Even allowing for the fact that this comes from the Daily Mail, this does seem all-too plausible. Poland and the present Baltic states were the most economically developed parts of the former Russian Empire under the Tsar, American jokes about Polaks not withstanding. One of the travel books I read years ago in the 1990s about the former DDR pointed out that if you slightly tweaked the statistics, East Germany was roughly comparable in economy and standard of living with the North. As that was over 20 years ago, I have no trouble believing that parts of Britain are probably now worse off than parts of Poland.
