The 1920s’ View of the Future

I found this fascinating video on the ‘1920s Channel’ on YouTube. It’s about the decades view of the future, taken from the pulp magazine, Science and Invention, founded and edited by Hugo Gernsbach. Gernsbach is one of the major figures in 20th century SF. An immigrant to America from Luxembourg, he was passionately enthusiastic about science and technology and founded the first the first SF pulp magazines. He also wrote an SF novel, Ralph 124C41 + A Romance of the Year 2660, and coined the term ‘scientifiction’ to describe the new genre. This was shortened and altered by his successors and rivals to become the modern term.

The channel’s main man says he’s interested in 1920s futurism because it falls between the ‘Steam Punk’ predictions of the Victorians and the ‘Atom Punk’ of the 1950s and 1960s, although it also has some elements of the ‘Diesel Punk’ of the 1940s. He states that the 1920s and the 1950s were similar decades, in that both followed major wars but were periods of optimism. Most of the illustrations were by Frank R. Paul, Gernsbach’s artist, who is now justly respected as one of the foremost pioneers of SF art. Among the inventions and developments the magazine predicted are massive, skyscraper cities now a staple of SF in such classic films as Metropolis and Blade Runner. But the magazine also predicted underground cities, as well as improved scientific instruments like astronomical telescopes, devices for signalling Mars, bizarre machines for taking care of one’s health, like the ‘sun shower’ and health meter. There are new entertainment media, like television and a cinema with four screens, as well as new musical instruments like the Theremin. This last creates sound through the alteration of a magnetic field by the player’s hands. It’s one of the many instruments played by the hugely talented Bill Bailey. The magazine also looked at the vehicles of the future. These included moving walkways, cars and railways. Cars wouldn’t be confined to the road, but would fly, and the magazine also showed the new aircraft of the future. Humanity would master anti-gravity and fly beyond Earth into space. At the same time, new ships and flying boats would cross the oceans, while people would venture underneath the seas in diving suits that somewhat resemble the metallic suits created to withstand the crushing pressures of the ocean depths. And the magazine also predicted that SF staple, the robot. One of these was to be a ‘police automaton’, like Robocop.

Futurism Of The 1920s – YouTube

It’s interesting watching the video to see how much of modern SF was formed in the decade, and to compare its predictions with reality. Most of these predictions haven’t actually become reality. Flying cars are still waiting to happen, we don’t have zeppelin aircraft carriers and skyscraper cities haven’t quite become the dominant urban form. Nor do we have truly intelligent machines and robots. On the other hand, I think the ideas and devices Gernsbach and Paul discussed and portrayed in the magazine still have the power to inspire, and think that they would make a great source of ideas for future, aspiring SF writers.

Prof Simon on the Technology of Blade Runner that Exists Today

This is another fascinating video from Professor Simon Holland. As I said in an earlier blog piece, November 2019 is the date Ridley Scott’s SF classic Blade Runner is set, based on the book Do Androids Dream of Electric Sheep by Philip K. Dick. Prof Simon here examines some of the technology that has now been developed, which is similar to that of the movie. This includes robots, flying cars and ‘a polaroid which allows you to see round corners’.

He begins with robots, stating that most of them have been developed by the pornography industry. These are the Real Dolls, androids which have been designed to look like real women. There’s a few photographs of these, shown with their owners or manufacturers. Mercifully, both have their clothes on. But some have also been developed by the military, and these, Prof Simon says, comparing them to Blade Runner’s replicants, are scarier. The robots shown at this point are the humanoid – roughly – and quadrupedal machines developed by the American firm, Boston Dynamics. A gun-toting humanoid robot shows its shooting skills in a range out in the deserts. Despite being repeatedly struck and pushed over by a man with a hockey stick, the robot manages to hit its target. When the pistol it’s using runs out of ammo, they throw it a rifle, which it catches with both hands and then proceeds to use. Another humanoid robot is shown carefully walking along a stony path simulating rough terrain, while one is also shown trying to pick up a box while another man with a hockey stick knocks the box away and tries to knock the robot over.  The quadrupedal robots include the Big Dog machine and related robots, which got their name because they look somewhat like headless mechanical dogs. Big Dog was designed for carrying equipment, and one is shown with four saddlebags walking around trying not to be forced over. Two lines of similar machines are shown pulling a truck.

The ‘polaroid that sees round corners’ is also shown, and it appears to be a mobile app. He also shows photographs of a number of flying cars that have been developed. As for the taxis on demand that appear in the movie, he quips that he’ll just call Uber.

But he also raises the important point about why our expectations of the future are inaccurate. He argues that it’s because we’ve forgotten how very different the world was back in the 1960s when the book was written. This is shown through another set of photographs of the fashion of the period, though I think they come more from the 1970s. Certain the pic of John Travolta and Olivia Newton-John from Saturday Night Fever does. He goes on to point out how we have technology that was unknown when he was growing up – computers are everywhere and cursive handwriting a thing of the past. We evolve into the future, rather than making quantum leaps into it. He also cheerfully observes that he shares a Blade Runner obsession with his younger, near-lookalike, Adam Savage.

At the end of the video he examines an interesting photo he’s been sent by a viewer. This is a photo of the Earth from space, with a mark that looks like a UFO. But it isn’t. Unlike today’s digital cameras, those used by the astronauts used photosensitive film, which could get marked and spoiled by dust. This is what’s happened to the photo here.

Prof Simon is a genial, entertaining host, and it’s fascinating that some of the technology featured in Blade Runner is being developed. Scientists and engineers have been working on the flying cars since the 1990s, and one of the tech firms has said that they intend to put them into service as flying taxis next year. This seems unlikely. Critics have pointed out that the noise generated by their engines would be colossal, making their use very unpopular. Living in a city in which they were in general operation would be like living in an airport. The SF artist and book illustrator, Jim Burns, also comments on one of his paintings, which show such cars in use, that there are prohibitive safety aspects. What about accidents? Nobody would like to be around when it starts raining bits of aircar and body parts.

The robots we’ve developed are different from Blade Runner’s replicants, which are artificial, genetically engineered creatures, and therefore biological rather than simply technological. We’re nowhere near creating anything that complex. The military robots instead remind me of the machines from Robocop and the ABC Warrior from the ’90s movie, Judge Dredd, in which Megacity 1’s toughest lawman was played by Sylvester Stallone, as well as the robots in Chappie, which came out a few years ago. Despite the very impressive sophistication of these machines, however, they mercifully aren’t as intelligent as humans. This means we don’t have to worry about the world of 2000 AD’s ‘ABC Warriors’ or the Terminator movies becoming reality quite yet. But even so, watching these machines walk, move and shoot is disturbing, demonstrating their lethal potential and efficiency as fighting machines. Looking at them, I think the fears many scientists and members of the lay public have about them as a potential threat to the human race are justified.

Carl ‘Sargon of Akkad’ Benjamin Tells You Not to Vote for Him

More internet fun at the expense of another far right, aspiring politico. This time it’s Carl Benjamin, aka the internet ranter known as ‘Sargon of Akkad’, amongst other, less polite epithets.

Sargon’s one of the extreme right-wing internet figures that Gerard Batten has invited into his party in order to restore its flagging membership and electoral viability, like Infowars’ Paul Joseph Watson, Mark Meechan, alias Count Dankula, and Tommy Robinson. Dankula’s notorious as the idiot, who was convicted of anti-Semitism after he trained his girlfriend’s pug to make the Nazi salute when he shouted ‘Heil Hitler!’ and ‘Gas the Jews’. He put videos of it on YouTube, and claimed it was all just a joke. The Glaswegian Jewish community thought otherwise, prosecuted, and the judge agreed with them. And Tommy Robinson, aka Stephen Yaxley Lennon, is the islamophobe who founded the EDL, then was involved with Pegida UK. After having been in the BNP, of course. He’s now Batten’s special adviser on Islam and prisons, because he’s been in a few, and not just for hate speech and contempt of court, but also for other crimes like assault and mortgage fraud. And now UKIP have chosen Sargon to be their candidate for the European elections for the southwest. Which isn’t surprising, as he comes from Swindon.

A few days ago Sargon put up a five minute people announcing his candidacy. Kirsti Winters, an American academic teaching in Germany, who is a feminist and a political scientist, put up this spoof video. It’s another piece of careful editing done to make Sargon look stupid. The video begins with the statement that UKIP is a ‘rational party for rational people’. It then shows Sargon introducing himself, and saying that he doesn’t want to be elected to the European parliament, and pleading with people not to elect him, as he won’t do sh*t. He also claims that he’s a ‘centrist moderate’ but comes from a part of the community, whose voice isn’t being heard. And he is firmly opposed to far-left ideology, which he will expose on the internet if he comes across it.

Well, Sargon is many things, but he most definitely isn’t a ‘centrist moderate’. For some bizarre reason he sees, or claims to see himself as ‘centre left’, but that’s only by the standards of the mid-19th century. He also describes himself as a ‘classical liberal’, which means that he stands for absolute free trade, the total privatisation of the economy and the destruction of the welfare state. As for being a member of a section of the community whose voice is being stifled, I have heard that Sargon’s Jewish and has a Black grandfather. But those aren’t the ethnic groups he means. Sargon’s a member of the manosphere, that section of the internet that believes feminism has gone far too far, and is a seething mass of resentment about how White men are under attack from aggressive feminism, anti-racism, ‘social justice warriors’ and other extreme left-wing ideologies. He has several channels in which he finds the most extreme or ridiculous feminists, Black or other ethnic minority activists or campaigners for gay and trans rights, criticises them and tries to claim that they are somehow representative of all feminists, Blacks, gays and transgender people.

I mentioned him a few days ago in a piece I put up about UKIP’s choice of Count Dankula as one of their candidates for the European elections. Zelo Street put up another piece on the pair at the same time, which gave a few more details of Sargon’s unpleasant opinions. Like the tweet he sent to Jess Philips, when she was talking about the vile misogynist messages she had been sent, including rape threats. Sargon’s tweeted ‘I wouldn’t even rape you.’ He also told a group of other extreme rightists on a livestream, in which he was taking part, that they were ‘behaving like a bunch of n****ers’ and ‘White n****ers’ when they started to fall out among themselves. Sargon isn’t, as far as I know, actually a member of the Alt Right. He defines himself as a civic, rather than ethnonationalist, which means that he believes that anyone born in a country is a citizen, regardless of their colour or ethnicity, rather than that only Whites have citizenship. On the other hand, he does hold many of their views, so that one of the leaders of the Alt Right has said that he’s a gateway into them. He’s certainly said that an Alt Right government would be less of a threat to him and his family than an ‘SJW’ (Social Justice Warrior) one.

As for the slogan underneath the spoof UKIP banner at the start of the video, ‘Service guarantees citizenship’, SF fans will spot that as the motto in Robert Heinlein’s highly militaristic novel, Starship Troopers, filmed in the 1990s by Paul Verhoven, the man who gave us Robocop and Total Recall. In the film and the novel, only those who have served in the military qualify as citizens with the right to vote. Heinlein started out as a socialist before moving to the extreme right, and he really believed this. So, apparently, do many UKIP officials and politicos, as they’ve also repeated it. Whether they really believe it, or even know where it comes from, is debatable. It may be they’re only using it to draw in extreme right-wing SF fanboys. But it’s there, nonetheless.

As for ‘a rational party for rational people’, Sargon’s party of the internet sceptic community, but it seems that this has increasingly given up promoting atheism or attacking ‘unscientific’ beliefs, and become dominated instead by self-proclaimed right-wing intellectuals attacking anything to the left of them. So much so that it’s fair to say that parts of it do resemble the League of Gentlemen’s Royston Vesey and its bizarre, twisted, deeply insular inhabitants. Like Tubbs and Edward and their ‘local shop, for local people’.

The best thing genuine liberals, moderates and leftists can do is take Sargon’s advice, and not vote for him or UKIP, if they don’t want this country run by a horde of deeply xenophobic, misogynist gammon. Some of whom may well have Tubbs and Edward’s snub noses.

Nazism, Libertarianism and National Service

Okay, I’ve been trying to avoid blogging about the Nazis over the Christmas period. The season of peace and goodwill seems to me to be too precious to be spoiled with discussion of Hitler and his band of thugs. But I found a very interesting passage in Hitler’s Mein Kampf last night, which is very similar to the ideas some Libertarians and members of the Republican party over the other side of the Pond and various people on the British extreme right have on citizenship and military service.

I’ve discussed before how many of them follow the ideas of the late SF author, Robert Heinlein, in his book Starship Troopers, that only those, who have served in the armed forces should be granted citizenship and the right to vote. Starship Troopers was filmed by Paul Verhoeven, the director of Robocop and the Arnie version of Total Recall, amongst other movies, in the 1990s. He intended the film to be a satire, but some of those who saw the movie appear to have missed the point. I put up a piece from YouTube a little while, which pulled the book apart and showed the Fascistic worldview underneath, as well as the way the book contradicts itself on certain points.

Hitler made it clear in several passages in Mein Kampf that only those, who had served in the army through National Service should qualify as citizens. The passage here comes from the 1933 English abridged translation, published by Paternoster Row in London as My Struggle. On page 163 Hitler wrote

The Army also is not there merely to teach a man how to march and stand at attention, but it has to act as the final and highest school of national instruction. The young recruit must, of course, learn the use of his weapon, but at the same time he must continue his training for his future life. In that school the boy shall be transformed into a man; he shall not merely learn to obey, but shall be trained with a view to commanding at some future time. He shall learn to be silent, not only when he is justly blamed, but to bear injustice in silence, if necessary.

Fortified by the confidence in his own strength, filled with the esprit de corps which he feels in common with the rest, the boy shall attain to the conviction that his nation is unconquerable.

When his military service is over he must be able to show two documents: his legal papers as citizen of the State, which allow him to take part in public affairs, and his certificate of health, stating that, as regards health, he is fit to marry.

In the next paragraph he states that girls should be educated to be mothers.

In the case of female education, the main stress should be laid on bodily training; and after that, on development of character; and, last of all, of the intellect. But the one absolute aim of female education must be with a view to the future mother.

He returns to the theme later in the chapter ‘Citizens and Subjects of the State’, where he rejects the traditional Weimar categories of citizenship, where people were either state citizens or foreigners. He attacked that because

Race and nationality play no part in it. The child of a negro who once lived in a German protectorate and now is domiciled in Germany is automatically a citizen of the German State.

The whole procedure of acquiring State citizenship is not very different from that of becoming a member of an automobile club for instance. (p. 174).

He demanded instead that ‘the national State’ should divide ‘its inhabitants into three classes: State citizens, State subjects and foreigners’ and went on

In principle, birth only gives the status of a subject. This does not carry with it the right to serve yet as State official nor to take active part in politics, in the sense of voting at elections. In the case of every “State subject” race and nationality have to be proved. The “subject” is free at any time to cease being a subject and become a citizen in the country corresponding with his nationality. The “foreigner’ is only different from the “subject” in that he is a subject in a foreign State.

The young “subject” German nationality is bound to undergo the school education which is laid down for every German. Later on he must consent to undergo the bodily exercises as laid down by the State, and finally he enters the Army. Military training is universal. After his military service is over, the healthy young man with a blameless record will be solemnly invested with the rights of State citizenship. This is the most important document for his whole life on earth.

It must be held in greater honour to be a citizen of this Reich, even if only a crossing-sweeper, than to be a king in a foreign State.

The German girl is a “State subject”, but marriage makes her a citizen. But a German woman engaged in business may be granted rights of citizenship. (p. 175).

This is very close to Heinlein’s and the Libertarian’s ideas, with the exception that I don’t think Heinlein argued that women should only become citizens by marrying or becoming business entrepreneurs. It’s also very close to the attitudes of the Republican right and Fox News. A little while the Conservative propaganda broadcaster aired a piece saluting an American college that had made military style training a mandatory part of the curriculum for its freshers.

As for women, the extreme Right in both Britain and America is worried about the low birthrates in the West compared with Islam and the Developing World. They also have extremely traditional views about gender roles, so Libertarians like Vox Day and other antifeminists demand that women should stay at home to raise children rather than go out to work. Hitler’s recommendation that women should qualify for citizenship if they marry or have a business career looks positively progressive by comparison.

Heinlein’s ideas have also been taken over by part of UKIP. One of the leading Kippers a while ago said he thought it was a good idea. It’s questionable whether he really believed it or was simply try to appeal to the Rightists that did.

The belief that only those who have done their national service should be citizens on its own does not make someone a Fascist or a Nazi. But it is an undemocratic, Nazi idea. It should be rejected not just for itself, but also because it is part of the wider complex of Nazi ideology, which could all too easily follow its adoption.

India Unveils Their Robocop

And it’s less than impressive. In Paul Verhoeven’s violent and satirical film, the Robocop of the title was a cop, Murphy, who had been set up by the company now owning the Detroit police force, Omni-Consumer Products, to be gunned down by hoodlums so that he could be re-engineered into a ruthless crime-fighting cyborgs. Of course, Murphy then rediscovered his true, human identity through a dream his human handlers were too slow to suppress. Furious, he then went off to wage his war to bring the men, who attacked him to justice and overthrow the corrupt and ambitious corporate intriguer, who had authorised the whole illegal programme and was now trying to overthrow the wise and kindly paternalistic company head.

It was violent and like Verhoeven’s later Starship Troopers, sharply satirical, with fake adverts for slickly insincere medical companies and sadistic home and car security devices running alongside a depiction of a city rapidly running out of control, overrun by gangs and terrorists. An exaggerated image of Reagan’s America.

This robot, by contrast, is much more staid and limited. The first part of this video starts more or less like a rock promo, with the machine trundling forward to a pop soundtrack. It has now legs, and consists of a human-like torso with arms and a head, supported on a pillar-like extension, widening at the base. There are clearly wheels inside, allowing it to move. It’s Indian inventors are clearly proud of it, as well they should, but its applications are strictly limited. It’s to help in only certain types of crime, and, er, traffic direction. But it does have a touchscreen and keypad to get you in touch with real cops for more serious offences. The company spokesman states that it’s not intended to put real people out of work. Which is a relief, given the grinding poverty in India itself, and over here.

However, this whole invention does remind of yet another story from the hallowed pages of 2000 AD. Remember Abelard Snazz, the Man With the High-Rise Head? The Double-Decker Dome genius problem solver, with two sets of eyes, one above the other on his enormous forehead? Snazz was an interstellar problem-solver, called upon by planets to find solutions for pressing issues. And whatever he did, always made the situation worse. Much worse. In his first outing, he was called upon by the authorities of a world suffering a massive crimewave. He solved that by building an arm of police robots. Who were too successful. Not only did they eradicate crime by arresting all the criminals, they start arresting ordinary people for completely imaginary offences. Like wearing brown shoes as a crime against fashion.

How do you deal with out of control robot cops? Easy. Snazz then builds an army of robotic crooks, to keep the robot cops occupied solving real crimes. These have the stereotyped striped jumpers, masks and hats, worn by all thieves in comics of a certain vintage.

However, there’s a problem with this. Human bystanders are being injured in the conflict between the robo-crims and the robocops. So how does Snazz solve this conundrum? He has another drink of his favourite tipple, the Syrian sentient milkshake, before designing an army of robotic innocent bystanders, who cry out electronically for the cops’ help as the robo-crims commit their skullduggery.

At which point, the whole situation is well out of anyone’s control, the maniac machines have well and truly taken over. Thanks to them the planet is absolutely uninhabitable for sane, humanoid life, and the planet and its inhabitants are forced to leave in an exodus of spacecraft. All the while blaming Snazz, who they manage to get rid of.

Every one of Snazz’s adventures ended this way, with his irate former clients shoving him out of an airlock, or forcing him down a giant Jacuzzi, or stranding him on top of a giant rubic’s cube, which it then takes him six million years to solve. Or falling into a Black Hole. The tales were hilarious, and written by Alan Moore when he could still write ha-ha, rather than turn to the serious issues, which have made him one of the foremost figures in British and American popular literature.

It’ll be a very long time before we have police robots anywhere near as efficient, or even as autonomous, as those of Robocop and Snazz. But there are serious issues. There’s a video by The Young Turks about how the authorities in one American city are using robots to harass rough sleepers. And a few years ago scientists around the world were alarmed by plans to develop automatic robot soldiers, which would kill a programmed, without conscience or mercy. Kevin Warwick, the head of robotics at Reading University, warns about such machines in his book, March of the Machines. On the top floor of his building, they’ve got a robot firefighter. It’s armed with a fire-extinguisher, and a neural net to help it recognise fires. But he points out, that all you need to do is replace the extinguisher with a gun, and programme it to recognise and kill people with blue eyes, and it will go off and execute its murderous work remorselessly. The threat is there, and genuine.

As was shown in the original Robocop movie. In that film, OCP turns to using cyborgs because the wholly robotic law enforcement machine suffers from a series of severe computer flaws. Most obviously when it fails to recognise that the board member, who has been waving a gun at it as part of a demonstration has actually complied with its wishes and put the gun down. It then shoots him multiple times before leaving him for dead.

We haven’t got there just yet, and the Indian robotic policeman ain’t heading in that direction. But the threat is there, nonetheless.

Vox Political: Police Considering Handing 999 Calls to G4S

Mike has posted a number of very important, ominous pieces about Tory reforms to the police force, reforms which will undermine the police as a public, state institution tackling crime, and deny those arrested of their fundamental right to legal representation and a fair hearing.

All this is being done in the name of private profit and cutting costs.

Last week Mike revealed the news that the government was considering putting 999 calls in the hands of G4S. Even without their record of incompetence, which has included letting prisoners escape while under their escort to the courts for trial, this would still be a matter for concern for corruption and conflict of interest. On of the company’s major shareholders is the husband of Theresa May, the current head of the Home Office.

Not only are Leicestershire, Nottinghamshire and Northamptonshire police forces considering granting the operation of their 999 lines to the company, but Theresa May has announced that she intends to give G4S and other private security firms and government contractors like it police powers. This will be ‘when the time is right’, of course. Mike points out that this is truly policing for profit, whatever May says to the contrary.

The Tories have been floating the idea of privatising the police force for nearly a quarter of a century. In Christmas 1991 I recall the Mail on Sunday running a story about the wonderful, Minarchist Tory Britain that would be ushered in the majority of MPs were women. This included a privatised police force, hired by individual communities. It’s an idea ultimately lifted from Rothbard and the American Libertarians. It was put into a feature about a future parliament controlled by women, as the Daily Mail has always aimed at a female readership, despite having a highly reactionary attitude to feminism, and an attitude towards women that comes dangerously close, and at times has crossed over into misogyny. If you want an example, think about the various articles the Mail has run demanding that women return to their traditional roles in the home. Or the photographs of underage, teenage girls, accompanied by sexual captions commenting on their attractiveness.

The Mail was hoping with this story to capitalise on the support the party had received from women, partly due to the election of Margaret Thatcher. This was despite the fact that Maggie had no women in her cabinet, and most of her policies actually harmed them as women form the majority of workers in the low-paid sectors.

It was also about this time that they launched the old propaganda line about national economics being similar to budgeting for a household. The article claimed that women automatically knew to vote Tory, as they naturally have a better understanding of men through handling the household budgets. This is a bit of specious, condescending flattery, as running a household is not like running a national economy, even if the word ‘economics’ ultimately does come from the ancient Greek term for ‘household management’. And it doesn’t impugn anyone’s ability to run a home to point this out.

The story was run at the beginning of Major’s ministry, and much was made of his inclusion of women in his cabinet, like Virginia Bottomley and Edwina Currey. If I remember correctly, the article claimed that the privatisation of the police was a police particularly favoured by Bottomley. Now nearly a quarter of a century later, it’s being announced by another female politico, in this case Theresa May. I wonder if this is entirely coincidental, or if the Tories feel that this would look far better being announced by a woman. Perhaps they hope that by specifically appealing to women, they can make it look like some kind of neighbourhood policing, done by corporations that know the needs and requirements of their local communities, rather than what it is: the assumption of authoritarian powers of arrest and detention by a private corporation, acting only for the profit of its senior management and shareholders.

If they are trying to present it as such, which I recall the Daily Mail article attempting to do, then backing G4S and other government contractors seems to me to be a grave error of judgement. Apart from letting their prisoners escape, I also remember that one of them was involved in serious riots in a refugee detention centre, which employed them. The inmates had risen up in protest at a series of abuse committed by the centre’s wardens, who were not state screws, but security guards in one of these private firms.

I also wonder if the person, who dreamed up this idea, has also seen some of the same Science Fiction films I have. Like the Heavy Metal movie and Robocop. The Heavy Metal movie was an ’80s animated film, based on the adult comic of the same name, which was the Anglophone version of the French Metal Hurlant. It was an anthology based on the comic’s various strips, linked by a story in which a young girl is led to realise that she is a warrior woman with cosmic powers, dedicated to fight evil.

One of the stories is set in a decaying future, where the police act like a private detective agency. The victim comes in, reports the crime, and then is expected to pay for the costs and manpower of the investigation.

The other film is another flick from the ’80s, Robocop. This was set in a decay, near-future Detroit, where crime was rampant and the police force had been privatised and handed over to a private corporation, OCR, or Omni-Consumer Products. Beset by bad management and suffering from an appalling death rate at the hands of local criminal gangs, Detroit’s boys and girls in blue go on strike. Meanwhile, the company has been trying to crush crime by using robots. These are failures, the prototype malfunctioning lethal during a boardroom demonstration in which it fatally shoots one of the corporation’s executives pretending to be an armed villain.

So the company decides to try again, this time using a machine which will also be part human. They set a new, rookie policeman, Murphy, up to suffer a brutal shooting in order to supply a suitable subject for transformation.

Directed by Paul Verhoeven, it’s a fast-paced, ultra-violent action movie. One of my mother’s friends went to see it at the cinema when it came out, and left feeling physically ill because of the graphic violence. Despite this, it is a good movie, with a sympathetic treatment of the resentment and anger of the demoralised cops, and the central character’s own struggle to remember who he is and regain what little he can of his lost humanity. It also makes the point that what people need on the streets isn’t efficient machines, but real people with compassion and empathy towards the victims, as well as the aggression and determination needed to tackle offenders. In one scene, Murphy as Robocop saves a woman from rape by shooting her attacker in the crotch. The victim runs to him to offer her thanks. But the Robocop machine can only diagnose her as traumatise, and impersonally calls a rape crisis centre on her behalf before going on to his next assignment.

And just as Superman is powerless when his enemies wield Kryptonite, so Robocop also has a built-in weakness. His manufacturers have built into his programming a secret protocol that prevents him from apprehending or harming any of the corporation’s employees or management. It is only when the board chairman – the Old Man – sacks the villain that Robocop is finally able to get justice and avenge himself by shooting him.

Robocop is, of course, very definitely SF, though possibly not so far away from reality. I doubt that we will ever be able to create cyborg super-cops any time soon. Detroit was and is a declining city with a severe crime problem. Furthermore, the storyline’s partly based on the city’s privatisation of its services. It did not, mercifully, privatise the police.

Now a privatised police force in the system May and her bosses are advocating clearly wouldn’t charge individuals for investigating crimes. But they are going to charge the state for their services. And in order to make sure they remain profitable and give a dividend to their shareholders, they will have to economise and make cuts. Mike has already reported on the concerns by the police that Tory cuts to their budgets of up to 25 per cent will leave them unable to properly investigate and prevent crime, and arrest offenders. So it looks like handing over police powers to the likes of G4S will actually increase it, not cut down on crime.

And as with Robocop, there is the problem of corruption in the assumption of the state’s powers of arrest and punishment by a private corporation. There have been major scandals over corruption in normal police force, particularly the Met and the West Midlands forces. People have been wrongfully arrested and suspects beaten, as well as collusion between the police and criminal gangs. It has been hard enough bringing these cases to justice. I doubt very, very much that the task will be any easier if policing is handed over to private companies. How many private policemen or women would dare to risk arresting a manager or senior boardmember?

And finally, there is the matter of principle that justice should always be public, and only the state should have fundamental right and trust to arrest, detain and punish offenders. The Mail on Sunday’s Peter Hitchens, while in many respects a highly reactionary arch-Tory, has stated that he opposes private prisons on this exact point.

So just on considerations of efficiency, competence, and the philosophical foundation of the state as the public arbiter of justice, this is an appalling decision. But this all counts for nothing when the Conservatives see an opportunity to turn a quick buck from privatising a public utility.

I doubt very much, however, that they will go as far in their privatisation of the justice as Rothbard advocates. That would mean the privatisation of the courts themselves, so they could receive all the benefits of commercial competition in a free market economy. That’s anarchism, and whatever the Tories say they stand for in terms of personal freedom and free enterprise, they have always stood for a highly authoritarian society backed by the use of force against the lower orders. The very last thing they want to do is dismantle that. Rather, they are doing everything in their power to reinforce and strengthen it.

Charley Brooker: Master of the Baleful Gaze of Criticism

‘Confuse your enemy and you confuse yourself!’

-General ‘Mad Bloody Butcher’ Cheeseman, The Fall of the Mausoleum Club, (Radio 4, 1985).

I found Charley Brooker’s review of last year, Newswipe 2014, over on Youtube. Assisted by Philomena Cunk and Barry Shitpeas, Brooker casts his jaundiced eye over last years’ events, and inveighs against the horrors and stupidity therein, both of themselves and in the media, that reported them. Brooker’s comments are masterpieces of highly inventive scorn and outrage. Cunk and Shitpeas, for their parts, are highly intelligent people, who satirise the news by posing as complete morons for whom even a relatively straightforward film like ‘Twelve Years a Slave’ is beyond their comprehension.

Brookers’ angry nihilism, in which he sees recent events and the latest offerings of the world’s celebrity-obsessed media as proof that we live in an absurd, pointless universe, wherein human civilisation is a bad joke about to collapse, and Cunk and Shitpeas’ faux naïve and inane comments are amusing enough. What lifts the show into another dimension entirely is a short film by Adam Curtis, on the way politicians are using the feelings of helplessness created by the terrible events replayed across our TV screens as an instrument of control.

Curtis is the director of the superb documentaries The Living Dead, The Century of the Self, The Power of Nightmares, All Watched Over By Machines of Loving Grace, and How We Lost Our Dreams of Freedom. These explored how politicians used and abused theories of history, psychology, game theory and simplified models of human behaviour based on computer models, to boost their own power, while depriving the people they claim to represent of the power to change their destinies and better their lives. In this film, he explores how politicians, both those in Putin’s Russia and in Britain, have created an absurd, meaningless view of contemporary events in order to maintain their power by keeping their peoples deliberately confused and off-balance.

Tserkov, and the Politics of Spectacle and Subversion

This tactic was invented in Russia by Vladimir Putin’s advisor, Vladislav Tserkov, who has spent 15 years aiding Russia’s elected tsar. Tserkov was an avant-garde artist, and important elements from Conceptual art into Russian politics. The Soviet Regime has staged and promoted a series of gatherings and spectacles as part of its campaign to mobilise Russian support. But he has also gone further, giving funding to groups directly opposed to his master and each other, from Neo-Nazi stormtroopers to Human Rights activists. He has also deliberately let everyone know he has done this. This has produced a radical destabilisation of the opposition, as it is no longer clear what is authentic and genuine, and what is carefully staged propaganda. The result is an enervating feeling of defeat.

Tserkov has even found a way to profit from the terrible civil war now raging in Ukraine. Last year he published a short story about how politicians could practise what he called ‘non-linear warfare’. In this, the gaol is not to win the war, but to use it to spread further confusion. The aim is to create a situation in which no-one really knows who the enemy is, or why they are fighting.

Cameron’s Absurd Government and the Politics of Despair

Curtis goes further, and argues that a similar condition is present in this country. Although not deliberate, the confusion created by politicians’ contradictory policies and actions has had the same result. He identifies Cameron as the British counterpart of Tserkov’s shape-shifting, non-linear politician, and gives the following examples of his government’s contradictions and confusion:

* Aging deejays are prosecuted for their historic crimes, but not the bankers, whose actions have created the current global economic mess.

* We are told that President Assad is evil. However, his Islamist enemies are worse, so we end up bombing them, thus helping Assad.

* George Osborne says that the economy is booming, but wages are going down.

* Gidiot says that they are cutting the national debt, but the deficit has actually increased.

*The government is pursuing a policy of austerity, taking money out of the economy. They are, however, putting it back in through ‘quantitative easing’.

Quantitative easing is the massive subsidy and bail-outs the taxpayer is giving the banks. It amounts to £24,000
per family. This has not gone to the poor, but to the richest five per cent. It is the biggest transfer of wealth, and could be a real scandal, but nobody knows anything.

Because there is no effective counter-narrative offered to the above policies, the public similarly feels defeated, disempower. The response is ‘Oh dear’.

But, says Curtis, that’s exactly what they want you to think.

Baudrillard

Tserkov’s Co-Option of the Society of the Spectacle

From here, it looks like Tserkov took hold of the Society of the Spectacle, and adopted it as a deliberate policy. The Society of the Spectacle was a theory developed in the 1960s by Baudrillard, the French postmodern philosopher. Baudrillard believed that capitalism survived ideological attack, by taking over its opponents weapons and then re-presenting them as spectacles. The forms had been preserved, but their ideological power had been drained and discarded. Way back in the ’90s, one of the small press magazines devoted to the weird and bizarre gave the Glastonbury Festival as an example. When it started, it was very definitely a fringe, countercultural event. It’s very existence was a challenge to mainstream culture. Now it is very much a part of that same mainstream culture. Instead of seeing the bands for free, you are now charged tens, sometimes hundreds of pounds for a ticket.

The former Soviet Union, like all totalitarian regimes, had a deliberate policy of staging fake demonstrations and events in support of the regime. There’s an old story from a very public school teacher, who organised a trip for her girls to the former USSR. One of the planned outings for the day was disrupted by a noisy Soviet peace demonstration. The headmistress duly complained to the authorities, who reassured her, ‘Do not worry, ma’am. This spontaneous display of the people’s anger will end at 2.00 pm precisely’.

Subverting Situationism

Where Tserkov differs is that he has gone beyond this, using the ideas of Situationism and turning them back on themselves. The Situationists were hippy anarchists, who organised a series of spectacles to subvert mainstream, ‘straight’ society. Malcolm McLaren, the founder of the Sex Pistols, claimed to have been a Situationist, but this was just a bit of self-aggrandising hype on his part. The tactic hasn’t gone away with punk and the hippies. It’s still used by contemporary anarchists to use comedy, humour and spectacle to satirise and subvert capitalism and its organs of oppression and control. Tserkov has learned from this, and turned it against the opposition, using the very methods of liberation from capitalism and the state as weapons for their preservation and extension.

Non-Linear War, Vietnam, ‘ Nomad’ and ‘Deathlok the Demolisher’

As for Tserkov’s theories of non-linear war, you can trace these back to the feelings of disempowerment and confusion in 1970s in America created by Vietnam and Watergate. The Vietnam War presented ordinary, patriotic and freedom-loving Americans with terrible reports of their country’s atrocities against another people, all in the name of freedom. Despite the unequal status between the two countries, the war dragged on for decades, and the American public saw the friends and relatives killed, and many of those that returned home stricken with terrible physical and psychological injuries. This result was a feeling of anomie and despair. The nation’s self-confidence took a further blow with Watergate, when even the supreme leadership were shown to be corrupt.

Captain America Forswears his Country

That feeling of alienation and national disenchantment found expression in the comic strips of the day. American comics began to explore political issues, including racism, feminism and the abuse of the media to aid in crime and foment hate. It was perhaps expressed most forcefully by the actions of that most patriotic superhero, Captain America. The Captain is a symbol of everything good and noble in American society. In the strip, he had been created as a super-soldier to fight the forces of evil in the shape of the Third Reich, a storyline followed in the recent film, Captain America: The Winter Soldier. Faced with his country’s corruption, the Captain changed his name and costume to become ‘Nomad’, a superhero without a country.

Deathlok

Deathlok: Robocop against an Anonymous Enemy

Post-Vietnam disillusionment and confusion found further expression in another Marvel strip, Deathlok the Demolisher. Deathlok was a cyborg created from the mechanical reanimation of an American army officer. The strip was set in a future America devastated by a terrible war, in which whole cities have been abandoned. To fight the war, the government has taken to creating cyborg soldiers, vicious killing machines like Deathlok, which are engineered to enjoy killing and maiming. A battle with a rival cyborg destroys the mechanisms controlling Deathlok, allowing the human side to reassert itself, and the man inside to go on a quest to recover his humanity. In flavour, the strip very much resembled Paul Verhoeven’s Robocop, with its cyborg hero, robotic killing machines and a city devastated by crime and political neglect. Unlike Robocop, which came out later, the strip made it deliberately unclear what the point of the War was, or even who soldiers like Deathlok had been created to fight. The suggestion was that it had all somehow been staged by the government, to divide, terrorise and rule.

There are no cyborgs slugging it out on the streets of Moscow or Kiev, but the depiction of ‘non-linear war’ looks exactly like the shattered America in Deathlok.

Shifty Cameron, Austerity and the Enrichment of the already Wealthy

As for Cameron, he is indeed a protean, shape-shifting politicians, adopting guises only to abandon them when he got into power. Remember when he said that ‘this would be the greenest government ever?’ It didn’t take long for that to go once he got his foot through the front door of No. 10, along with his promises about the health service and the abandonment of the market economy so proclaimed by his mentor, Philip Blond, in his book, Red Tory.

The transfer of wealth from the poor to the rich is not confusing by any means. It’s been a feature of American politics for decades, where the government has pursued a policy of austerity for the poor, and subsidies and tax breaks for the rich. It’s only confusing because the extremes of poverty and wealth created by the banking crisis has thrown into very acute relief.

Assad, Islamism and the Paradoxes of the Modern Middle East

As for Assad, this is the product of Western politicians genuinely not understanding the politics of the Middle East. They pursued idealistic goals that ran in direct contradiction to the perceived good of the nations to which they were applied. Assad and his counterparts in Egypt, Tunisia and Libya were dictators, who held power through terror and brutality. Western governments see themselves as defenders of democracy and freedom, and so felt bound to support the popular revolts that broke out in the Middle East during the ‘Arab Spring’. Yet however undemocratic these regimes were, they were also secular, Westernising regimes that ostensibly promoted liberal policies of religious tolerance and personal freedom and relative gender equality to an extent which the Islamic and Islamist regimes that sought to replace them did not. The result has been the volte-face from seeking to oust Assad, to trying to combat his enemies in order to preserve his secular, Ba’ath regime.

Time to Reject Failed Neo-Liberalism

All of this has had a disempowering effect, because the parties have moved so close together, that there is little apparent difference between them. They are still attempting to apply discredited economic and foreign policies, while hiding their failures.

It’s long past the time when this situation changed, and politicians began thinking out of the Neo-Liberal box.

The Real Source of the Coalition’s Employment Policy: Morgus from Dr. Who’s ‘The Caves of Androzani’

Sometimes, life really does follow art. This week we had Boris Johnson telling a gathering of City bankers that ‘greed is right’, almost, but not quite, following Wall Street’s Gordon Gekko. The other night it struck me that the government’s way of tackling unemployment also seems to bear more than a little resemblance to another piece of 80s screen fiction, the Dr Who story ‘The Caves of Androzani’.

This was Peter Davison’s final regular appearance as the fifth Doctor. In it, the Doctor and Peri land on Androzani Minor, where they get caught up in a struggle between government forces, led by Major Chellak, and an army of androids, created by the mad scientist Sheraz Jek. Androzani Minor is the source of the drug Spectrox, which massively extends the human lifespan. Its production is controlled by a massive industrial combine, the Conglomerate, whose chairman is the avaricious and ruthless Krau Morgus. This has, however, been disrupted by Sheraz Jek. Jek had previously been employed by the Conglomerate, creating an android workforce, who could harvest the raw Spectrox safely. He was, however, betrayed by Morgus. Androzani Minor is subject to periodic mudbursts, geyser-like blasts of boiling mud caused by tidal action when the planet passes close to its larger twin, Androzani Major. Morgus sabotaged Jek’s instruments so that he was caught without warning in one of the mudbursts. Horribly disfigured and driven by an all-consuming desire for revenge, Jek has stopped production of the drug in order to force the Androzani government to kill Morgus. The government, in its turn, has sent in troops under Chellak to quell Jek and his androids and restore production.

Morgus, however, has managed to turn this situation to his own advantage. A ruthless businessman with absolutely no morals, Morgus is deliberately using the war to raise the price of Spectrox. He supplies the government forces with the arms and equipment they need, while also secretly supplying Jek through a group of mercenaries in return for shipments of Spectrox.

Spectrox in its raw state is highly poisonous, with the victims of Spectrox toxaemia dying in three days. The Doctor and Peri contract this after falling into a Spectrox nest. The plot revolves around the Doctor’s and Peri’s attempts to escape from Chellak, Jek and the mercenaries, and the Doctor’s efforts to find the antidote before they finally succumb to the poison. He is concerned primarily with saving himself and his companion. His mere presence on Androzani acts as a catalyst for increasing confrontation between Chellak and Jek, and the political and criminal machinations by Morgus, which finally culminate in his overthrow and downfall by his PA, Trau Timmon.

It’s a taut story, which combines the political thriller with elements of Restoration drama and Jacobean tragedy. At certain crucial points, Morgus turns to speak directly to camera. As in Jacobean tragedy, nearly everyone dies at the end, with the exception of Peri, Trau Timmon and the Doctor. Here’s a fan trailer for it from Youtube:

Morgus himself is smooth talking, exploitative and ruthless. When he finds out that one of the Conglomerate’s mines has produced too much copper, he arranges new equipment containing a bomb to be sent to the plant, which is destroyed in the resulting explosion. Fearing that Androzani’s president is aware of his duplicity, he personally pushes him down an empty lift shaft. Calling Trau Timmon to inform her of the tragic accident, he muses, ‘Still, it could have been worse.’
‘How so?’, she asks.
‘It could have been me.’

Particularly noteworthy here is Morgus’ solution to the social problems caused by unemployment. At 0.55 on the video he states ‘those without valid work permits will be sent to the eastern labour camps’. Morgus makes this comment in a conversation with the President, who drily observes ‘Where they’ll work for you for free’.
‘I hadn’t thought of that’, replies Morgus.
To which the President simply says, ‘I know’, while all the while looking at Morgus with eyes that say the complete opposite.

It’s this episode that reminds me very strongly of the government’s policy. After all, what is the Conglomerate’s deportation of the unemployed to forced labour camps except a form of workfare?

It’s been said that all Science Fiction is, despite its settings in the future, or on other worlds or parallel universes, about the issues facing present society. Workfare was certainly being discussed in the 1980s, when it was first introduced in America by the Reagan presidency. It’s been pointed out that much of the SF of the period is a reaction to the new, Conservative policies of the period, the privatisation of the economy and the growing power of frequently ruthless corporations. It is the Corporation in Alien and its sequel, Aliens, that sacrifices Ripley’s crewmates aboard the Nostromo, and the planet’s colonists and the marines sent to rescue them fifty years later in order to acquire the Aliens for the company’s weapons’ division. Another corporation, OCP, is also the villain in Robocop. The company acquires Detroit’s police force after it is privatised, and sets up a young, rookie cop, Murphy, to be gunned down in order to turn him into cybernetic law enforcement officer of the title. Morgus and the ruthless, exploitative Conglomerate can similarly be seen as a comment on the economic and social policies of Reagan and Thatcher. It is possible to go somewhat further, and suggest that the story’s also a disguised treatment of the Iran/Contra affair, in which the US government supplied arms to Iran and the Contras in Nicaragua, in return for the freeing of US hostages in Lebanon, and the shipment of cocaine into the US by the anti-Sandinista forces in Nicaragua.

It also needs to be noted, on the other hand, that the story is not necessarily an explicit comment on free-market capitalism. It’s assumed that the Conglomerate is privately owned, but it’s not stated. Both the Fascist and Communist dictatorships have used forced labour in industry, and so the use of unemployed slave labour in Morgus’ work camps could simply be based on those examples, especially as the work camps are on the ‘eastern continent’. Dr Who’s writers were clearly well aware of the way totalitarian states, particularly Nazi Germany, operated when devising their villains, such as Davros in The Genesis of the Daleks. Even so, free market capitalism under David Cameron has very definitely followed Morgus’ Conglomerate in the introduction of forced labour for the unemployed, even if they haven’t started to send people to Siberia yet. As for Morgus deliberately manipulating production to keep it profitably low, and create a reservoir of the unemployed, which he can exploit for free, the Angry Yorkshireman over at Another Angry Voice has pointed out that Neo-Liberal economics demands a constant unemployment rate of 6 per cent or so to keep labour cheap.

So, one way or another, Cameron’s government is following the Science Fictional policies of Dr Who’s Trau Morgus. Only without bombing mines and personally assassinating leading politicians. And it’s similarly time that someone brought it all to an end, though hopefully we won’t have to wait for a visitor from beyond the stars.

Coalition Enters Weird World of Anarcho-Capitalism: Tories to Privatise the Courts

There is another important piece posted by my brother, Mike Sivier, over at his Vox Political blog. In ‘Court Privatisation – What Happened to the Lord Chief Justice’s Objections’ he discusses and critiques the latest Tory wheeze. This time they want to sell off the courts. The Lord Chief Justice, Lord Igor Judge, had previously criticised the suggestion on the grounds that it contracted the injunction in the Magna Carta against selling justice. It now seems he supports the move.

A week or so ago I wrote a blog piece noting that the Tories seemed to have lifted an awful lot of their policies, like private police forces, from Rothbard and the American Libertarians. I asked, somewhat rhetorically at the time, whether even they would be so mad as to privatise the courts, as suggested by the great Anarcho-Capitalist. I thought that even they wouldn’t be so greedy and bonkers as to sell off the core function of the state. I was wrong.

We are rapidly entering the kind of dystopian world portrayed in 1980s SF films. (I’m thinking in particular of one directed by Paul Verhoven).

A world where crime is rampant. Where Big Business owns the police and the city they serve and protect. Where the cops are under siege, gunned down by savage gangs.

And where corruption goes all the way to the boardroom.

Only one man can protect us from this urban nightmare.
