The History Book on the TUC from Its Beginnings to 1968

The History of the T.U.C. 1868-1968: A Pictorial Survey of a Social Revolution – Illustrated with Contemporary Prints and Documents (London: General Council of the Trades Union Congress 1968).

This is another book on working class history. It’s a profusely illustrated history of the Trades Union Congress from its origins in 1868 to 1968, and was undoubtedly published to celebrate its centenary.

Among the book’s first pages is this photograph show the TUC’s medal, below, which reads: Workingmen of Every Country Unite to Defend Your Rights.

There’s also these two illustrations on facing pages intended to show the TUC as it was then and now.

After the foreword by the-then head of the TUC, George Woodcock, and the list of General Council in 1967-8, the book is divided into four sections on the following periods

1868-1900, on the first Trades Union Congress and the men who brought it to birth.

1900-1928, in which the TUC was consulted by Ministers and began to take part in public administration.

1928-1940, which are described as the TUC’s formative years and the fight for the right to be heard.

and 1928-1940, in which wartime consultation set the pattern for peacetime planning.

These are followed by lists of trade unions affiliated to the TUC circa 1968 and the members of the parliamentary committee from 1868 and the General Council from 1921.

The book’s an important popular document of the rise of the TUC from a time when unions were much more powerful than they were. They were given a role in government and industrial movement. Unfortunately, the continuing industrial discontent of the post-War years have been played on by nearly every government since Thatcher’s victory in 1979. The result is stagnant and falling wages, increasingly poor and exploitative conditions and mass poverty and misery. All justified through Zombie laissez-faire economics. Corbyn offered to reverse this completely, and give working people back prosperity and dignity. But 14 million people were gulled and frightened by the Tories and the mass media into rejecting this.

Strong trade unions are working people’s best method for expressing their economic and political demands along with a strong Labour party, one that works for working people, rather than solely in the interest of the employers and the financial sector. Which is why the Tories want to destroy them and are keen that books like these should be forgotten.

Let’s fight against them, and make sure that books like this continue to inspire and inform working class people in the future.

 

Douglas Murphy on the Corporate Elite, Environmental Collapse

In my last post, I reviewed Douglas Murphy’s Last Futures: Nature, Technology and the End of Architecture (London: Verso 2016). This is about the rise and fall of Modernist architecture. This style, whose antecedents can be traced back to the Great Exhibition and the Crystal Palace, and which was strongly influenced by architects and thinkers as widely different as Le Corbusier and Buckminster Fuller, was an attempt to create cheap, available buildings to cater for the needs of the future, as it was predicted in the 1950s and ’60s. This was an optimistic period that looked forward to economic growth, increasing standards of living, beneficial technological innovation, and, crucially, the ability of the state to plan effectively for people’s needs. This was a future that looked forward to a future, which automation would mean that people only worked for three days each week. The rest of the time, people would voluntarily go back into education to develop themselves. As Buckminster Fuller enthusiastically proclaimed that ‘within a century the word “worker” will have no current meaning’.

As automation eliminates physical drudgery, we will spend more time in the future in intellectual activity. The great industry of tomorrow will be the university, and everyone will be going to school’. (p. 27).

Fuller was one of the pioneers of the nascent environmentalist movement, and coined the term ‘spaceship Earth’ to describe the loneliness and fragility of our planet and its ecosystem.

Other influences on Modernist architecture were Rachel Carson’s Silent Spring, about the devastating effect pollution, and particularly the insecticide DDT was having on wildlife. and the Club of Rome’s Limits to Growth. Silent Spring’s title referred to the massive decline in America’s bird population caused by crop spraying with the insecticide. Limits to Growth was based on an attempt to use computers to model the performance of the world economy and the effect this would have on the environment. It assumed that resources were only finite and a growing global population. The intention was to test various changes in policy and see what effects this would have in the near to mid-future. The results were extremely ominous. The first run found that

If the present growth trends in world population, industrialisation, pollution, food production, and resource depletion continue unchanged, the limits to growth on the planet will be reached sometime within the next one hundred years. The most probably result will be a rather suddent and uncontrollable decline in both population and industrial capacity. (p. 176).

This prediction of collapse was constant in subsequent runs, despite the changes in factors. Sometimes the collapse was sharper. One variation meant that it would be put off for fifty years. Another left some resources still in existence after the collapse for some kind of civilisation to continue. But all the models predicted disaster.

Moreover, technological innovation was unable to prevent the collapse. The authors of the experiment stated that technological optimism was the most common and most dangerous reaction to their findings, because it tended to solve some of the symptoms of the problems while leaving the actually causes untouched. The only real solution was to halt population growth, reduce the consumption of resources, switch capital investment from industry to education, combat pollution, improve agriculture and extend the productive life of capital.

While this is extremely restrictive, nevertheless the authors of the report believed that there was still room for optimism, because it allowed what many would consider the most desirable and satisfying human pursuits – education, art, music, religion, basic scientific research, athletics and social interaction, to continue.The book was highly influential, and discussed by powerful figures like Kurt Waldheim, the UN Secretary General in 1973, and President Giscard d’Estaing of France.  It was also widely criticised. Its critics complained that the model was too simplistic, and the authors themselves acknowledged that the model was rudimentary. It was also asserted that capitalism would find solutions to these problems, and industry would switch to a different, more productive direction. And also humanity would in time find solutions, both social and technological, to the problems.

However, Murphy goes on to comment that despite criticisms and attempts to move industrial society away from its current disastrous direction, the book’s predictions appear to hold true. He writes

Despite the massive emotional and political investment in moving the world away from its destructive course and onto more sustainable paths, none of the great many harbingers of doom from the period managed to shift capitalism off its growth-led and industrially intensive direction. There may be no need to defend the primitive systems of Limits to Growth and its ‘world model’ of 1972, but in recent years it has become a common sight to see the graph of the ‘standard model’ catastrophe with actual data from the subsequent forty years superimposed upon it. When this is done the graphs match almost perfectly, right up to around the present day, which is the point where the collapse is due to begin. (p. 180, my emphasis).

One of the responses to the predictions of environmental collapse was the proposal that special biospheres – enclosed buildings enclosing parts of the natural environment – should be built to protect some areas from destruction. One example of such a project is the Biosphere 2 experiment of the 1990s, in which a group of eight volunteers attempted to live inside such an enclosed artificial ecosystem for three years.

In his conclusion, Murphy points out the difference between the ’60s prediction of the benefits of automation and those of today, writing

Back then, automation was seen almost universally as a rising tide that would set people free from drudgery, but now, the mass automation of intellectual work promised by the algorithms of the technology industry seems much more likely to raise the drawbridge between the wealthy and the masses even further. Instead of people working a few days a week and fulfilling themselves with creative leisure at other times, it appears more likely that people will become more tightly squeezed into the last remaining jobs whose empathy and emotional labour the robots cannot synthesise.

And instead of enclosed cities, in which all citizens can live in harmony with nature, he predicts these will instead become the sole preserve of the rich.

Finally, instead of living in giant structures balancing the energy needs of cities with the natural world around them, it seems more likely that the lack of action on carbon dioxide emissions, combined with rising inequality across human society, will lead instead to the creation of climate enclaves, fortified cities for the super rich, self-sufficient in energy and food yet totally barricaded off from those outside who will be left to fend for themselves – the ultimate in Slotendijk’s bubbles. (p. 221).

When I read the above passage remarking on the apparent accuracy of the predictions in Limits to Growth, I thought of all the figures in big business and right-wing politics telling us that there’s no need to worry and we can carry on polluting and destroying the planet – the Koch brothers, the Republicans in America and Conservatives and Lib Dems over here, the oil and fracking companies, the newspapers pushing climate denial, like the Daily Heil and the Spectator, Nigel Farage and the Brexit party, Mick Hume and the wretched Spiked magazine and all the rest. And my reaction was the same as Charlton Heston’s in the 1968 Planet of the Apes, when he finally finds out that he is not on an alien world, but on an Earth after humanity has virtually destroyed itself in a nuclear war.

I really hope that the predictions are wrong, and that this isn’t the high point of our civilisation and that there won’t be any collapse. I’m sure that there are plenty of good objections to Limits to Growth.

But we still need to combat the environmental crisis, and kick out the corrupt politicians, who are taking the money from polluting industries and allowing the destruction of the Earth’s precious environment and the squandering of its resources. We need an end to Republican, Conservative governments and the political parties that aid, like the two-faced Lib Dems, and the election of genuinely Green, socialist governments under leaders like Jeremy Corbyn.

 

More Hypocrisy from the Tories and the Daily Mail as They Accuse Labour of Bigotry and Intolerance

The Conservatives and Daily Heil are back to the old tricks of accusing the Labour party and its supporters, particularly those in Momentum for Jeremy Corbyn, of intolerance, vandalism and intimidation. Sheryll Murray, the Tory MP for South East Cornwall, whined in an article in the Fail about her treatment by Labour supporters. She claimed that

“I’ve had swastikas carved into posters, social media posts like ‘burn the witch’ and ‘stab the C’, people putting Labour Party posters on my home, photographing them and pushing them through my letterbox. Someone even urinated on my office door.”

Dominic Sandbrook, one of the rag’s journos, then went on to opine that “The fact is the overwhelming majority of the abuse, bullying and intimidation comes from the Left.”

Tory MP Nadine ‘Mad Nad’ Dorries put up a photograph of one of these vandalised posters with the accusation that it was done by Momentum supporters of Jeremy Corbyn, along with her judgement that Britain was heading back to the 1930s.

As Mike has pointed out on his blog about the article, citing Tom Clarke, the Angry Yorkshireman, neither Murray, Dorries nor Sandbrook has absolutely any evidence that this was done by Labour supporters. It’s just another unfounded accusation to smear the Labour party.

And Murray herself also has form when it comes to intolerance. At one of her rallies, she stated that she’s glad there are food banks in Cornwall. When a section of the crowd, not unreasonably, shows its anger, she first tries to wave it off by saying, ‘Let’s ignore these, shall we?’ As Mike also asks rhetorically, what does she mean when she refers to the protesters as ‘these’? When they continue, she threatens to call the police.

Mike concludes

This Writer reckons the Tories are on the back foot, and this is a desperate attempt to regain credibility with the public.

It must not succeed.

So, if you see a Tory trying to defame the Left in this manner, don’t let it pass; challenge it.

We’ll see how long their feigned indignance lasts when they’re made to produce evidence – or shut up.

Tories accuse the Left of ‘intolerance and bigotry’ without evidence – pot, kettle, black?

There are a number of issues underlying the petulant shrieks of intolerance by the Tories, some going back to patrician attitudes to the working classes that predate democratic politics.

Firstly, as Mike and the Angry Yorkshireman point out, there’s absolutely no evidence linking any of this to the Labour party. Indeed, some of it is just as likely to come from the Lib Dems or indeed just from people of no fixed political opinions, who are fed with the Tories. In rural areas like parts of the south west, the main rivals to the Conservatives aren’t Labour but the Liberal Democrats, and I’ve heard from former Conservative local politicians that the real hatred isn’t between Labour and the Conservatives, between the Tories and Lib Dems.

Secondly, the Tories’ attitudes in many ways is simply a display of the old, upper class suspicion of the working class. Way back in the early 19th century the upper classes hated and feared the Labouring poor as prone to rioting, and potentially subversive and disloyal. The only way to keep the unwashed masses in line was through outright repression and stern policing. This attitude vanished, or at least was seriously weakened when the great unwashed turned up at the Great Exhibition. And instead of wanting to burn the place down, showed themselves orderly, responsible and interested. But this latest accusation from the Fail with its petit bourgeois readership shows that the old hatred and fear of the working class as a seething mass of social disorder, yobbishness and violence, still remains.

Thirdly, it shows just out of touch ‘Nads’ Dorries, Murray and Sandbrook are. If people are lashing out at Tory MPs and their propaganda, it’s because they’ve been driven to it by grinding poverty and an administration that ignores everyone except the richest quarter of the population. Many areas of rural Britain, including Cornwall, have high unemployment. There’s also a problem of getting housing, which is often well out of the price range of locals thanks to wealthy people from outside the area buying it as second homes. I’ve a friend from Cornwall, who was particularly angry about this nearly a decade ago. I can remember him getting up to tackle a group of ‘upcountry’ people about it in a pub, when he overheard them talking about how cheap property was down there.

Then there are the national problems of acute poverty, caused by stagnating wages and cuts to basic welfare support. People want and deserve proper unemployment and disability benefits, and very definitely not to be forced to support themselves through charity and food banks.

And then there’s the whole issue of the privatisation of the NHS. A few months ago I wrote another pamphlet about that, in addition to the one, whose contents I put up here a week or so ago. While writing this, and documenting the way a long line of right-wing governments have been aiming to privatise the NHS since Maggie Thatcher in the 1980s, I felt so furious that I really couldn’t face any kind of Tory propaganda. I felt so bitterly angry at the way the health service is being run down, in order to soften it up for privatisation and purchase by largely American private healthcare companies.

Given all this, the British public has an absolutely right to be angry, and while I don’t approve of people urinating in anyone’s letter box, I honestly can’t blame them for vandalising the posters. In Bristol popular anger against the Tories could be seen just before the general election in a piece of graffiti scrawled outside the Eye Hospital near the BRI. It read: Donate Tory Blood – It’s Worth More!

Nads’, Murray’s and Sandbrook’s sneering about ‘left-wing intolerance’ shows the complacency and complete indifference to suffering of the Tory middle and upper classes. They’re very comfortably off, thank you very much, and the Tories are serving them very well. So they have no idea, and indeed react with absolute horror at the very idea that part of the masses hates them with a passion, because they have no understanding, or sympathy, with the real poverty and deprivation many people are struggling with. We’re back indeed in the territory of Matthew Freud’s comments about how the poor should be more flexible than the rich, as they have less to lose.

There’s also an element of the old Tory landlord class, who expect their workers to put up and tug their forelock to the master, no matter how badly they were treated. A few years ago one of the BBC history programmes covered the Highland Clearances, the period in the late 18th and 19th centuries when the Scots aristocracy enclosed and forced their tenant farmers off their land so they could devote it to sheep rearing. The image of the wild, romantic Scots countryside actually post-dates this process. Before then the countryside north of the border was filled with rural communities – townships – and their people. It only became a wilderness when these people were forcibly evicted and their crofts and other homes pulled down.

And to add insult to injury, those workers, who managed to keep their jobs were expected to tug their forelocks and sing the praises of their masters. The programme mentioned how one ‘improving’ landlord, who was actually English, or half-English, got very upset when he decided to have a statue put up of himself. He expected his workers to pay for it, and was furious when many of them were less than enthusiastic.

It’s the same attitude here. The Tories still expect absolute feudal loyalty and subservience. When this is not forthcoming, and anger is shown instead, their own selfish indifference to the plight of the lower orders comes out, and they start screaming about how it’s all so unreasonable, intolerant, and, by implication, disobedient.

And lastly, it’s also massively hypocritical. The Tories have absolutely no business accusing anyone of intolerance, and especially not the Daily Heil. Not when sections of the party is still bitterly racist, with Mail and the Tory party championing even more stringent state censorship and surveillance of what we may read and post online, or say on the phone or other forms of social media. Not when they’ve created the legal infrastructure for secret courts, where you can be tried without trial, with having your lawyer see vital evidence against you, or even know who your accuser is, if the government decides this would all be against ‘national security’. Just like Stalin’s Russia, Nazi Germany and Fascist Italy!

And the Tories certainly have no problem with violence and intolerance when it directed against the left. I remember how the Scum put up an approving story during the Miner’s Strike, about how an old lady struck the then head of the NUM, Arthur Scargill, with a tin of tomatoes she’d thrown. This old dear was praised for her pluck and daring at the evil Commie, who was destroying the mining industry and forcing all good, right-thinking Thatcherite miners out of the pits. Yet when the reverse occurs, and someone throws eggs at the Tories, they start frothing and screaming at their intolerance.

And if we’re talking about the Right’s intolerance during the Miner’s Strike, then how about the way Thatcher used military-style policing, including unprovoked charges, against the miners. This was done officially, and covered up by a complicit media, including the Beeb. Violence, and the savage beating of protesters, ain’t intolerance when it’s done by the Tory forces of law and order.

Dorries, Murray and Sandbrook show themselves with this article, to be intolerant hypocrites themselves. They’re all too happy to see people ground into the most extremes of poverty and misery, but panic when some few show their dissent by tearing down their propaganda.

Ismahil Blagrove Criticises Mainstream Media

This is another short video showing the sheer anger of the community affected by the Grenfell Tower fire. It’s a short clip of Ismahil Blagrove telling the mainstream media exactly what he thinks of them for constructing the narrative that Jeremy Corbyn was ‘unelectable’. He states very clearly that he wants a revolution, and believes that one would break out if this horror occurred in any other country.

Warning: Contains very strong language.

I don’t believe we should have a revolution, as revolutions with very few exceptions result in mass bloodshed. And more often than not, they result in oppressive dictatorships which rule through terror and mass death. Think of the French Revolution, which promised liberte, egalite and fraternite, and which ended with the despotism of Robespierre and the Committee of Public Safety, and the reactionary monarchy of Napoleon. Or the Russian Revolution, which swiftly degenerated into the autocratic rule of Lenin, and the brutal, genocidal dictatorship of Stalin, under which 30 million + soviet citizens ended their lives in forced labour camps.

But Blagrove is right to criticise the mass media. They did everything they could to smear and demonise Corbyn. And they’ve started demonising and smearing the crowds of people, who have spontaneously gathered to protest against the way people’s lives and property have been destroyed by Kensington council and the Tory government.

Mike in one of his posts yesterday reported that the Beeb has been describing the protesting crowds as ‘a mob’. They also falsely claimed that they were ‘rioting’. Mike reports that the opposite is true. You can see from footage taken by ordinary people, who were actually there, that no rioting is going on. They’ve also been claiming that the crowds are demanding money – they aren’t. And one of Mike’s commenters, NMac has also posted that the Torygraph claimed the protests had been taken over by ‘extremists’.

This is going to be absolute rubbish. It’s possible that the Socialist Workers Party are there, along with other far left groups. They’re there trying to pick up recruits wherever there’s even a vaguely left-wing issue. But they’ve always been a minority, and I’ve no doubt they’re a minority here.

And the Beeb are the broadcasting establishment, a department of the British state. They’ve been cowed into line by threats of privatisation by the Tories and New Labour. But there’s also always been a right-wing bias in the domestic news. Academics at Edinburgh, Glasgow and Cardiff universities have found that the Beeb is more likely to interview businessmen and Conservatives over the state of the economy than trade unionists and Labour politicians. The authors Saville and Barry Kushner also made the point in their anti-Austerity book, Who Needs the Cuts, that the Beeb also swallowed and promoted absolutely uncritically the garbage that the slashing cuts made by the Tory party were necessary. Those who tried to refute this were simply not allowed on air. If, by some mischance, they did appear, they were cut off or sharply contradicted.

And the establishment has always feared the masses, and especially large public protests, as sources of disorder. You can see it in the legislation passed by monarchs and parliament down the ages. It started to change about the time of the Great Exhibition, when the respectable middle classes were surprised to find that the working class visitors to the displays, although poor, were not fanatics intent on overthrowing the established order.

But that suspicion and fear obviously hasn’t gone away. And so the Beeb and the Torygraph are busy spouting the propaganda that their very middle class masters, and in the case of the Torygraph, readers and advertisers, want to hear: that the crowds of people, who burst in on Kensington council to demand answers were the Great Unwashed of angry, criminal oiks and plebs, a threat to morality and public order.

They aren’t. They are angry, frightened and bewildered people, whose lives have been devastated by a terrible tragedy and who have every right to feel that way. And the media that smears them is a total disgrace.

Letwin and Alienated Inner City Youths

Nye Bevan – Miner, Statesman, Founder of the Welfare State

Yesterday, Mike over at Vox Political put up another piece about Oliver Letwin, and his racist, bigoted views on Blacks and inner city youths. In his 1999 book, The Purpose of Politics, Letwin held forth about the underclass, and specifically drug riddled gang members, who were more alienated than the medieval serfs. Letwin claims that these comments show his commitment to equality of opportunity. As everyone else but him has already realised, they don’t. They show the complete opposite.

They are actually bog-standard Tory views about ‘the democracy’, as the upper classes used to refer to us proles back in the 19th century, and they could have come from any time from the 17th century right into the 19th and beyond. The upper classes feared and hated the urban working classes as immoral, criminal and potentially subversive. Hence the harsh legislation enacted against trade unions and other potentially seditious assemblies and organisations. What eventually disproved this image was the Great Exhibition of 1854, when large numbers of working class people turned up at Crystal Palace showing themselves to be well-behaved, and generally not rioting, or trying to overthrow the government.

And youth culture has been particularly viewed with alarm and suspicion by the authorities since the 17th century, when the Mohocks ran wild in the streets of London. These were a group of thugs, who got their name from their Mohawk hairstyles taken from the Amerindian people. There’s even a book written about the historic distrust of working class popular culture Hooligan: A History of Respectable Fears. Thatcher, of course, hated the working class with a passion. She saw them as treacherous and subversive. Letwin is basically following the views of his leader, Maggie Thatcher, in that respect. Except that Thatcher was careful to craft an image of herself as somehow working class, with all that rubbish about living above the family shop.

And Letwin’s comments about alienation ignores the fact that such an attitude may be completely justified by the nature of society and the way it treats its least fortunate members. One of the clearest statements of political alienation in modern literature came from the pen of Aneurin Bevan, the architect of the welfare state and NHS. In his 1952 book, In Place of Fear (London: William Heinemann Ltd) Bevan describes his feelings as a member of the working class and the feeling he experienced when he entered parliament, the bastion of ruling class privilege and power.

“The past lies like an Alp upon the human mind.” The House of Commons is a whole range of mountains. If the new Member gets there too late in life he is already trailing a pretty considerable past of his own, making him heavy-footed and cautious. When to this is added the visible penumbra of sic centuries of receding legislator, he feels weighed to the ground. Often he never gets to his feet again.

His first impression is that he is in church. The vaulted roofs and stained-glass windows, the rows of statues of great statesmen of the past, the echoing halls, the soft-footed attendants and the whispered conversation, contrast depressingly with the crowded meetings and the clang and clash of hot opinions he has just left behind in his election campaign. Here he is, a tribune of the people, coming to make his voice heard in the seats of power. Instead, it seems he is expected to worship; and the most conservative of all religions – ancestor worship.

The first thing he should bear in mind is that these were not his ancestors. His forebears had no part in the past, the accumulated dust of which now muffles his own footfalls. His forefathers were tending sheep or ploughing the land, or serving the statesmen whose names he sees written on the walls around him, or whose portraits look down upon him in the long corridors. it is not the past of his people that extends in colourful pageantry before his eyes. They were shut out from all this; were forbidden to take part in the dramatic scenes depicted in these frescoes. In him his people are there for the first time, and the history he will make will not be merely an episode in the story he is now reading. It must be wholly different; as different as is the social status which he now brings with him.

To preserve the keen edge of his critical judgement he will find that he must adopt an attitude of scepticism amounting almost to cynicism, for the Parliamentary procedure neglects nothing which might soften the acerbities of his class feelings. In one sense the House of Commons is the most unrepresentative of representative assemblies. It is an elaborate conspiracy to prevent the real clash of opinion which exists outside from finding an appropriate echo within its walls. It is a social shock absorber placed between privilege and the pressure of popular discontent.

That’s a very strong statement of acute alienation from parliament, with all its ceremony, and the pomp and iconography of the ruling class. And Bevan is exactly right: for centuries the working class were excluded from any kind of power, and expected to serve and show due difference to their social superiors, if not betters. And despite all the slogans Cameron mouths about expanding opportunity, parliament is still the seat of privilege. Something like 90 % of MPs are millionaires. And the Tory party has always boasted of being the party of the ruling class.

Bevan was perfectly in his rights to be alienated. Just as contemporary working and lower middle class people are entirely within their rights to be cynical about a system and a party that is reducing them to desperate poverty. All while the Letwins of the British politics mouth off about how they are committed to equality of opportunity.
