. My guess is that he’s trying to co-opt the unions for the Tories in an attempt to further break the Labour party from divorcing them from their original base. Quite what he thinks the place of the trade unions are in a Conservative political system, I can only guess. In the early part of the last century the unions were hostile about the establishment of the welfare state because they handled part of the bureaucracy for the workers’ health insurance schemes. Carswell may well be thinking that he could sell Conservatism to the unions this way, by making them responsible for their members welfare, rather than the state. He may also wish to create a system of trade unions that were compliant with the orders of the factory masters, such as the ‘yellow’ trade unions in 19th century Germany and Austria, or the Conservative trade unions of the 1970s.

I think the unions would be extremely foolish, however, if they were taken in by his ideas. The Labour party was formed by the unions, in conjunction with the socialist societies, in order to promote legislation protecting the working class and the engagement with working class issues in parliament. The Conservatives have been consistently hostile to this with successive administrations from Edward Heath onwards passing legislation intended to break their membership and power. As regard the Conservative trade unions themselves, these were dissolved by Thatcher herself. Their leader was left embittered, and declared that the Tories were on the side of the industrial exploiters. Which is what his counterparts on the Left had been saying all that time.

Historical, Constitutional and Philosophical Observations on the Tories’ Plans to Privatise the Courts

I have to say that I’m still somewhat stunned by the Conservatives’ suggestion that the court service should be privatised. This seems to be absolutely barking mad, and attacking the most fundamental, basic duty of the state, at least as it has existed in the West since the ancient world. In the Middle Ages the basic function of the state was to provide military protection and promote justice. There were private courts on the manors of the feudal aristocracy, along with the system of royal courts that also dispensed justice at local and county levels. These were the hundred and shire courts of Anglo-Saxon England. After the Norman Conquest, Henry I introduced the ‘justices in eyre’, judges that went on regular set circuits around England hearing cases. I believe the assize system was introduced by that other ‘lion of justice’, Henry II. One of the reasons England never developed the more extreme versions of feudal serfdom that existed on the Continent was because Henry I insisted on his right as king to govern and enforce his laws over the peasantry through the royal courts, thus preventing the aristocracy having the absolute control over their tenants and villeins that their counterparts in the rest of Europe had.

It was during the Middle Ages that the system of royal courts, such as the Court of King’s Bench, developed. In the Middle Ages and 16th and 17th centuries, kings were expected to dispense justice as they were God’s anointed through the coronation ceremony. This did have a very authoritarian aspect to it, as in the views of some constitutional theorists in the Tory party, it meant that as the king was the fountainhead of justice, he was above the law. This view was gradually altered and finally rejected with the growth of constitutional checks on the crown and the Glorious Revolution. Social Contract theory also supplied a rationale for royal government: the king was the people’s representative. Kings had been chosen and set up by their subjects at the very beginning of human society, in order to protect them, their livelihoods and property. As their representative, he had the right to rule them, preserving their freedom and protecting them from injustice and attack. Finally, in an age when all government is personal government, kings had a right to rule because the countries they ruled were literally theirs. It was their property, in the same way landowners lower down the social scale owned their estates, and administer justice over the serfs there.

Clearly the decline of feudalism has removed these circumstances as the basis of royal government, just as centuries of secularisation means that extremely few people would argue for the return of an absolute monarchy on the grounds that they had a sacred right to govern through their coronation. They did, however, act as the core of the modern state through their establishment of the central institutions of justice. Since the time of Oliver Cromwell’s Commonwealth, at least, the state has been recognised as a separate institution to the kings that governed it. Hence Charles I was executed for his crimes against England, an idea that was so radical that it was almost unthinkable then. Nevertheless, the execution established the fact that Crown and state were separate, and that the judicial system, as part of the state, had the power to judge the monarch. Justice and the courts thus became the core feature of the modern concept of the state.

This is threatened by the privatisation of the courts. The ancient conception of the state was t6hat it was something that belonged to the public. For the Romans it was the res publicum, the public thing. The term has survived in the modern English word ‘republic’ and similar terms in the other European languages, including the Russian respublik. 16th and 17th century political theorists, like Locke, used the term ‘commonwealth’, from the words ‘common weal’, the common benefit or wellbeing. The state is therefore something that belongs to and affects everyone, even if it is effectively governed by a very select view, as it was before the extension of the franchise in the 19th century. This is threatened by the privatisation of the courts, which places justice in the realm of the private, rather than the public.

There are important constitutional problems with this. Courts have had the right to impanel juries, and try and punish offenders because they received their legitimacy from the state, either through itself or as a crown institution. If privatised, the courts would not have this source of legitimacy. They would be a private company, acting in its own interest. They would have the administration of justice as their function, but like other companies their main role would be to provide profit to their shareholders. Essentially, the justice they dispensed would be private justice, albeit administered on behalf of the res publicum. Now I can imagine that some traditional Conservatives would object to this. Peter Hitchens on his blog for the Mail on Sunday has stated that he objects to private prisons on the grounds that only the state has the right to persecute and punish crime. This is a very good point. If the courts are privatised, it raises the question of the difference between them and, say, a protection racket run by a local gangster. Both can claim to be providing protection for the people under their rule, and both are equally acting in the interest of private individuals. A privatised judicial system might still have the claim to be providing public justice if it has a contractual relationship with the state, or some other constitutional tie that establishes it as the legitimate source of justice. Nevertheless, its constitutional legitimacy as a public institution would still be considerably weakened.

The idea that courts can be privatised is something that the Tories have taken over from American minarchism and Anarcho-Capitalism. One of the founders of modern Libertarianism, E. Nozick, believed that the functions of the state should be reduced to the barest minimum. This was to be enforcement of contracts. Rothbard, the head of the American Libertarian party, argued that the courts should be privatised and opened up for competition. They would have no power beyond the voluntary acquiescence of the parties in dispute in the courts’ decisions. It’s a small detail, but it also shows the difference between American Anarcho-Capitalism and the libertarianism now promoted by the Tories. Anarcho-Capitalism is peculiar, in that although it promotes capitalism to its fullest extent, it shares many of the same concerns and features as left-libertarianism, such as Anarcho-Communism. Both forms of Anarchism share a common belief in the absolute sovereignty of the individual. Both also view the state as inherently oppressive. The great Russian anarchist, Mikhail Bakunin, declared ‘He, who says ‘the state’, says oppression’. Both types of libertarianism also stress individual’s sexual freedom. They consider that people should be able to engage in whatever kind of sexual relationship they choose, provided that it is reciprocal and between consenting adults. Thus Right Libertarians tend to differ from other Conservatives in their acceptance of homosexuality and free love. There is also a tendency in Right Libertarianism to demand the legalisation of drugs, on the grounds that the individual should have the right to consume whatever recreational substance they choose. Again, this is in marked opposition to traditional forms of Conservatism, which tends to be far more puritanical.

Now it seems to me that the Tories here have lifted some of the ideas of Anarcho-Capitalism but have very definitely rejected the ethos behind them. Margaret Thatcher believed very strongly in ‘the strong state’, reinforcing the powers and providing more funding for the police force and the security services. In doing so, she alienated many Libertarians, who bitterly resented her authoritarianism. Robin Ramsay, the editor of the parapolitical magazine, Lobster, wrote a piece on the death of one of the founders of the Libertarian Freedom Association a little while ago. Ramsay is a member of the Labour Party, although very critical of New Labour and the influence of the transatlantic Right in the Party since the Second World War. He stated in this article, however, that he had been supported in publishing Lobster by the aforementioned Libertarian. This gentleman regarded him as another Libertarian, albeit socialist, rather than capitalist, but felt that he had a common cause with him against the growth of state power. And he bitterly resented Margaret Thatcher for what he saw as her betrayal of libertarian principles. It thus seems to me that if and when the Conservatives privatise the courts, they will nevertheless retain and possibly extend their powers as the agents of state control.

And this raises a further point on the legitimacy of these courts derived from Anarchist theory. 19th century Anarchism and its predecessors denounced the state and its system of justice, particularly because of its class basis. Europe was governed by the very rich – the aristocracy and the rising middle classes – and the laws they passed protected and enforced their power. During the early 19th century, for example, the British government passed a series of punitive legislation curtailing working class dissent and protest in order to prevent a popular uprising, similar to that which had occurred just across the Channel. The governing class was composed of rich landowners, who passed laws heavily penalising poaching. At the time poaching was regarded as a traditional right held by rural labourers. It allowed them to feed themselves during times of famine and economic depression. It did, however, represent a threat to landed property, who responded by passing laws prescribing long sentences and transportation for poachers. Most of the legislation passed in 18th century England was designed to protect property, not human life. Hence the enactment of the death penalty for crimes like sheep stealing. It was in this legal environment that the Anarchists attacked state justice as aristocratic, capitalist justice, and believed that only through the destruction of the state would a truly classless society emerge.

Since the extension of the franchise in the 19th century and the gradual ascension of the House of Commons over the House of Lords, the state and its institutions have had a greater claim to be genuinely impartial. This has been especially true since the rise of the classless society in the 1960s. This would, however, be undermined by a privately-run court system. The courts would be run by their shareholders and investors, who are by definition capitalists, for their own profit. Justice would mean private justice on behalf of the rich. And almost certainly it would lead to corruption and conflicts of interests. How would a system of private courts successfully prosecute a leading shareholder or the chairman of the company that runs them? Everyone is supposed to be equal before the law, but in those cases there would be great opportunity for the accused to interfere with the judicial process in his favour. In short, he could put pressure on the judge, as a friend or employee, and gain acquittal.

The Conservatives have claimed that they are rolling back the frontiers of the state. They aren’t. They are privatising its institutions, but these still have all the authority and coercive power of the state, but are far more likely to be partial in their decisions.

The privatisation of the courts is a profoundly immoral idea, that completely undermines the idea of the state as the dispenser of impartial justice regardless of social origin. It should be rejected without hesitation.
