I found this paragraph on Caribbean emigration to Britain and other Europeans countries after World War II in Gad Heuman’s The Caribbean: A Brief History, 2nd Edition (London: Bloomsbury 2014):
‘In the period after the Second World War, migration patterns chanted: large numbers of Caribbean men and women migrated to the metropole. In labour-starved post-war Britain, for example, hospitals and transport services organized massive recruitment schemes to bring in workers from the Anglophone Caribbean. The first West Indian immigrants arrived from Jamaica on board the Empire Windrush in 1948, and one estimate put the total of migrants to Britain in the decade after 1951 at roughly 250,000. Concerned about the effects of this immigration, however, Britain passed the Commonwealth Immigration Act in 1962, severely restricting the flow of future migrants. Elsewhere in Europe, France received about 200,000 migrants from Guadeloupe, Martinique and French Guiana, and the Netherlands in 1980 had roughly the same number of immigrants from its former colonies in the Caribbean. The Netherlands has had a particularly large number of migrants from Suriname. When Suriname became independent in 1975m roughly 40,000 Surinamese, mostly of Indian and Javanese descent, fled the country, fearing discrimination by the new regime.’ (p. 184).
After another paragraph about Caribbean migration to the US, which is measured in millions, Heuman talks about the effect of emigration on the Caribbean on the next page. He writes
‘Migration has inevitably had significant effects in the Caribbean itself. It has created problems in that it has deprived the Caribbean of some of its most productive people. Since a large proportion of emigrants are relatively young, it has meant that the demography of some parts of the region have been badly skewed, leaving behind an unbalanced population of generally older people. At the same time, the remittances of of Caribbean migrants have been a very significant element in many Caribbean economies. As an example of the impact of remittance money, Bonham Richardson reported that Carriacou, a small island in the Grenadines with a population of around 6,000 people, received over $500,000 in remittances in one year in 1970. Remittances, then, are a major contribution to the GNP of most Caribbean countries. Moreover, without emigration, much of the Caribbean would now be overpopulated, creating unsustainable social and economic tensions in those societies.’ (p. 185).
It’s struck me that the importance of remittance money and the problem of overpopulation has been one of the factors driving emigration from the Developing World, not just the Caribbean but also Africa and India. Modi made a speech a little while ago stating that India would continue producing top-class technicians for the rest of the world. Apart from the graduates employed in call centres owned by western firms, it struck me that this was a policy designed to send highly educated Indians abroad because there wasn’t the work for them available in India and that the country also depended on them for their remittance money.
I got this newsletter from Bristol’s elected mayor, Marvin Rees, via email yesterday. In it he lays out his policies for Bristol and how his administration is working to stamp out housing discrimination against people on benefits. He also promotes the Labour candidate for the Southmead ward in the forthcoming council by-election, Kye Dudd. The mayor writes
‘I hope you’re keeping well.
I’m writing to you regarding the Council’s budget – including our plan for homes – and the upcoming election. If you have any questions, then please do get in touch.
On Tuesday, our budget came to Cabinet for sign-off. Drafting this budget was always going to be difficult. The circumstances are challenging: a decade of Government austerity and the pandemic which has simultaneously reduced council revenues and increased the need for council services. This has resulted in us needing to find £19m worth of savings in the General Fund.
These are challenges facing councils across the country. Across Britains major cities budget gaps average £30m and range from £7m to £79m. In Bristol we’ve worked hard to protect our frontline services by delivering these savings by reducing the Council’s internal expenses, such as through selling off buildings and leaving unfilled posts vacant. As a result, we remain the only Core City to still maintain the 100% Council Tax Reduction Scheme, which means Bristol’s most vulnerable don’t have to pay any Council Tax. We have protected all of our libraries and children’s centres, our parks, and our social care plans that enable people to stay in their homes for longer. Budget decisions are never easy, but I’m proud that we have managed to find a way to prioritise helping the worst-off and our transition to net-zero.
It’s important that our General Fund is not taken in isolation, because it is only part of the budget. We have also set the Housing Revenue Account which commits £1.8bn of investment in housing delivery, and a separate investment budget for social housing. This is one of the most ambitious plans in the country and will enable the Council to:
Build over 2,000 council homes by 2028, and 300 more every year after
Invest an additional £80m in to retrofitting (making council homes more energy efficient, saving them money and reducing Co2 output) bringing funding to a total of £97m.
£12.5m to upgrade council tenants’ bathrooms improving quality of life and improving water efficiency in thousands of homes
£8.7m investment into communal areas
£350k for council tenants’ in financial difficulties
£13.5m funding to adapt homes to make them more accessible
Building affordable, quality homes is one of the single most significant policy tools we have for shaping life chances and the carbon and ecological cost the planet will pay for meeting our population’s needs. Housing remains at the forefront of our priorities.
Benefits discrimination
Cllr Tom Renhard, Cabinet Members Homes and Housing Delivery, recently put forward a motion to stamp out anti-benefits discrimination in Bristol. If you have tried to rent a home in Bristol, you will be familiar with seeing advertisements listed as ‘working professionals only’, meaning people on benefits aren’t allowed to rent the property. This is discrimination – plain and simple – and we’re committed to eradicating this practice from Bristol.
In the past few years, we’ve been expanding our Landlord Licensing scheme, meaning rogue and slum landlords are no longer allowed to rent out properties in Bristol. This has driven up standards where it’s been in place and we intend to expand the scheme to cover the whole of Bristol. This, combined with our anti-discrimination motion, means that landlords who discriminate against people on benefits won’t be allowed to let properties in Bristol.
It will take some time to expand the licensing scheme citywide so in the meantime, we will be carrying out other policies to help renters. The Council will now assist tenants’ efforts to take discriminatory landlords to the appropriate authorities, will run a public awareness campaign on tenants’ rights, and will create a local action plan to formulate policies to build on these in future – among other things.
Southmead by-election
As former councillor Helen Godwin stood down in the new year, a by-election has been called to fill her vacant seat in Southmead. I am delighted that Kye Dudd has been selected as our candidate for the seat. Kye has been a stalwart of the trade union movement, working for the Communication Workers’ Union for fifteen years, and has served as the Cabinet Member for Transport, Energy, and Connectivity – leading our work to expand our bus and active travel infrastructure, develop our work on mass transit, and decarbonise our energy systems. More recently, he has been working with Empire Fighting Chance, a boxing charity who work with some of the most disadvantaged and vulnerable young people in our city.
He will be running on a campaign of:
· Investing in Southmead’s youth services
· Investing in Council homes
· Protecting local green spaces
· Making Southmead safer for all
· Supporting the community-led regeneration of Arnside’
It ends with the statement that it is vitally important to get Mr Dudd elected and the email address Southmead Labour party if I wanted to be involved.
I broadly support mayor Marvin, as I think he has done a good overall governing the city. He has tried to remain impartial about the controversy over the wretched statue of Edward Colston, despite his justifiable hatred of it as a man of colour. I believe the policies outlined here are excellent. My problem is with the Labour party as it stands under the leadership of Keef Stalin. Starmer has done everything he can to purge the left and turn it into another version of the Tories. One of his favoured MPs, the vile Rachel Reeves, added insult to injury a few days ago when she described those who have left the party in disgust at Starmer’s factionalism and treachery as ‘anti-Semites’. As I’m sick of saying, the people Starmer and his collaborators in the NEC have smeared and purged are most definitely not Jew-haters. They are decent people, many of them with proud records of fighting racism and anti-Semitism. About four-fifths of those he’s thrown out are actually Jewish, decent, self-respecting people, often the victims of real anti-Semitic abuse and vilification. They are not ‘self-hating’. But then, truth means nothing to the liars of the right, the British media and political establishment, and the Israel lobby.
I had a series of emails from the Labour party over the past week or so asking me if I would care to campaign for Mr. Dudd and help get Boris out, and Starmer in. Well, my health at the moment prevents me from getting out much. Southmead isn’t my ward, and the buses from where I live have become very unreliable, so I simply won’t be able to join them. And obviously I do want to get Bozo out.
But I don’t want Starmer in.
I see no difference whatsoever between him and Johnson. Both are lying, treacherous right-wingers with precious little real ability to govern and an intense contempt for the working class. They both want to privatise whatever has been left, including the NHS. I don’t trust him to restore the welfare state to anything like the level that’s needed, nor to strengthen the trade unions. He won’t give workers much needed rights at work. And he definitely won’t do anything to improve public services by nationalising them, despite the obvious fact that they’re decaying as we look under private ownership.
And the voting public aren’t enamoured of Starmer either. I’ve got the impression that at the moment Labour’s haemorrhaged support to the Greens so that they’re almost neck and neck with Labour on the local council.
Now I do support Marvin and hope Mr. Dudd wins the council election when it comes.
But I very much do not want Starmer to get anywhere near No. 10 and definitely want him out as leader of the Labour party.
Down here in Bristol we not only have elections for the city council looming, but also for the elected mayor and police and crime commissioner. Because of health issues, not just my own but also other members of my family, we’ve arranged to have postal votes. The ballot papers arrived the other day, and enclosed with them were booklets produced by the local authority explaining the voting procedure, answering various FAQs and giving policy statements and promises from the candidates. Not only does Bristol have a Labour candidate, the present elected mayor Marvin Rees, but there’s also one from the Trade Union and Socialist Coalition, Tom Baldwin. Here’s their election promises from the booklet for the mayoral election.

‘The Trade Unionist and Socialist Coalition organises to give a voice to working-class people who have been abandoned by the main parties. It includes the RMT union and the Socialist Party, of which Tom is a member.

As you know, I despise Keir Starmer and his continuing destruction of the Labour party, including the purge of left-wingers and socialists, in order to turn it into a Blairite neoliberal party. I’ve also got criticisms of the way Marvin Rees has run the city, but in general I think he’s done a good job and has been a far better mayor than his predecessor, ‘Red Trousers’ Ferguson.
I’ve been told by some of the great peeps on this blog that the TUSC were formed by the people in the Labour party, who were thrown out for opposing Blair’s cuts and policy changes, though I’ve also heard that the Socialist Party is the former Militant Tendency, a group that infiltrated and tried to take over the Labour party in the 1980s. But their policies are what the Labour party should be standing for. The mayoral elections are run according to proportional representation. I would therefore urge people to consider giving the TUSC their second vote.
If more people vote for them, to the point where it’s a significant number, perhaps the leaders of the Labour party will take note, and move the party further to the left. Or it will encourage the present Labour left to continue the struggle against the Blairites by showing them that real, socialist policies are popular and can win.
The History of the T.U.C. 1868-1968: A Pictorial Survey of a Social Revolution – Illustrated with Contemporary Prints and Documents (London: General Council of the Trades Union Congress 1968).
This is another book on working class history. It’s a profusely illustrated history of the Trades Union Congress from its origins in 1868 to 1968, and was undoubtedly published to celebrate its centenary.
Among the book’s first pages is this photograph show the TUC’s medal, below, which reads: Workingmen of Every Country Unite to Defend Your Rights.
There’s also these two illustrations on facing pages intended to show the TUC as it was then and now.
After the foreword by the-then head of the TUC, George Woodcock, and the list of General Council in 1967-8, the book is divided into four sections on the following periods
1868-1900, on the first Trades Union Congress and the men who brought it to birth.

The book’s an important popular document of the rise of the TUC from a time when unions were much more powerful than they were. They were given a role in government and industrial movement. Unfortunately, the continuing industrial discontent of the post-War years have been played on by nearly every government since Thatcher’s victory in 1979. The result is stagnant and falling wages, increasingly poor and exploitative conditions and mass poverty and misery. All justified through Zombie laissez-faire economics. Corbyn offered to reverse this completely, and give working people back prosperity and dignity. But 14 million people were gulled and frightened by the Tories and the mass media into rejecting this.
Strong trade unions are working people’s best method for expressing their economic and political demands along with a strong Labour party, one that works for working people, rather than solely in the interest of the employers and the financial sector. Which is why the Tories want to destroy them and are keen that books like these should be forgotten.
Let’s fight against them, and make sure that books like this continue to inspire and inform working class people in the future.

Labour has promised to replace every bus in England with an electric vehicle if the party wins the general election.
All of the country’s 35,000 buses would be powered by electricity rather than diesel or petrol by 2030 at a cost of £4bn, Jeremy Corbyn said. The pledge is the latest in a string of promises on public transport, partly funded by cutting the amount of money spent on road improvements.
Over the next 11 years, every bus in England that is not fully electric would be taken out of service and replaced by an electric vehicle to help reduce greenhouse gas emissions.
At the moment just 2 per cent of the country’s buses run on electricity. the switch would be paid for by a “green transformation fund”, part of Labour’s plans to ramp up infrastructure spending through borrowing.
Mr Corbyn said: “This policy will bring our bus services into the future and help revitalise our high streets and rebuild local communities.”
Conservative Transport Secretary Grant Shapps responded that Labour would pay for the plan by raiding budgets for vital road upgrades.
Labour said devolved administrations would receive money to enable them to carry out a similar policy.
The air quality in British towns is very poor. There have been a series of articles in the papers revealing that townspeople suffer poor health as a result of the air pollution around them, and some of this is obviously vehicle exhaust. Bristol’s elected mayor, Marvin, wants to improve air quality by taxing the most polluting vehicles, including buses and taxis. However, so that this doesn’t affect ordinary people, he’s allowing older cars to go untaxed. This has proved highly controversial, as it means that public transport in this city will become more expensive. It seems far better to me for the government to replace existing fossil fuel buses with electric vehicles than to place extra taxes on them. Of course, this also calls into question the decision made after the War to scrap the trams across Britain, as these were also run on electricity. Continental cities didn’t, and as a result some of them – I’m thinking here of those in the Netherlands – may be greener.
But I’m convinced that this is no mere empty promise. Corbyn and his team are sincere about their policies they intend to implement. Unlike the Tories, who have consistently broken their manifesto promises and whose present promises to improve public services either have not been costed or would be inadequately funded. Which means the Tories really aren’t serious about honouring them.
And remember how David Cameron declared that his would be the greenest government ever. Which lasted right up to the moment he put his foot inside No. 10. Then all his election promises were forgotten, he took the little windmill from his house, and went ahead with allowing fracking and privatising Britain’s forests.
Unlike the Tories, Labour is serious about the environment and renewable energy. Vote for them.
There was an article by Hugo Gye in yesterday’s edition of the I for 19th November 2019, reporting that the Labour party is planning to renationalise the local bus services, which were privatised in the 1980s by Maggie Thatcher. The article runs
Labour will open the door to the nationalisation of England’s buses if it gets into power in next month’s election, Jeremy Corbyn has said.
The party would give all councils the right to take control of their local bus services and give free bus travel to anyone aged under 25.
The move, which will form part of the Labour manifesto when it is published this week, is the latest in a string of nationalisations announced by Mr Corbyn. But bus industry officials insisted it would do little to improve services.
Speaking at the CBI conference in London yesterday, the Labour leader said he would encourage individual councils to take direct control of bus networks when franschise contracts expired. He added: “We need to integrate bus and rail services, we need to re-empower local authorities to develop bus services if they wish.”
The plan – which would apply only to England because transport policy is devolved – would give councils that right to remove franchises from private companies such as Stagecoach, Go-Ahead and FirstGroup. The nation’s bus network was privatised and deregulated by Margaret Thatcher in the 80s, although in London it is still heavily regulated by the city’s mayor.
Katy Taylor, commercial and customer director at Go-Ahead, said: “The biggest issues we face are congestion and council cuts, and regulation would do little to solve either of these. While bus usage continues to fluctuate in some parts of the country, our experience in cities like Brighton – where ridership is higher than anywhere else outside of London – shows that public and private sector working together is the best way to deliver a transport service.”
Labour’s bus policies are similar to its rail nationalisation scheme, in which each train franchise would be brought into public ownership as soon as its current contract expired.
The party has pledged to nationalise a number of public services if it wins on 12 December. This would including buying the country’s water system and the National Grid.
This is great news, as the bus service we currently have in my bit of Bristol is appalling. The bus company has cut services and I’ve heard that they regard it as a country route, even though it is actually within the city limits. People have complained to the council and the bus company, FirstBus, but all they got were letters from each blaming the other.
I was at school when Thatcher privatised the buses, and can remember the immediate effect. The new, deregulated bus company immediately reorganised the bus routes to send its buses down one of the major roads into town. The result wasn’t greater efficiency, but less. The buses were caught in the traffic jams that built up, so that buses that should have got all the schoolkids from my bit of south Bristol into school in town well before the 9 O’clock bell got in much later.
And FirstBus’ reputation in Bristol generally is so low, that the company has acquired the nickname ‘WorstBus’.
The much vaunted competition that Tories claim will always improve services hasn’t worked either. There has been an alternative bus company set up, and for a while that ran some good services to our part of Bristol. But these also seem to have disappeared or been cut back.
There are some excellent bus services run by charities, but people should not have to rely on volunteer organisations for a good, efficient bus service. Clearly the buses in Bristol need the support of local authorities, because privatise enterprise alone simply isn’t up to the job. It seems that the bus companies are too interested in creating a profit for their shareholders than providing a service for their customers. Indeed, the greed and profiteering by the directors of the newly privatised companies, like Ann Gloag, and the shabby way they treated their workers, customers and people they’d hit in accidents, was so bad that every fortnight Private Eye seemed to be running a story about them.
The local bus company in Bristol wasn’t brilliant by any means when it was under council ownership, but it was better than what followed with privatisation. Thatcher’s policy of privatisation and deregulation of public services has been a miserable failure right across the board. It’s ‘zombie economics’, and the only reason it hasn’t been put in the grave long ago is that the rich 1% – including the media barons boosting the policy – massively profit from it. While the rest of us have to put up with substandard services.
It’s time to vote the Tories out, and bring in someone who will improve public services in this country. And that person is Jeremy Corbyn.
Thursday’s edition of the I, for 10th October 2019, carried an article by Nigel outlining Labour’s election promises. The article ‘What will be in the Labour Party election manifesto’, stated that ‘Jeremy Corbyn aims to target areas for radical change’. These were itemised and described as follows

The plicy issue likely to be at the heart of the election campaign. One in office, Labour would spend three months negotiating a new Brexit deal with Brussels to enable Britain to remain in customs union with the European Union and be closely aligned to the European single market.
It would then organise a referendum within six months, offering voters a choice between Labour’s deal and remaining in the EU. Labour would hold a special conference to decide which side it would endorse in the referendum.
Taxes
Labour says its tax-raising plans would only affect give per cent of taxpayers. It is currently committed to increase income tax rates to 45 per cent for salaries over £80,000 and to 50 per cent for salaries over £123,000.
Cuts to corporation tax would be reversed and the rate would be fixed at around 26 per cent.
Infrastructure
Labour is pledging to spend £250bn on upgrading the UK’s transport, energy and broadband infrastructure. Another £250bn of capital would be provided for businesses and co-ops to “breathe new life into every community”.
Nationalisation
Labour would bring the railways, Royal Mail, the water companies and the National Grid into public ownership so “essential services we all rely on are run by and for the public, not for profit.”
Minimum Wage
Workers of all kinds would be legally entitled to a UK-wide minimum wage of £10 an hour. LOabour says the move will make the average 16- and 17-year-old in employment more than £2,500 a year better off.
Free Personal Care
A new National Care Service would help elderly people in England with daily tasks such as getting out of bed, bathing, washing and preparing meals in their own homes and residential care, and provide better training for carers. The £16bn annual cost would come out of general taxation.
Free Prescriptions
Prescription charges would be abolished in England. They are already free in Scotland, Wales and Northern Ireland.
More than 80 per cent of English prescriptions are already issued free of charge, but in other cases patients pay £9 per item.
Boost Doctor Numbers
The number of GP trainees in England would rise by 50 per cent to tackle a recruitment crisis. Labour says it would mean an extra 27 million GP appointments per year.
Scrap Tuition Fees
One of theparty’s most popular policies at the last election, Labour is committed to scrapping university tuition fees in England and Wales, which currently stand at a maximum of £9,250 a year.
It would also cancel existing student debt, which the party says has reached “unsustainable” levels.
End Rough Sleeping
Labour would end rough sleeping in five years by allocating thousands of extra homes to people with a history of living on the streets.
Outlaw Fracking/ Increase Renewables
Fracking would be banned “once and for all”, with Labour putting its emphasis on developing clean and renewable energy.
The party wants 60 per cent of UK energy from zero-carbon or renewable sources by 2030 and would build 37 state-owned offshore windfarms. it is pledging to create hundreds of thousands of jobs in a Green Industrial Revolution.
Scrap Ofsted
The schools inspectorate, which the party claims causes higher workload and stress for teachers, would be abolished and replaced with a two-stage inspection regime.
A Four-Day Working Week
Labour would cut the average working week to 32 hours within ten years, but with no loss of pay. It would end the opt-out from the European Working Time Directive, which lets firms sidestep EU rules on limiting hours to 48 a week. Zero hours contracts would be banned.
Overturn Union Legislation
Margaret Thatcher’s union legislation would be scrapped as a priority, and moves begun towards collective bargaining in different sectors of the economy.
Reverse Legal Aid Cut
Labour would expand legal aid as a priority with help focussed on housing cases and family law.
These are all policies that this country desperately needs, and so you can expect the Tories, the Lib Dems and the lamestream media, not to mention the Thatcherite entryists in the Labour Party itself, to scream ‘extremism!’ and do everything they can to stop them.
And you can trust that the party is absolutely serious about honouring these promises. Unlike David Cameron, Tweezer and Boris Johnson, all of whose promises about restoring the health service and reversing cuts, bringing down the deficit and ending austerity, have proven and will prove to be nothing but hollow lies.

Under the scheme announce by Corbyn, the local authority would take over empty business premises to let them to new businesses or community organisations. The article read
Plans to revitalise “struggling his streets” by reopening thousands of boarded-up shops will be set out today by the Labour leader, Jeremy Corbyn. Labour would give councils the power to take over retail units which have been vacant for a year and hand them to start-up businesses or community projects.
Town centre vacancy rates are at their highest level for four years, and Labour says an estimated 29,000 shops across the country have been abandoned for at least 12 months.
It has also registered alarm over the preponderance of charity stores, betting shops and fast-food takeaways in areas which previously had a better mixture of businesses.
The plans, applying to high streets in England and Wales, will be set out by Mr Corbyn in a visit to Bolton today. He is expected to say that boarded-up shops are “a symptom of economic decay under the Conservatives and a sorry symbol of the malign neglect so many communities have suffered.”
Labour revive “struggling high streets by turning the blight of empty shops into the heart of the high street.” The proposals are modelled on the system of “empty dwelling management orders” which entitle councils to put unoccupied houses and flats back into use as homes.
Jake Berry, minister for high streets, said the Government had cut small retailers’ business rates, was relaxing high street planning rules and launched a £3.6bn Towns Fund to improve transport links and boost broadband connectivity.
I think Corbyn’s idea is excellent. One of the problems of struggling high streets is the ‘smashed window syndrome’, as I believe it’s called. Once one shop becomes vacant, and has it’s windows smashed or otherwise vandalised, it has a strange psychological effect on the public. They stop going into that particular area for their shopping, and the other businesses start to close down. This is why it’s important to prevent it. Business rates might be part of the problem, but I’ve also heard that it’s also due to economics of the private landlords. I can remember my barber complaining to me about it back in the 1990s. He was angry at the increase in rents he and the other shops in his rank had had foisted on them by the landlord. He also complained that despite the high rents, there were shop units that were still unlet, because for some reason the landlord found it more profitable to keep them that way than to let an aspiring Arkwright take them over.
I’ve long believed in exactly the same idea as Corbyn’s. It struck me that with the expansion of higher education, we now have an extremely well-educated work force. But the current economics of capitalism prevent them from using their skills. If successive governments really believe that the increase in university education will benefit the economy, then graduates need to be able to put their hard-earned skills and knowledge into practice. They should be allowed to create businesses, even if these are not commercially viable and need community support. Because it’s better than forcing them to starve on the dole, or climb over each other and the less educated trying to grab low-skilled jobs in fast-food restaurants. And if these new businesses don’t make a profit, but keep people coming back to the high streets, but give their aspiring entrepreneurs skills and experience they can use elsewhere, or deliver some small boost to the local economy, then they will have achieved some measure of success.
This is an excellent idea. And if it’s put into practice, I think it’ll demonstrate that Socialists are actually better for business than the Tories.
Last Thursday Mike put up a piece asking ‘How can Labour become the party of the countryside again?’, following the announcement by the Fabian Society that it was launching a project to investigate ways in which the Labour party could start winning over rural communities in England and Wales. The Society stated that the government had promised to match the subsidies granted to farmers and rural communities under the Common Agricultural Policy until 2020. However, farmers are faced with the devastating prospect of losing access to European markets, while being undercut by cheap foreign imports. Environmental regulations are also threatened, which also affect the continuing beauty of the English and Welsh countryside.
The Society recognises that agriculture isn’t the only issue affecting rural communities. They also suffer from a range of problems from housing, education, transport and the closure of local services. Rural communities pay more for their transport, and are served worst. At the same time, incomes in the countryside are an average of £4,000 lower than in the towns, but prices are also higher. Many market towns, pit villages and other rural communities have been abandoned as their inhabitants have sought better opportunities in the towns.
The Society is asking Labour members in rural communities to fill out a survey, to which Mike’s article is linked, and give their views on how the party can succeed in the countryside.
This is a fascinating project, and if successful would see Labour challenge the Tories and Lib Dems in their heartlands. The Tories in particular seem to see themselves as the party of the countryside since the 18th and 19th centuries, when they represented the Anglican aristocracy, who tried to emphasise the rural traditions of a mythical prosperous ‘merrie England’ against the threat of the towns of the growth of the Liberal middle class.
Mike states that one of the problems he’s faced as a Labour party campaigner in his part of rural Wales is the myth that ‘Labour wants to nationalise farms’. Clearly, this is the part of the same complaint I remembering hearing from middle class children at school that ‘Labour wanted to nationalise everything’. It was to allay these suspicions that Blair went off and got rid of Clause 4 as part of his assault on Labour as the party of the working class. But even before then it was nonsense.
Following Labour’s defeat in the 1950 elections, the party halted its programme of nationalisation. Labour was in any case committed to nationalise only when it was necessary and popular. Thus, Atlee’s government set up the NHS and nationalised the utilities, with very little opposition from the Tories, but did not proceed further. And the Social Democratic section of the party, led by Tony Crosland, argued very strongly against nationalisation on the grounds that it was not only unpopular, but the benefits of nationalisation could be achieved in other ways, such as a strong trade union movement, a welfare state and progressive taxation.
This held sway until the 1970s, when the Keynsian consensus began to break down. Labour’s response in 1973 was to recommend a more comprehensive programme of nationalisation. They put forward a list of 25 companies, including the sugar giant, Tate & Lyle, which they wanted taken into public ownership. How large this number seems to be, it is far short complete nationalisation.
The party was strongly aware of the massive problems the Soviet Union had in feeding its population, thanks to the collectivisation of agriculture. Most of the food produced in the USSR came from the private plots the peasants were allowed on their kholkozy – collective farms. Tito’s government in Yugoslavia had attempted to avoid that by letting the farms remain in private hands. At the same time, only companies that employed more than 20 people were to be nationalised.
Even in the 1930s and 40s I don’t think the nationalisation of farmland was quite an option. Looking through the contents of one of the secondhand bookshops in Cheltenham, I found an old copy of Production for the People, published by the Left Book Club in the 1940s. This explored ways in which Socialists could raise production in industry and agriculture, to the benefit of working people. The section on agriculture was almost wholly devoted to the question of subsidies and suitable government infrastructure to support farmers. I can’t remember there being any mention of nationalisation. The closest the book came was to argue for an expansion of rural cooperatives.
This project may well embarrass the Fabian Society. I’ve got the distinct impression that the Society is now staffed very strongly with Blairites, and it is Blairism as a barely left extension of Thatcherism that is at the heart of so many of the problems of rural communities. Blair, for example, like Major and now the administrations of Cameron and May, strongly supported the big supermarket chains. But the supermarket chains have done immense damage to Britain’s small businessmen and farmers. They force small shopkeepers out of business, and impose very exploitative contracts on their suppliers. See the chapter on them in George Monbiot’s Captive State. Yet national and local governments have fallen over to grant their every wish up and down the country. David Sainsbury even had some place in one of Blair’s quangos. I think he even was science minister, at one point.
If Labour would like to benefit farmers and traders, they could try and overturn the power of the supermarket chains, so that farmers get a proper price for their products and are not faced with the shouldering the costs while Sainsbury’s, Tescos and so on reap all the profits. At the same time, your local shops together employ more people than the local supermarket. So if you cut down on the number of supermarkets in an area, you’d actually boost employment. But this is unlikely to go down well with the Blairites, looking for corporate donations and a seat on the board with these pernicious companies when they retire or lose their seat.
At the same time, rural communities and livelihoods are also under attack from the privatisation of the forestry service. Fracking is also a threat to the environment, as is the Tories campaign against green energy. A number of villages around Britain, including in Somerset, have set up local energy companies generating power from the sun and wind. But the current government is sponsored heavily by the oil and nuclear companies, and so is desperate to close these projects down, just like the Republicans are doing in America.
The same goes for the problems of transport. After Maggie Thatcher decided to deregulate bus services, the new bus companies immediately started cutting unprofitable services, which included those to rural areas. If Labour really wants to combat this problem, it means putting back in place some of the regulations that Thatcher removed.
Also, maintaining rural communities as living towns and villages also means building more houses at prices that people in the countryside can afford. It may also mean limiting the purchase of housing stock as convenient second homes for wealthy urbanites. The Welsh Nats in the ’70s and ’80s became notorious for burning down holiday homes in Wales owned by the English. In actual fact, I think it’s now come out that only a tiny number – perhaps as low as 1 – were actually destroyed by Welsh nationalists. The rest were insurance jobs. But I can remember my Welsh geographer teacher at school explaining why the genuine arsonists were so angry. As holiday homes, they’re vacant for most of the year. The people, who own them don’t live locally, and so don’t use local services, except for the couple of weeks they’re there. Furthermore, by buying these homes, they raise the prices beyond the ability of local people to buy them, thus forcing them out.
This is a problem facing rural communities in England, not just Wales, and there are some vile people, who see nothing wrong with it. I’ve a friend, who was quite involved in local politics down in Somerset. He told me how he’d had an argument on one of the Somerset or rural British websites with a very right-wing, obnoxious specimen, who not only saw nothing wrong with forcing local country people out of their homes, but actually celebrated it. This particular nutter ranted on about how it was a ‘new highland clearances’. I bet he really wouldn’t like to say that in Scotland!
Labour may also be able to pick up votes by attacking the myth of the fox hunting lobby as really representing rural Britain. Well, Oscar Wilde once described them as ‘the unspeakable in pursuit of the inedible’. Which about accurately describes them. They were resented in the early 19th century, when some farmers and squires started ‘subscription hunts’. Their members where wealthy urban businessmen, off for a day’s ‘sport’ in the country. At the same time, harsh laws were passed against poaching, which saw starving farm workers transported.
Mike’s put up statistics several times on his blog, which show very much that very many, perhaps even the majority, of rural people do not support fox hunting. And I know people from rural Britain, who actively loathed and detested it. I had a friend at College, who came from Devon. He bitterly hated the Tories and the fox hunters, not least because the latter had ridden down a deer into school playing field and killed it in front of the children.
Another friend of mine comes from East Anglia. He told me how many of the tenant farmers over there also hated the fox hunting crowd, not least because of the cavalier way they assumed they had the right to ride over the land of the small farmers in pursuit of the ‘game’.
The fox hunting crowd do not represent rural Britain as a whole, and their claim to do so should be attacked and shown to be massively wrong at every opportunity. As for the Tories’ claim to be the party of the countryside, they have represented the interests only of the rich landed gentry, and the deregulation and privatisation introduced by Maggie Thatcher and carried on by successive right-wing administrations, including May and Cameron, have done nothing but harm real working people in rural Britain. The bitter persecution of the farmworker’s unions set up in the 19th century clearly demonstrate how far back this hatred and contempt goes.
After the massive numbers of people involved in the women’s marches against Trump held around the world last weekend, American scientists are also planning to organise their own demonstration against the Orange Caudillo in protest at his disastrous environmental and health policies.
In this video, TYT Nation’s Jeff Waldorf discusses a report in Forbes’ discussing the formation of the new group of scientists planning this march. The group has it’s own internet page, and in five days its members grew from 200 to 200,000 +. The group says it will include non-scientists as well as scientists, and is intended to advocate the greater involvement of science in government. It’s purpose is to defend climate science, evolution, and alternative energy. Waldorf states that he too believes strongly that science should be more involved in government. He also quibbles with the phrasing in the Forbes’ article, taking issue with the magazine’s description of the scientists as ‘believing’ in the environmental damage caused by the fossil fuel industries. Waldorf argues that scientists’ in these areas don’t believe, because they have proof that oil pipelines, such as DAPL, can rupture, creating massive oil spills and environmental destruction.
Waldorf also argues that, although he understands why people in America’s coal country wish to retain the industry for as long as possible for the sake of their jobs, renewables are now becoming cheaper than oil for the first time. It’s time to move from the horse and buggy to the automobile, is the metaphor he uses. He also notes that 75 per cent of Trumps’ own supporters are also in favour of solar and wind power, and natural gas. Waldorf himself is not in favour of natural gas, as it’s still a fossil fuel, with the environmental problems that poses. At the moment, the movement is still in the planning stage, but hopes to issue a mission statement soon. In the meantime, they state that a government that sacrifices science to ideology is a threat not just to America, but also the world.
I wish the scientists the best of luck in their campaigns against Trump’s attack on climate change and green energy. I think, however, Waldorf has a rather too optimistic view of science. There’s quite a debate in the philosophy of science over what constitutes ‘proof’. In one view, articulated by the great philosopher of science, Karl Popper, science advances through falsification. You can’t prove a particular theory. What you do instead is show that other explanations are false. In many areas of science, the observable effects of experiments, may be tiny and ambiguous. This is why scientists have developed very sophisticated statistical methods for sorting through their observations in search of factual evidence that will support or disprove their theories. Thus, at the risk of nit-picking, it might be fairer to say that climate change and environmental damage by the fossil fuel industry is far better supported by the available evidence, than the minority view that no such change or damage is occurring.
I also think you have to be careful about relying too much on science to solve social problems. The British philosopher, Mary Midgeley, in one of her books pointed out that in some areas, what is needed is a social and industrial solution to a particularly issue, rather than scientific innovation. For example, it could be argued that in the struggle against world hunger, what is needed is not new, genetically engineered crops which produce vast yields, but better transportation methods and infrastructure to supply people with the food that has already been grown.
Despite these very minor quibbles, it is true that orthodox, respectable science in the above areas has been under attack for a long time to serve powerful interests in the fossil fuel industries. Trump this week imposed gagging orders preventing scientists and government workers in the Environmental Protection Agency from revealing their findings. Climate change is happening, and is a real danger to America and the globe. But this awareness frightens the Koch brothers and their wealth in the petrochemical industry. So they, and millionaires like them, are spending vast sums to keep the facts from ordinary peeps. America’s scientists are right to challenge this. Let’s hope their march in support of proper science goes ahead and is well-attended.
