Policy Exchange is one of those wretched right-wing think tanks that has been poisoning British politics for decades. I think apart from the Tories they were also a force influencing New Labour policies. But this is interesting, nonetheless. I found an article from them on their website, ‘White Departure from Inner City Britain Halting’, which cites their research showing that Britain is slowly becoming less segregated. Some of this is from Blacks and other ethnic minorities moving out of the inner cities to the suburbs. But it also shows that the ‘White Flight’ from the inner cities has stopped has stopped and may actually be reversing. This is an important issue. One of the factors behind the Oldham race riots a few years ago was that the very strong separation between White and ethnic minority communities. They lived in separate areas and had little contact with each other, which allowed for the extreme right to spread their noxious ideas. Much of the article comes from interviews with senior politicians done by the widower of Jo Cox, the Labour MP assassinated by a White supremacist. Nevertheless, it also notes that just under two-fifths of Brits say they feel like foreigners in their own country. This has been a strong influence in Whites leaving multiracial and multicultural areas, in some cases along with hostility from the ethnic minority population. A little while ago the New Culture Forum as part of their ‘Heresies’ series posted an interview on YouTube with the author of the book The Demonization of the White Working Class. He stated that working class Whites were being squeezed out of large cities like London by ethnic minorities and the new global rich. The influx of Whites to Black and Asian areas is causing a different set of problems, however. The extract below states that it’s professional White moving into areas like Brixton. This gentrification has provoked Black and Asian resentment as those minorities become priced out of their home areas by these wealthy incomers. The extract I’ve posted here also discusses the implications these demographic changes have for both Tories and Labour. The article, which is part of a longer report against the politicisation of the courts, How and Why to Constrain Interveners and Depoliticise Our Courts, begins:
‘The decline of the White British population in inner city Britain appears to have halted and may even have reversed, according to a new report on ethnic integration and segregation.
The new demographic analysis for Policy Exchange by the Webber Phillips data analytics group confirms that neighbourhood segregation has been slowly declining for most ethnic minority groups as they spread out from inner city heartlands into the suburbs but it also finds that the level of mixing between ethnic minorities taken as a whole and the White British majority is barely moving at all. It is a similar story in schools, with over 40% of ethnic minority pupils attending a school that is less than 25% White British.
This confirms previous trends, but what is new is the stabilisation of the White British population in big cities like London, Birmingham and Manchester. And in some parts of inner city Britain there appears to have been an actual increase in the White British as white young professionals move in and poorer minority residents are driven out by higher rents, think Brixton in south London.
Brendan Cox, the widower of Jo Cox the MP murdered by a white identity extremist and now a campaigner for more cohesive communities, argues that “Britain is on the verge of a diversity boom” yet the issue of integration has been a political orphan with no consistent lobby for it and with neither of the main political parties having a strong incentive to pursue it.
Cox’s analysis is based on anonymised conversations with politicians of all parties including former prime ministers David Cameron and Tony Blair, five former Home Secretaries (Amber Rudd, Charles Clarke, David Blunkett, Jack Straw, Jacqui Smith) and other experts and leaders of ethnic minority organisations. A full list of those interviewed can be found in the report.
One of the former PMs is quoted as saying, “Later in my term I started to feel this was one of the most important issues, that there was nothing more important… The tough questions are schools, housing, immigration, you start with wild enthusiasm then look at the policies that stem from it and say ‘oh christ do I really need to do that.’”
And a former Home Secretary is quoted as saying: “It feels like a poisoned chalice. Long timelines, multi departmental approach and lack of definition about what we mean and controversial policy areas, are all real brakes on strategic action. It’s seen as unclear, potentially messy and with indeterminate benefits.”
Integration only tends to surface in response to terrorism or immigration crises, says Cox, and both of the main Westminster parties have historic legacies or ideological baggage that directs them away from the issue. For the Conservatives, argues Cox, “when it comes to integration and minority communities it’s not simply about fears of being seen as a nasty party but a racist one .”
For Labour, according to MPs interviewed for this report, “the political challenge comes from a political reliance on minority voters in particular areas of the country.” Cox says in theory this might incentivise engagement in integration given high levels of support from minority voters but many community leaders, especially in Muslim areas, are either ambivalent about integration or see it purely through a discrimination and anti-racism lens.
In other words parts of the left still view integration mainly as a problem of inequality, while the right avoids it out of fear of being branded racist. Cox, however, argues that there are some grounds for optimism. This is partly because the issue of integration and segregation has ceased to be an “us and them” issue and has evolved into an “everyone” issue. A 2021 YouGov poll found that 38% of British people agreed with the proposition that: “Sometimes I feel like a stranger in my own country.” And more than a fifth of people in England say they are always or sometimes lonely.’
I have a kind of love-hate relationship with Private Eye. Mostly I like it, but today I find myself wishing there was another satirical magazine around, one that wasn’t captured by the political-media complex. One that genuinely was subversive, crusading and really brought you the news that the papers and the lamestream media wouldn’t, and didn’t want you to know about. Because Private Eye is establishment. Its founders were all public schoolboys, as is its current editor, Ian Hislop. And yesterday it showed.
It ran an article on the imminent departure from politics of Diane Abbott for her letter to the Absurder stating that Jews don’t experience racism, and when they do, it’s like the prejudice against people with ginger hair. Unlike Blacks, who were enslaved and forced to the back of the bus under segregation. She ignored the Holocaust and the fact that across parts of Europe and America various institutions, like the universities, set limits on the number of Jews they would take in case they became dominated by Jews. I’ve also heard from people of Jewish heritage that California at one time wouldn’t allow Jews to own property. Abbott is completely wrong, as she’s been told by everyone.
I don’t believe, though, that Abbott is an anti-Semite. She just doesn’t believe anyone except people of colour, and that means primarily Blacks, suffer racism. And she doesn’t want racism by non-White ethnic groups discussed, because ‘they’ would use it to ‘divide and rule’. Aside from which, as Tony Greenstein has shown citing the stats, there isn’t a lot of anti-Semitism amongst severely normal Brits. 77 per cent of British people have positive views of the Jews. Five per cent hate them, and the reminder don’t care one way or another. Given those stats, it’s easy to see how she forgot about the real persecution Jews have historically suffered.
But this was not enough for the writer of the article on Abbott’s coming fall. The anonymous author, styling himself ‘Steeplejack’, said that her views were normal for Corbyn and his faction. He then quoted some Communist who said that Corbyn never really sympathised with the Jews because of their wealth. Okay, according to the stats 60 per cent of British Jews are upper-middle class. This section of the Jewish community doesn’t vote Labour. They’re Conservatives, as shown by Ephraim Mirvis, the Chief Rabbi of the British Empire, nipping round to No. 10 to congratulate Tweezer on her elevation to Prime Minister. The liberal parts of the community generally vote Lib Dem, according to the same stats, with only a few voting Labour. And some parts of the Jewish community are very right-wing, like the two per cent who voted for the National Front in the 1970s. ‘Steeplejack’s’ article believed that it was quite right that Abbott was going to be retired and that Corbyn had been effectively purged from the party, and ended with the announcement that they were coming after John McDonnell next.
You’ll note that at no time does the article mention that Corbyn had and continues to have the strong support of that part of the Jewish community that hasn’t become entranced by the Tories. They didn’t quote anyone from Jewish Voice for Labour, Jewdas or the Jewish Socialist Group. Because they are the wrong sort of Jews. They’re all evil self-haters and anti-Semites because they support him and criticise Israel. They didn’t go to Shraga Stern for comment, who welcomed Corbyn into his synagogue. Stern’s a Haredi Jew. Their theology holds that Israel will only be restored with the return of the messiah. Until then, Jews should stay patiently in exile, working for the good of the wider community. The Haredi community has a strong respect for Corbyn as he stood by them when they opposed the commercial development of their historic cemetery. But again, the wrong sort of Jews.
Now we come to the question of the identity of ‘Steeplejack’. The last of the Eye’s correspondents pushing this nonsense was outed as a Blairite Guardian hack. I don’t know who this guy is, but the pseudonym suggests he fancies himself in the mould of Fred Dibnah, the steeplejack and broadcaster. Dibnah was very good at explaining industrial history and Britain heritage of invention, but he had very reactionary views. He didn’t believe that women should go out to work, for example. ‘Steeplejack’s’ monicker suggests he is similarly right-wing, though probably not to that extent. And he’s almost certainly another establishment journalist.
Which is what is wrong with Private Eye. You get the views of the lamestream media. It’s critical, but only up to a certain extent. The magazine thus pushed the line that Starmer was an anti-Semite for all it could, because that was what the establishment was saying, and the magazine and its editor and contributors shared the same fears of a socialist revival. It also won’t tell you that the current Ukrainian president, Volodomyr Zelensky, is a quasi-dictator very much in the same mould as Putin. Because Zelensky’s on our side against Russia, and so the people must not know that the Orange Revolution was stage managed by Obama’s Victoria Nuland at the State Department and the National Endowment for Democracy. Private Eye aren’t anti-establishment, just a slightly critical section of it.
John McDonnell and the Socialist group of MPs are one of the very few things keeping me in the Labour party. And now it’s clear Starmer wants to purge them, with the support of the media and goblins like Private Eye.
But she does recognise they were victims of prejudice.
I’ve just seen the headline for a video put up by Sky News, stating that Diane Abbott has had the Labour whip withdrawn. This looks like it’s connected to a story that broke this morning, that Grant Shapps was demanding Starmer take action about her because of a letter she wrote to the Independent. She claimed that although Irish, Jews and Travellers suffered prejudice, they didn’t suffer racism. They were no laws in America demanding that they sit in back of buses, like there were Blacks during segregation. This has caused upset, with Lord Wolfson stating that his ancestors weren’t forced to sit at the back of the bus, but in cattle trucks.
The problem here is that Abbott has made the same mistake Whoopi Goldberg did on the American tv programme, The View, which got her suspended for a couple of weeks. Goldberg confused ‘race’ with ‘colour’, and so asserted that the Holocaust wasn’t racist, as both Jews and Germans were White. In fact, the term ‘race’ has a number of meanings regarding ethnicity, of which skin colour is only one. At one time it also meant lineage and biological sex. Thus, 18th and 19th century genealogists talked about the noble race of such and such aristo, meaning his ancestors. It could also mean a specific nation. One of the great 19th century poets – it could have been Tennyson – talked about the superiority of the ‘Anglo-Norman’ race, presumably meaning English-speaking British. When Count Gobineau founded modern scientific racism in the 19th century, he also talked about what he saw as differences between European races, meaning different European nations.
The Nazi persecution of the Jews was based on race, even though its victims were White. Whereas the Medieval persecution of the Jews was largely based on their religion, the Nazis defined Jewishness in terms of race, so that secular Jews and Christians of Jewish heritage were also persecuted. Karaite Jews were spared, not because they rejected the Talmud, Judaism’s second holy book along with the Bible, but because they were viewed as descending from the Khazars and so racially not Jews.
The persecution of the Gypsies by the Nazis was also racist, and a very strong case could be made out that so is the traditional hostility to the Romany. The Romanies entered Britain in the 15th century. According to the stereotype, they had dark complexions. Romany is one of the Indian languages, and the Romanies’ are believed to have their origins in India’s Rajasthan, from where they moved westward over the centuries.
As for the Irish, they were placed well below Germanic northern Europeans in the 19th century racial hierarchies. I think that Gaels like Gaelic-speaking Irish and Scots were viewed as the most primitive of the Celtic peoples. I did hear that one particular 19th century British racial fanatic even claimed that they were lower than negroes. And Irish people could also be subject to the same prejudices and restrictions as Blacks, as shown in the signs ‘No dogs, no Blacks, no Irish’.
Abbott is certainly wrong to claim that the Jews, Travellers and the Irish weren’t victims of racism, simply because they were White. Her statement that they were comes from the attitude, shared with Goldberg, that only Blacks and people of colour can suffer racism. She and Goldberg nevertheless acknowledge that the Jews, Irish and Gypsies were victims of prejudice and whatever else may be said about the two, they definitely have not denied the Holocaust. Part of the problem is that by defining the hostility Jews and the others faced as prejudice, but not racism, she appears to be denying that it could be as severe as that inflicted on Blacks. This is clearly wrong, as shown through the long history of discrimination, pogroms and expulsions against the Jews, culminating in the Shoah.
But I don’t think that’s the real reason the Tories wanted Labour to suspend her, or Starmer’s willingness to do so. Some of it may be because the Tories are still smarting about the sacking of Dominic Raab, and wanted to take a head of their own. There were several videos posted yesterday by butthurt right-wingers moaning that Raab had been brought down by ‘snowflake’ civil servants and the bar for anti-bullying had been set too low and so on. But to me the main reason is that she’s a prominent left-winger and a close ally of Jeremy Corbyn.
This is about purging the Labour left until the Labour party is as right-wing and neoliberal as the Tories themselves. Abbott’s ignorance and tactlessness over the issue of race merely provided an excuse.
As readers will have probably noticed, I have very strong objections to Critical Race Theory and particularly its concept of White privilege. Critical Race Theory is a postmodern revision of Marxism, dreamt up in the 1970s by Kimberle Crenshaw and a group of Black Marxist legal scholars in the 1970s. It replaces class as the instrument of oppression with race. ‘Whiteness’ is a bourgeois quality possessed by all Whites which guarantees them social, economic and political superiority to Blacks and other people of colour. Even if the individual White person is not racist. Racism, it also holds, has not declined, but is just better hidden. Whites must be made to know Black oppression and feel guilty about it. Much of the literature of Critical Race Theory and its activism is about deliberately humiliating Whites. For example, several years ago there were student riots at Evergreen College in Oregon. The college was very liberal, and there had been for decades since the 1970s an annual withdrawal of Black students during the summer months to mark the absence of Blacks during a critical phase in the civil rights struggle or so. By the middle of the last decade, this had changed into demands for the White students to absent themselves in favour of Blacks, in order to appreciate Black marginalisation. This was succeeded by a series of aggressive student demonstration in which Blacks and their White allies insisted on forcing Whites into inferior positions. At meetings, for example, Whites were required to sit at the back and not speak. Brett Weinstein, an evolutionary biologist with liberal views, describes it as ‘Black supremacy’. Not all Blacks supported this aggressive demonstration of racial vindictiveness, and one of Weinstein’s students, a young Black woman, shouted at the mob that she wasn’t oppressed. Students of whatever colour, who didn’t conform, were chased by the mob. Peter Boghossian, Helen Pluckrose and James Lindsay also demonstrated the irrationality and vicious prejudice of this woke pseudo-scholarship in the spoof papers they sent to various woke, postmodern journals, which were eventually collected up and published as Grievance Studies. In one paper, they argued that White male students should be forced to sit on the floor in order to teach them about marginalisation and persecution. They believed this would be too much for the academic journal to which they had submitted it. Alas, no; it was accepted with a reply complaining that they didn’t go far enough: the young men shouldn’t just be forced to sit on the floor, but should be chained up as well.
Part of what worries me about the concept of ‘White privilege’ is that privilege is something usually said of rich minority groups, who haven’t worked for their position, such as the aristocracy. Or the half of the British business elite that has inherited the ownership of their companies, rather than having worked their way up. It also recalls the legal privileges that accompanied the European class system, particularly under feudalism, and the legal restriction placed on Blacks in Jim Crow America and in the White-ruled colonies, like Rhodesia, Malawi and South Africa, until the beginning of Black majority rule. For example, until the establishment of democracy in the 1920s in Britain, women were barred from voting and there was a property qualification on the franchise, so that the majority of working class men did not have the vote either. I also believe that there was a property qualification on serving on juries, which was only abolished by Woy, sorry, Roy Jenkins in his socially liberal reforms of the 1960s. Much of the ire directed at Jenkins from the right comes from his decriminalisation of homosexuality and his relaxation of the divorce laws. One splenetic right-winger- from the Daily Heil perhaps? – once described him as a destroyer of British society comparable to Stalin or some other totalitarian monster. Really? Just Jenkins on his own? With his ‘good claret expression’, to use the words of caricaturist Gerald Scarfe. The last time I looked, Britain’s buildings were all standing rather than reduced to rubble by the rampaging hordes, and Jenkins and the Labour party following him had sent a precise number of zero people to concentration camps or re-education centres. But a certain type of high Tory does want all this back. The Financial Times reviewed one such book, which looked forward to the return of the property qualification for juries so they would protect property rights, and the restoration of the old order before anti-discrimination legislation.
In fact there are very strong arguments against White privilege. For a start, east Asian such as the Chinese and Japanese, perform much better educationally and economically than Whites in America and Britain. In Britain the proportion of Asians in management positions, for example, is identical to Whites. In America, they earn more and occupy superior jobs. And while Blacks are sacked before Whites, Whites are sacked before east Asians. This isn’t because east Asians are superior in IQ. It’s because they seem to work harder and have a particular set of cultural skills that allow them to succeed. And in many instances, they earned their position through very hard work against prejudice and discrimination. One social study found that the Japanese in Canada were the most ‘privileged’ ethnic group. But Japanese Canadians had had a long struggle against punitive discrimination which was worse than that experienced by people of Japanese descent in the US. And immigrants to the US from the British Caribbean earn more on average not just to native Black Americans, but also to Whites. For Black conservatives like Thomas Sowell, Blacks are held back not by racial discrimination in the wider society, though he doesn’t deny this exists, but because the majority Black culture hasn’t acquired the necessary social and economic skills to uplift themselves And he is fiercely critical of multiculturalism because he believes it isolates and ossifies different ethnic groups into separate enclaves and cultural preserves, thus preventing from learning from and acquiring the skills of other, more successful groups. As for White privilege, it is hard to see what privilege a homeless White man possesses compared to tenured and respected Black academics and radicals like Crenshaw.
To me, Critical Race Theory and White privilege tackle the problem of Black poverty and marginalisation from the wrong end. Instead of seeing Black poverty as the anomaly which must be tackled, it sees White success as the anomaly, which must be destroyed if Blacks and people of colour are to take their rightful place in society. Thus White people must be brought down and Whiteness abolished. The Guardian, which promotes Critical Race Theory, as claimed that this doesn’t mean White people but Whiteness as the social quality that gives them their exalted place. But one of the writers anthologised in the collection of papers, Critical Race Theory, states that there is no difference between Whiteness and White people. And one of the fears of CRT’s critics is that after attacking Whiteness, the radicals will indeed move on to attacking Whites.
It seems to me that the Critical Race Theory and White privilege are essentially a continuation of the mindset that Whites enjoy their superior social position through mechanisms of power long after those legal mechanisms had been officially abolished and the ideology on which they were based was discredited. It’s an attempted to explain why, after the victories of the Civil Rights movement, the majority of Blacks are still poor. And the rhetoric of decolonisation over here seems to be a direct transference of the bitterness felt by indigenous Africans to privileged White settlers to mainstream British, White society. And that worries me, because of the brutality of the ethnic cleansing of the White farmers in Zimbabwe by Mugabe’s thugs at the beginning of the century. I also have to say that I’m worried about the trends in Afrocentric and other Black pseudohistory that claims that Blacks are the original inhabitants of the British isles. Simon Webb of History Debunked yesterday put up a post about the claims in a book on African and Afro-Caribbean communities in the UK, that there are folktales of Africans invading Britain before the Romans. Webb has his own racial biases and some the historical claims he makes are also false. But if he’s right about this, then the author of the book, Hakim Adi, a professor at Chichester university, is talking pure tosh. I am aware of no such folktales, not even when I was a member of the Society for Contemporary Legend Research back in the 1990s. The closest I’ve come to it was in the long-running and sadly missed Celtic warrior strip, Slaine, in the zarjaz SF comic 2000AD. This included a race of Black Atlanteans, the Rmoahals, described as giant aboriginals. The strip’s writer, Pat Mills, based them on a legend that the standing stones of the isle of Callanish in the Hebrides were built by Black-skinned giants who dressed in feathers. Aside from that, the only other source for this curious assertion may be a garbled memory of one of the waves of colonisation that swept over Britain and the continent during prehistory. The Neolithic reached Britain from the fertile crescent over two routes. One was directly across Europe itself, the other was across North Africa and then up from Morocco through Spain. But this occurred so long ago that it was lost to memory for millennia. Archaeologists have only now been able to reconstruct it by using genetic data. Has Adi heard a garbled version of this from within the Black community, from people who mistakenly thought this was a Black African invasion? It also reminds me of the claim made a few years ago that the ancient Egyptians settled in Birmingham before the Roman conquest. This appeared in the Independent, but has, I understand, since been discredited. It also seems to me to have a certain kinship to another piece of Black myth-making, that sailors from Mali discovered America before Columbus, but didn’t enslave the Amerindians. If this happened, it would be truly remarkable, as I’ve seen claims that the Malians didn’t have any ocean-going ships. And the Malinka were a powerful slaving nation, so if they did discover the Amerindians, there would have been nothing preventing them from enslaving them as well.
My fear is that this rhetoric and pseudohistory will cause Blacks, or a minority of Blacks, to see themselves as the oppressed, true inhabitants of Britain and attack the White British as colonialist oppressors. Even if, at present, they claim otherwise. When the Black Lives Matter movement broke out, its Bristol branch stuck up posters claiming that ‘We’ve always been here’ – which is hi8storically very debatable, although some Blacks have been present in Britain at various periods from the Middle Ages onwards. Claims of Black presence further back, such as the supposed Black skin colour of Cheddar man, are more conjectural. Webb has claimed that this reconstruction was based on a false interpretation and has since been retracted, but I have not seen him cite his source for this.
Marx himself held some extremely unpleasant racial views. He’s most infamous for his anti-Semitism, as shown by him sneering at his German rival, Ferdinand Lassalles, as ‘the Jewish ni++er.’ But he also had strong prejudices against European ethnic groups. He held that the Celts, Basques and the Slavs were backward peoples who had no intrinsic right to exist and national independence. When the 1848 Revolutions broke out, he was afraid that their bids for independence would stop the class revolution he wished to promote. In a chilling passage, he looked forward to the class war becoming a race war. This recalls the horrific ethnic cleansing and deportations Stalin inflicted on the national minorities in the USSR, including the Holodomor, the artificial famine in Ukraine which killed 7 million people.
Thomas Sowell in his book Conquests and Cultures talks about the ethnic cleansing by Muslim mobs of the Ibo people by Muslims in Nigeria and the horrific bloodbath of the Biafran war. The Ibos had previously been a minor, poor tribe but had seized the opportunities presented by western, Christian missionary education, which the northern Muslims had rejected as against their faith. As a result, Ibos were better educated and held better jobs and positions of responsibility even in the Muslim north. This was naturally resented, and the resentment grew into violence. Sowell notes that these tensions were heightened by the language each side used against the other. He writes
‘The problem was not simply that there were differences of opinion, but that there were not established and mutually respected traditions for airing those differences with restraint and accommodation. Vitriolic polemic in the press and in the political arena became the norm. Epithets like “fascist” and “imperialist stooge” became commo currency, along with unbridled expressions of tribal chauvinism.’ (p. 127). In the West there are respected means of airing such differences, but the insults sound very much like the language used by the woke, radical intersectional left against its opponents.
And there is anti-White racism and violence. Two decades ago the number of Whites killed in racist attacks was nearly the same as members of Blacks and other ethnic minorities. There have been armed attacks by Blacks on Whites in the past few weeks and months. One was when a man opened fire on the passengers on a subway. Another was when a Black man deliberately drove his car into a parade in a White community. He left behind a manifesto which made it very clear that this was an act of anti-White terrorism. But this was not treated as such by the Biden administration.
I am very pessimistic about the success of affirmative actions schemes in creating a sustainable Black middle class. As I understand it, this was originally intended to be only a temporary measure. Once Blacks had gained entry into education, the sciences, politics and business on a level comparable with Whites, these schemes were to be dismantled as they would no longer be needed. But forty years after the Runnymede Commission recommended ‘positive discrimination’ in which Blacks are to be favoured by offering places with lower grades to universities and colleges, and preferential job offers if they have lower qualifications, the mass of Black Britain still remains poor and marginalised. I don’t, however, know how bad the situation would otherwise be if these policies had not been implemented. It could be they would have been much worse.
Nevertheless I do fear that these policies will continue to fail and that, in their anger and desperation, some Blacks will begin pogroms against Whites, encouraged by the rhetoric and arguments of Critical Race Theory.
I had to blog about this, as it’s another example of the right-wing media only telling you one side of the story. Yesterday or the day before the Lotus Eaters put up a video claiming that the housing crisis was a result of immigrants taking up so much housing, and no doubt looking at the channel migrants in particular as they did so. Because they should all be deported to Rwanda, of course. They argued that immigration was the source of the housing shortage, and thus all the new building work that is threatening to cover our green and pleasant land with concrete, as the British birth rate is 1.24, below that needed to maintain the population. The reason why our population is growing, however, is because of immigration. Now the Lotus Eaters are fervent Brexiteers, hate Woke and are very strong opponents of immigration. But they’re not wrong. I believe the Pears Cyclopedia 1984 edition said the same nearly 40 years ago. It’s solid fact, rather than racist myth. Mind you, I also believe that that the population has grown also because people are living longer and not dying off as young as they did, and so there’s a younger generation growing up at the same time as its grandparents and great-grandparents are still alive. But possibly for not much longer if Johnson and his foul effluvium have their way. In the past decade they’ve been in power, life expectancy has gone into reverse so that the present generation has a shorter life expectancy than we did.
Now for what John, Callum and Sargon aren’t telling you. The welfare state and capitalism need a population that’s stable or growing. Years ago, the Financial Times wrote that the welfare state was maintained by the contributions of the present generation of workers, which were needed to maintain the level of benefits to support the older generation. Fewer people being born means less money being paid into the welfare state,, equals cuts to welfare provision. This presumably is the thinking behind the Tories’ decision back in the ’90s to try and get people paying into private ‘workplace’ pension schemes rather than the state pension, and why the state pension’s been kept low. It’s also no doubt being used to support the cuts to the welfare state in general, following Thatcher’s line that we now can’t afford to support everybody and people should have to look out for themselves. This may not affect the Lotus Eaters, as their smug sneers about ‘socialism’ and ‘leftists’ and general support for unfettered capitalism suggests to me they come from monied backgrounds. But I could be wrong.
But capitalism also requires a stable or growing population. It’s all about consumer demand, you see. The more people, the more demand for goods and services, which in turn stimulates production and should produce more profits and less unemployment as workers are taken on to produce the goods. If you have fewer people, you have less demand, declining profits and rising unemployment.
Immigrants help solve these problems, because they tend to put more into the welfare state than they take out in terms of benefits and so on. And by maintaining or expanding the population, they help to create the demand that powers industry.
And I suspect some of the demand for new housing is local to certain parts of the country. A few years ago the ‘Communist’ BBC as the Lotus Eaters no doubt think of the Corporation produced a documentary following a prospective Romanian immigrant as he tried to find accommodation over here. He ended up sleeping rough in one of the London parks. At one point he went north seeking available homes. He found a whole street-load, boarded up and deliberately kept empty. Because some obscure reason of capitalism. He was obviously not impressed, and made the obvious comment that it was stupid to have houses go empty when people needed them.
I think – and this is only my impression – that some of the migration pushing up house prices and creating demand is internal. People from the declining north, or some of them, are moving south in search of work and opportunities. People in the countryside are being priced out of local homes by rich outsiders seeking second homes. And respect to the council the other day that was reported to have banned this! Here in Bristol local people are being priced out of the housing market due to recent migrants, not from Africa, Asia or Jamaica, but from London. As a result, some Bristolians are looking towards places like Wales and the borders for affordable homes, which is going to push the prices up there. And so there’s a knock-on effect.
And last but not least, the Tories and the Heil can take some of the blame. In order to keep the economy afloat, I think it was George Osborne who linked some part of our financial performance to house prices. As a result, house prices have to be kept high. Quite apart from the Daily Heil in the ’90s constantly advising its readers on the ‘money’ pages to invest in brick and mortar as part of the ‘buy to rent’ boom. People have done that, leaving less homes around for people, who actually want to live in them to purchase.
Yes, I think there are a lot of problems surrounding immigration that need proper discussion and solution. There are problems of assimilation and integration, and while I don’t like Kemi Badenoch’s party, I think she is right about growing segregation. That’s been going on for some time, since at least the beginning of this century. The concentration on race is probably a part of it, but only a part. But you can’t blame immigrants solely for the housing shortage and new building work.
Hidden behind this is also an anti-feminist agenda. Sargon and the other Lotus Eaters have the same anti-feminist views as American conservatives. In their view, the population decline is due to modern women choosing not to settle down and marry but concentrate on having careers. They’d like to return to the old traditional family in which mum stayed at home to raise the kids and Dad worked to support them. Now I think that if they were given the choice, more women probably would stay home to look after their children. But they don’t have a choice. Since women entered the workforce, it’s been argued that the economy has responded so that families need the income from both parents to pay off mortgages and buy the family groceries. However, this claim also needs examination as I’ve also read that long before the 70s families needed both parents to work. And back in the 30s and 40s, women didn’t have a choice about not working. Some of the firms in Bristol would not employ married women with children, which was a real problem for women running away from abusive or criminal husbands.
The decline of the existing, traditional populations is also one of the arguments against abortion. If all the kids lost to abortion were allowed to come to term and live, then the population would be growing. This isn’t necessarily a racist argument. Turning Point, an arch-conservative think tank, put up a video of one of its presenters challenging a young woman on the issue. He argued that the reason the Black population has remained at 13% in the Land of the Free is due to abortion. If there was less abortion, the population would expand. She was obviously racist for being in favour of abortion, and hence fewer Blacks, while he wanted more of them. I don’t want to get into the politics of abortion, except to say that it includes major issues of bodily autonomy, female healthcare, the dangers of a return to backstreet abortions and poverty. What happens in the case of women too poor to bring their children up? Conservatives like Thomas Sowell already blame the welfare state for the decline of the Black family, but without it many women would be too poor to have the children Conservatives would like them to. In the 1920s Mussolini got very worried about falling Italian birthrates, and one of the methods he chose to tackle it, apart from getting women out of the workplace, was providing something like the equivalent of family allowance. Perhaps, if the Tories want women to stay at home and raise their families they should consider providing them with a state income for doing so. But I can imagine the screams and horror from the right if someone dared suggesting that. They shouldn’t, not if they’re good classicists. The later Roman emperors were so worried about the declining population of their empire, they passed legislation giving first Italians, and then all Roman citizens throughout the empire, a kind of family allowance. Possibly not something Johnson wants to be reminded of, for all he goes on about how wonder the Romans were.
Years ago New Scientist covered this issue with an interview on demographics. A declining birthrate is happening not just in the West, but also in Japan and China. Way back in the 90s one of the leading Japanese newspapers was so worried about it that they published an article that declared that if it carried out, in one thousand years the Japanese would be extinct. They also tried encouraging men to take an extra day off work to improve marital relations with their wives and so make more little Japanese. This got an angry response from a housewife, who said that relations between married couples didn’t improve simply because the husband was at home. China and India are also suffering from a shortage of women because of generations of infanticide. What the New Scientist demographer noted, was that the countries that have the highest birthrate have the less macho cultures and men are prepared to share the childrearing. Thus Scandinavia has a higher birthrate than Italy, and China and Japan, which have the same traditional attitudes to the division of labour, also have a low birthrate. In the case of Japan, there’s also the problem that young Japanese aren’t dating and having sex. Some even say that it revolts them. A decade ago there was a Radio 4 programme reporting this phenomenon and asking why it was so. I honestly don’t know, but I’m sure someone will blame video games.
The birthrate is also falling all over the world, although obviously in developing countries it is still much higher than over here. But Africa loses very many of its infants to appalling rates of infant mortality, so its population is very stable. In fact, there are fears that if the population continues to fall in some of these nations, their population will actually decline.
Which bring me to another point: the same demographer predicts a population crash throughout the globe in the middle of this century. This obviously contradicts the predictions of the various scientists and experts of the ’70s, who were worried about the ‘population bomb’. If this happens, countries will instead compete with each other to attract migrants. P.D. James’ SF film, Children of Men, showed that. It’s a dystopian movie in which the human race has become infertile. As a result, there’s massive political instability, but Britain has managed to keep order by becoming a quasi-Fascist state. But migrants from the rest of the world are invited, as shown by Arab mule trains around London. The hero in the story is charged with protecting an immigrant woman, who’s become the first in a very long time to become pregnant. Its a chilling movie, and one which marks a departure from the detective novels with which she made her name. But it was chilling realistic and had a point.
There are issues with immigration, but it ain’t the sole cause of the housing shortage, nor is the solution the Lotus Eaters want underneath it palatable to today’s women wanting independence. It may not even be one that works. We might instead be better off passing legislation giving greater assistance to manage family and work, like perhaps more maternity leave, and encouraging dad to share some of the housework more. But those aren’t good, Conservative attitudes and involve capitulating to feminism and greater state legislation of industry. But this terrifies the Lotus Eaters, and so they ain’t going to tell you about it. Except to argue against it.
Thomas Sowell, Intellectuals and Race (New York: Basic Books 2013)
Thomas Sowell is himself a Black American intellectual. A former Marxist, he wrote an excellent book on Marxism which I’ve used on this blog, before crossing the floor to become a conservative. According to the blurb on the back flap, he is the Rose and Milton Friedman Senior Fellow for Public Policy at the Hoover Institution, Stanford University. That’s the same Milton Friedman, I presume, who backed General Pinochet’s Fascist regime in Chile because only a Fascist regime could introduce the free market reforms and abolition of the welfare state Friedman wanted against the wishes of the workers. The same Milton Friedman whose monetarism was considered so daft by economics lecturers in the 1970s that they simply didn’t bother discussing or refuting them. The same Friedman who caused consternation in Tory ranks in the late 1980s when he announced that his policies were a failure.
Race and IQ in the views of the Progressives
The book is a survey of official attitudes to race, intelligence and social, economic and intellectual achievement from the Progressive era around the close of the 19th century and the beginning of the 20th up to the late 20th century and today. These two periods had markedly different attitudes towards race, and especially its supposed links to intelligence. During the Progressive era, senior academics, intellectuals, politicians and policy makers followed the social Darwinist dogmas of their day and believed that race defined intelligence. They believe in a racial hierarchy of peoples, with Nordic Whites at the top, southern Europeans below them, Black Africans below them and right at the bottom aboriginal Australians. This led to brutal, callous and genocidal attitudes towards race. Francis Galton, Darwin’s cousin, declared that ‘we should not be sentimental about the gradual extinction of inferior races’. They were particularly worried about the decline in superior Nordic immigrants from Europe and mass immigration from the supposedly inferior peoples from southern Europe. Hence they were keen to impose legislation limiting the arrival of the latter. They were also afraid that intellectual inferior Whites from the lower orders would also outbreed their more intelligent social superiors, and so imposed legislation providing for their sterilisation and isolation. These men weren’t cranks. They included leading academics from America’s best universities, and politicians like American presidents Theodore Roosevelt and Woodrow Wilson. Most of the examples Sowell gives were on the political left. They believed in conservation, state intervention, publicly owned utilities and strong trade unions. He does, however, mention that over here in Britain eugenics’ supporters included Ernest Beveridge, H.G. Wells and Conservatives like Winston Churchill.
The American authorities thus initiated a programme of IQ testing, the results of which do appear to show that they were right about the average IQ of certain racial groups at the time. But many of the groups whose IQ scores were low have gone on to achieve considerable social and economic success. Blacks had an average IQ of 85, but other immigrant groups like Greeks, various Slavic peoples also had IQs in the low 80s, while Spanish immigrants had an average IQ, on these tests, of 77. These low-scoring peoples also included eastern European Jews, which is astonishing given the massive uplift of the Jewish community and their prominence in academia. As for the Chinese, who believers in the Bell Curve consider are superior to Whites in intelligence, they were found to have an IQ of 98. Interestingly, Blacks from the northern US scored higher on IQ tests than southern Whites. This racist ideology had a direct effect on Black employability. Under Wilson, various state departments, such as the post office, began to sack their Black workers. But not all of those who believed in the link between race and IQ were monsters. One psychologist stated that he took 3 sessions with a child before administering the test. He believed the children he saw were more intelligent than the tests showed. he therefore spent time getting them used to him. In the first three sessions he let them play, drawing on the blackboard, making things with clay. It was at the fourth session he administered the test. Using this technique, the children’s test scores went up by 8 points. This psychiatrist still believed that this was a small amount, but it is roughly half of the 15 per cent average difference between Black and White IQs. The link between IQ and race was later discredited when another psychiatrist issued damning criticisms against it, one of which was that the tests were not often not administered in a language the subjects, often immigrants, understood. The same psychiatrist also did not believe that Blacks were incapable of being educated, but thought that they could achieve much more given better teaching methods.
General Rise in IQ
He also notes that IQs generally are rising, and that no-one really knows the true range of the Black IQ, or even that of the human race as a whole. The reason why average IQs have always remained at 100 is that they’ve been periodically renormed to keep 100 as the average level. If they weren’t, and psychiatrists continued using the same standards, then the average Black IQ would 104. As for the range of Black intelligence, he cites the example of a nine year old girl, who by one set of tests had an IQ of 140, and 200 by another set. Unfortunately, his scepticism towards racial differences in IQ does not extend to the Bell Curve, whose authors and work he defends. He notes that they state in the book that there isn’t enough evidence to decide one way or another if IQ is affected by race.
But IQ alone does not explain why some groups outperform others, even when their intelligence is exactly the same. For example, Chinese with an IQ of 100 perform at the same level in jobs, education and so on, as Whites with IQs of 120 or so.
Culture and Historic Environment as the Determining Factors in Ethnic Skills and Performance
Sowell believes that the performance of ethnic groups depends on the environment in which these groups historically lived and their traditional culture. These create skills which have allowed minority groups the world over to achieve prominence in business and academia, such as the Germans in Latvia and Bohemia, the Jews in eastern Europe, and the Chinese in Indonesia and Malaysia. These groups have often prospered despite immense persecution, like the Jews. For example, Italian immigrants to the US and Australia were dirt poor. But they always repaid their debts, hence a separate bank was set up in California, the Bank of Italy, was set up to cater to them. This bank eventually became the Bank of Italy. At the same time there was a marked disparity between the achievements of Jewish and Italian kids at school. The two groups lived in the same areas and attended the same schools. But Jews did much better than Italians. Why? Sowell puts this down to different cultural attitudes towards education. Even the poorest Jews had a respect for learning, while there was a hostility to it in the Italian south, from which many of the latter migrants came. When there Italian government introduced compulsory schooling, there were riots, and attacks on teachers and schools. He takes issue with some of these groups now being described as ‘privileged’. A survey of different races in Toronto declared that the Japanese were the most privileged people in the city. But the Japanese owe their success to their own efforts, not privilege. They were also subjected to restrictive legislation and were interned during the Second World War for far longer in Canada than in the US. He is also highly sceptical that racism accounts for the poor performance of American Blacks. While they’re often the last to be hired, and the first to be fired, the next in line for sacking are Whites. Asians are the last to go, and perform better generally than Whites, even in White owned companies. But this is not mentioned in discussions about race, as it would cast doubt about the poor performance of Blacks being solely due to White racial prejudice.
White Racism as the Cause for Black Marginalisation
And it’s White racial prejudice which is the dominant explanation for Blacks lagging behind Whites and the rest of society today. This began with Gunnar Murdal’s 1944 book, An American Dilemma, which claimed that this was due to ‘confused and contradictory’ attitudes among Whites. But Sowell considers this an insufficient explanation, as American Blacks made their greatest progress, both professionally, economically and educationally, during the period before the Civil Rights Act, when racism and overt discrimination was far more acute. He also describes how White racial attitudes changed over time. For example, from 1840 to 1890 some areas were remarkably racially tolerant. In these cities, Whites and Blacks lived in the same areas. As time went on, Blacks not only exercised their right to vote, but also were elected themselves in areas where the majority of voters were White. There were no zoning regulations and the communities weren’t segregated. Sowell believes this was because the Black communities that had moved north in this period had become acculturated and had the same values and standards of behaviour as their White neighbours. This changed with mass Black migration from the south. Sowell draws on observers to the south, like Alexis de Toqueville, Frederick Olmsted and others, to argue that there is a common southern culture, shared by Blacks and Whites, and ultimately coming from the British immigrants that settled those areas. This culture rejects education in favour of aggressive masculinity., The new Black migrants had none of cultural values of the previous Black arrivals,. Crime rates shot up, dismaying the traditional Black citizens as well as Whites. As a result, these communities introduced zoning laws segregating the two colours.
As time went on, the Progressives called themselves liberals, and the explanation for Black underachievement and poverty changed from intelligence to White racism. The solution for these ills, as proposed by the intellectuals, is multiculturalism. Blacks are to be given greater access to academic places through preferential treatment that allows them to get into universities with lower grades than White applicants. At the same time, the features of Black culture that are holding the Black community back are either excused or simply denied as well as the racist attacks by Black gangs on Whites and Asians. Multiculturalism, according to Sowell, is not only not working, it is actually positively harmful.
Affirmative Action Holding Blacks Back Educationally
The book argues that, contrary to the claims made by some educationalists, there doesn’t need to be a ‘critical mass’ of Blacks in a class to get the bright Black students to do better. What works instead is when bright blacks are put in with Whites at the same intellectual level. As for university admissions, much harm is being done through mismatching Black applicants with the wrong colleges. Elite American universities are giving places to Black students, who without such preferential placements would have gone instead to second tier universities. These students find it difficult to keep up, and drop out. The second tier universities, denied a pool of applicants from these aspiring Blacks, offer places instead to Blacks, who would have gone to third tier institutions. And these two drop out, all the way down the line. This is a controversial assertion, and has been argued against, though the professors doing so have not made their research available to scrutiny by others. The book instead to the academic results achieved by the University of California when they dropped giving such preferential placements. There were drops in admissions at the some campuses, but of the Blacks who attended, more passed with better grades. He also argues from the example of Amhurst College that teaching Black history and insisting on Black culture also isn’t necessary for Blacks to get ahead. Amhurst was a Black only college that sent a small but significant number of students on to Stanford. Alumni from the college have said that they were taught Black history as it affect America, like slavery and abolition. But beyond that, it wasn’t taught and there was no interest in it. They said they knew about as much about Africa as they knew about Finland.
He also criticises such academic preferential programmes on the grounds that they don’t work for the poor who really need them. Instead the places offered go to members of the upper classes of the groups targeted. In America, that means the children of lawyers and businessmen. And it’s the same with the Indian version of affirmative action.
The Decline of Black Communities Following the ‘White Racism’ Explanation
Sowell also gets angry about how multiculturalism has led to the decline of life in Black communities. Anything done by Whites for Blacks is immediately suspected of being for some sinister, racist purpose. When a subsidized housing project was built in Harlem in the 1960s, writer James Baldwin declared that it showed how much Whites hated Blacks. That was why people were urinating in the lifts, smashing anything they could, and fornicating in the playground. Sowell argues that there was never a time when this would have been acceptable, and it didn’t occur before the ’60s and White racism became the explanation for everything. He cites the memoirs of other former residents of Harlem, who say that when they lived there, none of this vandalism and loutish behaviour occurred. He cites Theodore Dalrymple, one of the columnists in the Spectator, who declared that the same destructiveness is found among lower class Whites in Britain. They can’t blame racism, so it must come from a common attitude of resentment fostered by the post-60s intelligentsia.
He also argues that most Blacks were against the race riots of the 60s, citing polling data. One of the polls showed that 58 per cent of Blacks thought the riots were harmful for them. But the rioting was excused by the media, which claimed that the anger that fuelled it was quite rightly felt by all Blacks. Sowell is concerned and angry at the way Black culture is being dragged down to the lowest common denominator of rioters, criminals and vandals. He suggests that Black underperformance in schools comes from a resentment of intelligent, academically able Blacks by other students, who will attempt to stop them from achieving. And the same attitude, according to Dalrymple, exists among White Brits. From my own experiences at school forty years ago, I think Sowell has a point. There is a resentment among some Blacks and some Whites, not all, against anybody, who seems to be doing better than them, and they will bully them. For Sowell, this clearly harms the Black community when middle class Blacks feel compelled to emulate the poor behaviour of their less-achieving classmates.
Multiculturalism Preventing Blacks from Acquiring Social Skills Leading to Achievement
This attitude prevents Black Americans from acquiring the same civic qualities and skills that other groups have in their progress upward through society. For example, German Jews were highly acculturated, compared to more recent immigrants from eastern Europe. They took it upon themselves to educate and uplift them. As a result, eastern European Jews from Romania and elsewhere were told to learn English, speak without vulgarity ‘and learn the uses of soap’. Two Black newspapers in one of America’s northern cities advised Black arrivals not to dump their rubbish in the yard or the passage by their houses, watch their language, and not to talk too loudly on the tramcars. In other words, to act couth. Sowell doesn’t mention it, but similar attitudes were impressed on the British working class during the 19th and early 20th century as part of the culture of working class respectability.
Again, there’s a similar example from Britain. In the 1980s or 1990s, according to the Independent, the head of education in one of the northern towns had lost her job following accusations of racism by the Pakistani community. She’d been concerned at the way they took their children out of schools to send to Pakistan for three months at a time. This was damaging their educations. But the Pakistani community denounced her as racist, and had her sacked. It was over a decade before the council realised she was right and had the courage to reverse the policy.
Multiculturalism Creating Anti-White Racism and Violence
And then there’s the racial animosity produced by multiculturalism and its attitude that all Black America’s problems are due to White racism. This has led to racist mob attacks by Blacks against Whites and Asians, but they aren’t reported. In one, where a gang of Blacks attacked a White girl and 10 others, the cops when they arrived weren’t interested in taking down their statements or particulars, but told them simply to go home. As for a girl left bleeding from a punch, they laughed at her and joked ‘White girl bleed a lot’, which became the title of a book arguing that there was more violence by Blacks against Whites than the reverse. When these attacks occur, the race of the attackers is never identified. They are just unspecified ‘youths’. And if the details are given, then racism as a motive is both denied and justified. After a White woman was gangraped in Central Park by Blacks, a New York Times hack declared that racism wasn’t a cause, but it was part of their motivation as resentment against their treatment by White society. At the same time, a White academic has redefined racism so that it depends on power and privilege, as a way of denying Blacks can be racist.
Something very much like this has happened in Britain. Back at the end of the 20th century and the beginning of this one, Whites were briefly the ethnic group suffering most racist assaults. And it was noted that the number of racist murders of Whites was nearly at the same level as the White racist murder of Blacks. And then there were the Asian grooming gangs, were allowed to get away with their predations for 20 years because the police and authorities were afraid of being accused of racism. And there have been the same accusations of the media cover-up of racist assaults and murders of Whites.
Another White academic felt that it was only right that young Whites should be denied places under academic preference schemes, considering how he had benefited from White privilege. Sowell states that he was therefore punishing someone younger, who had nothing to do with it, for something he himself had done. He makes the point that these decision are not about abstract people, but affect real individuals.
Slavery
He also discusses slavery, which is now held to be simply a case of Whites enslaving Blacks. But it has existed all over the world, from the days of the Roman Empire onwards. Before the arrival of Europeans, Africans enslaved other Africans, and there were more slaves in India than in the whole of the USA, and slavery was also extensive in China and southeast Asia. White Europeans were also enslaved by the Barbary pirates. Before the technology existed to transport slaves en masse, most civilisations enslaved people of their own race. As for racist lynchings, fewer Blacks were lynched in American history than Armenians were killed by Turks, or Ibo tribesmen by Nigerians in one year.
The Racism Industry and Its Assault on Business
He is also critical of what he terms the race industry and particularly the American equivalent of the Equal Opportunities Commission/ Equalities and Human Rights Commission. This prosecutes companies for not employing the correct number of ethnic employees according to demographic statistics, leading to long, expensive cases costing millions of dollars which drag out over the years from court to court. And this is despite no individual actually claiming they were subjected to racism by that corporation. Few companies can afford this process, and so they settle out of court. While this technically means that no offence has been made, it is taken by the department as an admission of guilt and a victory for them.
And what also infuriates Sowell is that none of the intellectuals, who ever pushed these policies, whether it is the racism and genetic determinism of the Progressive era or contemporary multiculturalism, ever has to take the consequences of their views. But academics, news people, politicians and educators will pay the price if they speak out against these orthodoxies. But intellectuals, meanwhile, promote these views with impunity, seeing themselves as the anointed on the side of the angels.
Sowell’s Right-Wing Bias
The book has a clear conservative bias. It’s no accident that Sowell marks out the Progressives as the promoters of social Darwinism, despite the same views being held by the right. Big businessmen during the Silver Age of the 19th century used social Darwinist arguments to oppose welfare and safety at work legislation. It was no use passing these laws, they argued, because the poor would never really benefit and would instead become a burden on society while outbreeding their brighter, more successful social superiors. But American conservatives are now using past racism to discredit anything left-wing. Previous generations of left-wingers were supposedly racist, so you shouldn’t back their policies today. It’s pure guilt by association. He likewise blames the expansion of the welfare state for the decline of the Black family, and argues that Black employment fell as a result of minimum wage laws passed in the 1930s. The motive of some of those arguing for them was that they were needed to prevent Chinese workers undercutting Whites. But this did happen, and resulted in race riots against the Chinese in 1909 in Britain. Then a number of companies sacked their White workers and replaced them with Chinese, causing the riots and racist attacks on Chinese people. After this, the firms sacked the Chinese workers and rehired the Whites. As for minimum wage laws today, these are desperately needed whether the workers are White, Black, Brown, Yellow or whatever. Without them the mass poverty we’re already seeing thanks to neoliberalism and the war in Ukraine will become particularly acute.
Decline of Marriage Not Due to Welfare State
I also disagree with his statement that the decline of marriage and the two-parent family among Black Americans is due to the welfare state or its expansion. I’m sure he’s right that this occurred in America about the same time as LBJ passed the welfare legislation of the late 60s, but as Sowell himself says, correlation is not causation. In Britain the marriage rate declined as a result of the sexual revolution of the 60s, but only really got going in the 1970s,, several decades after the introduction of the welfare state by Clement Attlee’s Labour government in 1948. The decline of marriage as an institution might have been aided by the socially liberal legislation passed by Roy Jenkins in the 1960s, which made divorce much easier, but I think it has far more to do with a changing attitude towards sexual morality than greater welfare provision. At least over here in Britain.
Racial Tensions Increasing
But I do think he has a point about multiculturalism and the way it is leading to greater racial tensions. At one point in the book he states that in the 30s, 40s and 50s Whites would go into Harlem for entertainment and parties. This rings true, if only because this was the heyday of some of the great Jazz musicians and their orchestras – Louis Armstrong, Dizzy Gillespie, Howlin’ Wolf, Duke Ellington. Yeah, I know, some of these were really in New Orleans, while Howling Wolf was in Chicago. At the end of a good evening’s fun, people were even able to sleep in Central Park unmolested. I believe that as well, as I’ve read interviews with various writers – I think one of them was veteran journalist of UFOs and the weird John Keel – who have done so.
And I do believe that attributing all of Black America’s problems to racism is making the situation worse. Note here that Sowell doesn’t deny racism existed or exists now. He just doesn’t believe that it’s the ultimate cause of Black America’s dire situation, not when other groups have suffered the same persecution, started out with the same low IQ scores, but have managed to rise and prosper like Jews, Asians and the Chinese. And here the book becomes a warning. Throughout history the resentment of the success of one ethnic group by the others, from the Czechs’ resentment of the Sudetenland Germans, to the Chinese in southeast Asia and Malaya, the Indians and Sinhalese in Sri Lanka, and the Jews in eastern Europe, has resulted in terrible official persecution and ethnic cleansing. Here he could have added the White farmers in Zimbabwe, attacked, beaten and murdered by Robert Mugabe’s thugs. These tensions have been exacerbated by versions of affirmative action. This suggestion also contains another veiled criticism of socialism, as the resentments he criticise also apply to those at the bottom of society against those at the top, and he is very much against redistributive economics. But redistributive economics through a strong welfare state in Britain has meant that there hasn’t been the level of grinding poverty that there is in the US, where the living standards of some parts are worse than some developing countries. This may be one of the reasons why the crime rate here in Britain and Europe has traditionally been lower than the US. People traditionally haven’t been as desperate. Quite apart from the fact that if social tensions in America and Britain have got worse, it’s because of an increasing gap between the rich and everyone else, so that ordinary Americans and Brits don’t feel that the system is rewarding them as it should for their hard work.
Critical Race Theory as an Explanation for the Failure of Affirmative Action Programmes
Sowell states that these affirmative actions programmes were, in many cases, only supposed to be temporary. But they have always been renewed. We’ve had positive discrimination in Britain for forty years now, ever since riots of 1981/2. These were also supposed to be only temporary. I think the intention was that after Blacks gained proper demographic representation proportional to the White majority, the situation would become self-sustaining. The programmes could be discontinued because Blacks would no longer need such official help. But this hasn’t happened. Blacks still lag behind, and have been particularly hard hit by austerity and the banking crisis.
I think this is one reason why the radical left is pushing Critical Race Theory and White privilege, even though some of this is obvious nonsense. CRT holds that the level of racism is the same today as 100 years ago. It’s just better hidden. But I doubt that very, very much. At the same time, all Whites are racist and benefit from the privilege of having White skin. But this is also not true, as shown by the White vagrants you can see on the streets and the very fact that many of the BLM protesters were White. There is institutional racism, but I don’t think it can be held to be the source of all the Black community’s problems. And I do fear that the belief that White racism is responsible for Black poverty and marginalisation is just increasing racial tensions. CRT and White privilege seem to me to be a desperate attempt to explain why previous anti-racism policies haven’t worked, and making even more dubious claims. Sowell states that the supporters of multiculturalism never give any supporting evidence for their views, and are never asked for any. It’s just assumed they’re right. The Black Tory MP, Kemi Badenoch, has today been reported as stating that the concentration on race is resulting in greater segregation. She may well have a point.
Perhaps now’s the time that multiculturalism and its accusations of racism as the cause of Black poverty and marginalisation should be questioned.
As a proud Bristolian, I felt I had to post something about this. A day or so ago History Debunked posted a short video arguing that the left in Bristol had no knowledge of the slavery in the city before or after the transatlantic slave trade. Instead, they were solely concerned with historic Black slavery. They were not aware that Anglo-Saxon Bristol exported enslaved children and seemed unconcerned with the conviction a few days previously of two Slovakians for holding smuggled migrants in effective slavery. Such exploitation isn’t called slavery, but ‘people trafficking’. The thumbnail to his video shows the toppling of the statue to Edward Colston by the BLM mob last year.
Now I have put up some of Simon Webb’s material when it has been about fake history presented as factual Black history. But he does have some deeply troubling opinions. He seems to believe the Bell Curve nonsense, that Asians are more intelligent than Whites who in turn are brighter than Blacks. He feels Enoch Powell has been smeared and misrepresented and put up a video about 1968 as the year everyone was talking about repatriation. This is apart from videos attacking what he describes as ‘the disability scam’. He’s also made some mistakes when talking about African history. He’s said before now that when Europeans reached Africa, they found its people in the Bronze Age. Not so: iron working in West Africa began about a thousand years before it emerged in Europe because of the presence of easily worked bloom near the surface. I can only assume he believes they were in the Bronze Age because of the Benin bronzes, the bronze sculptures made as shrines to the king’s lifeforce. I got the distinct impression that all of Africa’s peoples were using iron before European contact, with the possibly exception of one of the Khoi-San hunter-gatherer peoples in South Africa. So, like many YouTubers across the political spectrum, it’s worth checking his content for yourself.
He’s right about Bristol being a centre of the slave trade in the Anglo-Saxon period. In the 11th century the Anglo-Saxon cleric, Bishop Wulfstan, preached a sermon in the city against it that put an end to it. This is established historical fact, and is included with the display of Colston’s statue at the M Shed museum in the City. In the city continued to be a centre of the slave trade into the 12th century, when a part of visiting clergy hoping to raise money for one of the French cathedrals were warned not to have dinner aboard the Irish ships then in dock. These had a habit of luring the unwary aboard and then slipping off to sale them in the Emerald Isle. David Harris Sacks in his book, The Widening Gate: Bristol and the Atlantic Economy 1450-1700 (Berkeley: University of California Press 1991) also notes that in the 17th century White children in Bristol were also kidnapped by ‘spirits’ for sale as indentured servants in the Caribbean colonies. I got my copy of the book when I visited the ‘Respectable Trade Exhibition’ then on display at the City Museum about the city’s historic involvement in the slave trade.
As for the contemporary enslavement of Whites, the local news for the city and the surrounding region has called it what it is: slavery. A few years ago a farmer in Gloucestershire was found guilty of enslaving migrant workers, and there have been other instances of this, including cases where the victims have been people with learning difficulties. In all those cases they’ve been rightly described, at least on the news reports, as slavery.
What is now called ‘people trafficking’, at least as it involved forcing migrant European women into prostitution, was referred to as ‘White slavery’ in the late 19th and early 20th century. Looking through the government reports held in the archives of the former Empire and Commonwealth Museum in Bristol, I found one government document from the first years of the 20th on an international police conference held in London about the issue. It was interesting because it contains many parallels to contemporary people smuggling and sex slavery. Many of the young women smuggled into Britain and then forced to work in brothels today are from eastern Europe. Back in 1904 or thereabouts, the parliamentary report noted that the victims were ‘German’ girls – really Slav women from the territories then ruled by Germany and Austria. There were differences with today as well. These women were mostly smuggled to service migrants to the Latin American nations, which were then experiencing an economic boom. Today Britain seems to be the destination of the women trafficked here, rather than further afield. Also it would be incorrect to describe all of today’s enslaved women as White, as many seem to come from outside Europe, such as Asia.
As far as I am aware, the mainstream left haven’t ignored the plight of such enslaved women. I can’t remember the details, but I have the strong impression that many of the female MPs in the Labour party were very much concerned with the sexual exploitation of smuggled women, at least when it became a national issue a few years ago.
Black Lives Matter, it is true, has an exclusive focus on historic Black slavery. This is because the organisation, along with many anti-racists,, believes that the modern poverty, poor educational performance, marginalisation and racism experienced by western Blacks is due to the transatlantic slave trade. Hence the call for reparations. How far this is true is open to question. The Black American Conservative Thomas Sowell has argued that slavery did not result in the breakdown of the Black family. Indeed, according to him, marriage rates among Blacks following emancipation were slightly above those of Whites as families separated by the slavery masters sought to find each other and solemnise their relationships through the formal marriage. Other Black conservatives have cited statistics to argue that, despite segregation and Jim Crow, the years from emancipation to the 1960s were a time of professional and economic expansion for Black America. They were moving into more jobs, establishing businesses and were catching up on Whites in the years spent in school. Of course, this is part of an ideological assault on affirmative action and state aid, which they believe has acted instead to reverse these gains. The point, however, is that BLM are not interested in slavery as an issue in itself, but only as far as it is responsible for the current problems of western Blacks.
Now I doubt that Black Lives Matter and movements like them are aware of the broader history of the slave trade outside of the enslavement of Black Africans. They’re also not concerned when it’s done by Black Africans to other Africans. Barbara Barnaby, the head of the British branch of Black Lives Matter, condemned the new slave markets opened in Libya. But she did so as part of a general attack on the new western imperialism,, and didn’t mention the other slave markets that have opened in Uganda. The impression I have is that BLM is strongly based on Critical Race and Postcolonial Theory, which are solely concerned with White racism and ignore it and as well as other oppressive practices in non-western societies.
Black Lives Matter does enjoy widespread support among parts of the left, although I think its popularity is waning as time wears on. It’s been hit in America by a series of scandals, must notably surrounding the disappearance of donated money to the tune of millions and the use of some of it by its former president to buy herself five upmarket homes. Several of the protests were in fact riots, in which Black-owned businesses were also attacked and looted.
Black Lives Matter, although highly visible now, is only part of the broad left. And while I believe its members and supporters should be far more aware of slavery as an issue, and that it also involved the enslavement of Whites, BLM does not represent the whole of the left.
I believe very strongly that many on the left in Bristol are aware of its history as centre of the slave trade before it moved into transatlantic, Black slavery, and are definitely still active campaigning against contemporary forms of enslavement, such as people trafficking. Even if it is no longer called ‘White slavery’.
This is a video from what I think is a New York TV company, LLN NYC. It’s of a Black gent protesting against Black on Black crime. Listening to his comments and seeing the what looks like a police car there, it seems that this comes after someone has been killed. He notes that Whites and Asians can wander around the neighbourhood without trouble, but when it’s a Black person they’re targeted. He wonders where the self-hatred comes from and calls for Black Lives Matter to do something about it, because they have the money and resources, and have combated police violence against Blacks.
I’ve posted up several pieces before about the problem of Black on Black violence plaguing Black communities and the failure of the anti-racism organisations to do anything about it or even wishing to see it mentioned in the news. Some of these posts have been controversial. I’m aware of how Black criminality has been and is used by the right in this country and elsewhere to promote anti-Black racism. However, I don’t think turning away from the problem and refusing to acknowledge it is an option. Not when innocents are dying.
Black conservatives such as Jason Riley are also worried about gang violence in Black communities, and the Barbershop series of comedies set in a Black community barbers has presented it as one of the major concerns of ordinary Black peeps. And alongside this video there were a number of others from Black Americans expressing similar sentiments.
Regarding certain points, I think White people might be immune from violence in Black communities, at least to a certain extent, because the police respond more quickly and in much more force than if the victim’s Black. Or at least that’s what I’ve seen claimed by one person on the Net, who described how got lost and wandered into the ghetto by mistake. Someone did approach him with the intention of mugging him, but they were set upon by a group of other Blacks, allowing him to escape. I don’t know how true this is or how widespread if it is true. But it might be an explanation if Whites and Asians are able to walk around crime-ridden Black neighbourhoods unmolested.
As for the self-hatred, I honestly have no idea. It might be a legacy from slavery and segregation which have undermined Black self-respect to the point where some members of that community see each other as some kind of threat. It may also be a product of the drug gangs in those communities. A decade or so ago there was a series of shootings in Bristol’s St. Paul’s, which were held to be gang related. It may also be partly due to parts of the rap culture promoting and celebrating the ‘gangsta’ lifestyle. If you remember, the cops over here tried to ban Drill being played on the radio a few years ago as it was just gangsters boasting about what they were going to do to other gangsters.
As for Black Lives Matter doing something about this issue, I honestly don’t have much hope. Their anger is directed towards White racism and police violence, and I don’t see it broadening out to include Black on Black crime. The organisation that does seem effective in keeping communities safe is the Nation of Islam, or so I’ve heard. They’re a nasty group of anti-White racists, who want a separate Black state. But they actively protect their communities and people are safer in them than elsewhere. I’ve seen favourable comparisons with the Guardian Angels. You remember them – they appeared in the 1980s as a volunteer group to protect people on public transport. I’ve read comments that they only protected Whites and never did much, and that the Nation of Islam was much better, at least for Blacks.
It looks to me that there is a groundswell of opinion by ordinary Black Americans against Black on Black murders, and I hope it won’t be long before action is taken against this horrendous problem.
Shelby Steele, White Guilt: How Blacks and Whites Together Destroyed the Promise of the Civil Rights Era (New York: HarperCollins 2006).
Shelby Steele is a Black American literature professor. A conservative, the blurb states that he is a research fellow at the Hoover Institution and Stanford University and contributing editor of Harper’s Magazine as well as a multiple aware winner. This is his view of the failure of the movement for Black uplift, ultimately caused by the loss of traditional, conservative values through their association with White supremacy after the ending of segregation. It’s also an account of his journey from childhood growing up in the south under segregation, to angry student radical, disaffected employee, and finally conservative intellectual. During his time he also worked on the Great Society programmes initiated by Lyndon Johnson in some of the worst Black communities and become increasingly disillusioned with them and succeeding programmes as they failed. This last week we had a mixed-race footballer demanding the inclusion of ethnic minority culture and history in the British school curriculum. But Steele rejects this and another initiatives, arguing that despite the implementation of such policies in America, Blacks are still performing poorly at school and elsewhere. Worse, the American public school system, which he boasts was the greatest in the world, has been destroyed by them. What Black America needs, according to Steele, is a return to the traditional capitalist, bourgeois virtues, such as entrepreneurialism, as well as stable two-parent families and a genuine meritocracy, where people are rewarded according to their talent rather than the colour of their skin. In short, he wants Blacks to stand on their own two feet and argues persuasively this is possible. Black children perform badly at school, despite affirmative action programmes to help them and the lowering of academic standards in their favour. But they excel in sport, music, literature and entertainment, where there are no such programmes and only the best is required of them. Thus, leading Black sportsmen emerge through long, demanding practise on the baseball pitch, for example. Great Black musicians come about through kids practicing long and hard on cheap keyboards in their rooms, demanding the best of themselves. But the Black community has been deprived of this spirit of initiative and excellence when it turned away from the liberalism of rights and personal freedom to demand positive measures by the state through exploiting the guilty feelings and loss of moral authority experienced by Whites as they ended segregation and came to terms with the history of racism and Black oppression.
But this has not just damaged Blacks. It has also damaged general American moral authority. White guilt helped the 60s counterculture to emerge and flourish, as well as the new feminist and environmental movements. He states at various times that the attitude now is that if you fail to be properly environmentally concerned, you must be some kind of racist. He’s fully behind the Iraq invasion, which he genuinely believes was an attempt to liberate the country and create a genuine, liberal, democratic order. But it has been hamstrung through comparisons to past American imperialism and exploitation. He celebrates George W. Bush and the new American conservatives, who at one level seem liberal. Bush is comfortable with ethnic minorities and has appointed a number to positions of power. But they are not encumbered by White guilt, and so can exert the traditional moral authority America needs and used to have when White supremacy was unchallenged. As for the inclusion of Black writers on school syllabuses, he feels that the current policy of promoting them simply because they are Black is damaging. It means that genuinely talented writers are put in the same category as the mediocre and so discredited by association, simply because they’re Black. He also condemns a system that imposes higher standards on poor White university applicants simply because of their colour in favour of children from rich Black families. And throughout the book there is a feeling of outrage at such affirmative action measures because of their patronising attitude and apparent condescension.
He also argues that Black anger and militancy was due to the collapse of White confidence and authority due to the end of segregation. During segregation peaceful protests, intended to show Black moral superiority, such as the civil rights demonstrations led by Martin Luther King were the only way to stand up against it. And in cases where nothing could be done, because that was just the way society was, the only things Blacks could do was move on. Such as when he tried to get a job when he was a youngster for an all-White baseball team as their batboy. He was eventually dropped because he couldn’t travel with them to segregated matches. But, as disappointed as he was, by the next day he had moved on to other things as there was absolutely nothing he could do. This is contrasted with the situation a few years later when he led an angry delegation of Black students into his college principal’s office to make what he now regards as outrageous demands. He showed his own personal disrespect by dropping cigarette ash onto the principal’s carpet. The principal received them graciously and gave in, despite appearing initially shocked an angry. This happened because he had lost his moral authority along with the rest of the traditional American order, tarnished by its link with White supremacy.
There’s a wealth of information on the lives of ordinary Blacks under segregation and how, despite its constraints some of them where able to achieve a modicum of prosperity. His father was caught between the unions and his employer. The unions wouldn’t accept him because of his colour, while he had to keep from his employer the fact that he owned his own house. But his father, clearly a man of great entrepreneurial talent, was able to purchase three houses, which he renovated using slightly worn, but still perfectly serviceable furnishings. His parents also set up a free mother and baby clinic. When it came to their son’s schooling, they moved heaven and earth, practically setting up their own civil rights movement, to get him into an all-White school. Unfortunately the area declined due to ‘ghetto blight’ and his father was glad to sell the last one. He describes how, when Blacks travelled to other towns the first thing they had to do was a find another Black to inform them what hotels and shops they could use. This also gave them a kind of secret knowledge and collective identity against that of White America. Some Blacks miss this sense of community and solidarity, hence the proliferation of all-Black groups, societies and professional associations. He talks about working on the Great Society programmes in a truly horrendous town. One morning he woke up to hear the sound of his neighbour trying to shoot his own son in the stomach. Fortunately the man just grazed him. The bookish, nerdy kid, who should have done well at school, and whose mother attempted to protect him from the horror and violence around him by keeping him heavily involved at church, was shot dead in a drive-by gang shooting. The homecoming king at the local school was arrested as a violent thug. His job was to improve this community with the funding they had, but they had no idea what they were doing. They experimented and made stuff up, like the line that Blacks differ from Whites in learning experientially.
But as the years rolled on he became inwardly more conservative while maintaining an outward appearance of left-wing radicalism. Finally this became too much, and he came out as a conservative at a faculty meeting where they were discussing setting up a course on ‘ethnic literature’. Steele, who had already been teaching a course on Black literature, objected. He asks what the label would mean – would it include Philip Roth as well as V.S. Naipaul? He was also angry at being taken for granted when it came to voting, as the proposer of the motion stated she didn’t need to ask him, because she knew he’d vote with her. But he didn’t. He objected, shed his left-wing mask, and came out as a conservative. He now gets abuse as an ‘uncle Tom’ but says he feels better.
In an interview in the back, Steele talks about what got him interested in literature. At his new, all-White school, the English teacher gave him a copy of Kit Carson and the Indians. He was practical illiterate after the appalling education at his former all-Black school. But he so wanted to read the book he spent the next 9 months teaching himself to read. He then moved on to other children’s books, sports stories before tackling Dickens and Somerset Maugham.
Steele is wrong about American conservatism having abandoned imperialism. Bush’s invasion of Iraq was definitely a piece of imperialist conquest, designed to rob the Iraqi people of their oil and state industries. The only difference was the presentation. It was disguised as a war of liberation. But that ruse is almost as old as civilisation itself. When Alexander the Great took a town, he didn’t exact tribute from its ruler. No, what he demanded was ‘contributions to the army of liberation.’ Because he had liberated them from a tyrant. Steele states that the campaigns against sexism and the environmentalist movement are right, but he does have a point when he states that they were also enabled by a reaction against traditional White authority. Some radical writers and activists I’ve come across do seem to present them as in opposition to the White social and economic order carried to the New World by the first European colonists. And I agree with him about the breakdown of the traditional family that came as a result of the sexual revolution of the 60s. This affects Whites as well as Blacks, but is particularly acute among the latter community. 70 per cent of Black American children are born out of wedlock, 90 per cent in the cities. Studies have shown that children from stable families where both parents live together perform far better at school and work. As for education, one of his ideas for Blacks in areas with failing public schools is to open their own in a church or community centre.
I think he’s right about the value of what can also be termed old-fashioned respectability and bourgeois family life. However individual initiative is inadequate to solve all forms of poverty. State action and welfare programmes are still badly needed. But this needn’t be a choice between two alternatives. It means mixing appropriate state support while encouraging people to develop and use their talents. And his examples of Black excellence in sport, music, literature and entertainment do indicate that Blacks can excel by themselves. I found this particularly reassuring after listening to the claims about supposed Black intellectual inferior made by Simon Webb on History Debunked as his preferred explanation for the lack of Black progress.
The book comes from across the other side of the political aisle, but it’s well worth reading and intensely thought-provoking about the continuing, very pertinent problem of Black failure as a consequence of the general failure of traditional morality post-segregation.
I’ve also been reading Stephen Howe’s history and critique of Afrocentrism, Afrocentrism – Mythical Pasts and Imagined Homes (London: Verso 1998). Afrocentrism is a pseudo-historical movement that claims that the ancient Egyptians were really Black, and that their ideas are really at the centre of European civilisation as they were passed on or appropriated by the Greeks and Romans. The book shows that it began in the early 19th century, and different Afro-centrists had different views of this glorious imagined past. Some believed that the real, great civilisation had been the ancient Ethiopians, who colonised ancient Egypt. Others claimed that the original ancient Greeks and Romans, as well as the Carthaginians, had been Black, civilising the White European savages. And there was considerable difference of opinion about the ancient Egyptian’s Blackness. Some Afrocentrists considered that the Egyptians were a mixture of Black African, White and Semitic races, and so while not White, and would have suffered under the segregation legislation, weren’t exactly purely negro either. This seems about right to me. They clearly depicted themselves as darker than the Europeans they were in contact with. Ancient Egyptian art commonly portrays Egyptian men as having reddish-brown skin, and women as yellow. The Minoans, however, are painted pink, while the darker-skinned people further south are portrayed as Black. And the rock paintings of Tassili n-Ajjer in the Sahara show that, thousands of years ago when the desert was green, groups of Blacks and Whites crossed and lived in it. It would be perfectly natural for these groups to have mixed and intermarried.
But the most bizarre ideas about racial origins seem to come from Louis Farrakhan’s branch of the Nation Islam. This holds that Black people were the original human race, and came originally from the Moon via Mecca. They also believe that White people are the creation of an evil Meccan scientist, Shaitan, to destroy the purity of the White race. Howe, in one of his footnotes, states that this idea is remarkably similar to one of Saxe Romer’s infamous Fu Manchu novels, The Island of Fu Manchu. Which leaves you wondering about Farrakhan’s choice of reading matter.
