I heard this was in the offing from a friend a little while ago. He came to the conclusion that the government wanted to shut down the jobcentres and privatise their work because of the way jobcentres have been gradually separated from actually giving advice to people seeking work, and actually handling or processing unemployment claims.

Iain Duncan Smith is reportedly being urged by senior Tories to shut down all Jobcentres and let private companies and charities to step in to help Britain’s unemployed back to work.
