How Does the Ban on Teaching Anti-Capitalist and Extremist Materials Affect Mainstream Textbooks?

Yesterday, Gavin Williamson, the secretary of state for education, issued his departments guideline informing schools what they could not teach. This included materials from organisations determined to end capitalism, as well as anti-Semitic material, opposition to freedom of speech and which approves of illegal activity. The Labour Party’s John McDonnell pointed out that this would mean that it’s now illegal to teach large sections of British history and particularly that of the Labour Party, trade unions and socialism, because all these organisations at different times advocated the end of capitalism. He is, of course, right. In 1945 or thereabouts, for example, the Labour Party published an edition of the Communist Manifesto. He concluded

“This is another step in the culture war and this drift towards extreme Conservative authoritarianism is gaining pace and should worry anyone who believes that democracy requires freedom of speech and an educated populace.”

The economist and former Greek finance minister, Yanis Varousfakis, who has also written a book, The Crisis of Capitalism, also commented this guidance showed how easy it was for a country to lose itself and slip surreptitiously into totalitarianism. He said

“Imagine an educational system that banned schools from enlisting into their curricula teaching resources dedicated to the writings of British writers like William Morris, Iris Murdoch, Thomas Paine even. Well, you don’t have to. Boris Johnson’s government has just instructed schools to do exactly that.”

Quite. I wonder how the ban affects even mainstream textbooks, which included anti-capitalist or other extremist literature. For example there are any number of readers and anthologies of various political or historical writings published by perfectly mainstream publishers for school and university students. Such as the one below, Critics of Capitalism: Victorian Reactions to ‘Political Economy’, edited by Elisabeth Jay and Richard Jay, (Cambridge: Cambridge University Press) 1986). This collects a variety of writings authors such as John Francis Bray, Thomas Carlyle, Marx and Engels, John Stuart Mill, John Ruskin, Matthew Arnold, Thomas Hill Green, William Morris and George Bernard Shaw. These texts obviously document and illustrate the reactions to the rise of economics as an academic subject in the 19th century, and several of the authors are titans of 19th century British culture, literature and political philosophy, like the art critic Ruskin, the socialist, writer and artist, William Morris, the playwright George Bernard Shaw, the liberal political philosophers John Stuart Mill and Thomas Hill Green, and Matthew Arnold, the headmast of Rugby, the author of Culture and Anarchy. This is quite apart from Marx and Engels and John Francis Bray, who was a socialist and follower of Robert Owen. Carlyle’s now largely forgotten, but he was a philosopher and historian who was massively influential in his day.

Clearly this is an entirely respectable text from a very respectable publisher for history students. But, thanks to the government’s new guidelines, you could well ask if it’s now illegal to teach it in schools, thanks to its anti-capitalist contents.

The same question also applies to very respectable histories by respectable, mainstream historians and political scientists, of extremist movements and ideologies like Fascism, Nazism, Communism and anarchism. For example, one of the books I used while studying the rise of Nazism at college was D.G. Williamson’s The Third Reich (Harlow: Longman 1982). It’s an excellent little book published as part of their Seminar Studies in History range. These are short histories of various periods in history from King John and the Magna Carta to the origins of the Second World and the Third Reich, which include extracts from texts from the period illustrating particularly aspects and events. Williamson’s book is a comprehensive history of the Nazi regime, and so includes extracts from Nazi documents like Hitler’s Mein Kampf, Goebbel’s diaries and as well as eyewitness account of Nazi war crimes and individual acts of heroism and resistance. It presents an objective account of Hitler’s tyranny including its horrors and atrocities. There is absolutely no way it, nor other books like it, could remotely be considered pro-Nazi or presenting any kind of positive assessment of Hitler’s regime.

But if schools are now forbidden from teaching anti-capitalist, anti-Semitic, racist and anti-democratic material, does this mean that they are also forbidden from using books like Williamson’s, which include the writings of the Nazis themselves to show the real nature of the regime and the motivations of the men behind it. I hope not, and Owen Jones in his tweet attacking the new guidelines quotes them. From this, it should be possible to make a distinction between texts produced by extremist organisations and extracts from them in mainstream histories or editions from mainstream publishers. According to Jones’ tweet, the guidelines state

Schools should not under any circumstances use resources produced by organisations that take extreme political stances on matters. This is the case even if the material is not extreme, as the use of it could imply endorsement or support of the organisation. Examples of extreme political stances, include, but are not limited to

  1. a publicly stated desire to abolish or overthrow democracy, capitalism or end free and fair elections.

2. opposition to the right of freedom of speech, freedom of association, freedom of assembly, or freedom of religion and conscience.

3. the use or endorsement of racist, including anti-Semitic language or communications.

4. the encouragement or endorsement of illegal activity.

5. a failure to condemn illegal activities in their name or in support of their cause, particularly violent actions against people and property.

Responding to Jones’ tweet, Jessica Simor QC asks this very pertinent question

Do the fourth and fifth bullet points mean that schools should not accept Government money?

Good point.

I also have no doubt that the vast majority are going to be extremely careful about which organisation’s materials they use because of the danger of using extremist or otherwise inappropriate material.

But I can also how sometimes it may also be necessary for schools to use such materials in order to criticise them and educate their pupils about their dangers. For example, in the 1980s the BNP or NF tried to appeal to schoolchildren by launching a comic. Other extremists have also turned up at the school gates on occasion. When I was at school in Bristol during the ’81/2 race riots, a White agitator with a beard like Karl Marx’s turned up outside the school entrance with a megaphone trying to get the kids to join in. We ignored him and the headmaster next day in assembly said very clearly that any child who did join the rioting would be expelled.

Nazis are also known for lying and deliberately distorting history. If some Nazi group, for example, produced a pamphlet aimed at schoolchildren and teachers found it being passed around the playground one of the actions they could take, as well as simply banning it and punishing any kid who tried to promote it, might be for a suitably qualified teacher to go through it, pointing out the deliberate lies. When Hitler himself seized power, one Austrian university lecturer embarrassed the fuhrer by showing his students how Hitler took his ideas from the cheap and grubby neo-Pagan literature published in the back streets of Vienna. One of these pamphlets claimed that the ancient Aryans had possessed radio-electric organs that gave them superpowers like telepathy. I think it was highly unlikely that anyone listening to this professor’s lectures on Hitler ever came away with the idea that Hitler had some deep grasp of the essential forces of human biology and and natural selection.

I see absolutely no point to this legislation whatsoever. Teachers, parents and educators are already careful about what is taught in schools. In the past few years most incidents of this type have come from fundamentalist religious schools. These have mostly been Muslim schools, which have been caught teaching their students to hate Christians, Jews and non-Muslims, but there was also a Jewish school which became the centre of controversy for its opposition to homosexuality. In the 1980s Thatcher and the right-wing press ran scare stories about Communist teachers indoctrinating students with evil subversive subjects like peace studies. I am not aware that anyone with extreme left-wing, Communist or Trotskite views has been trying to indoctrinate children. But there are concerns about Black Lives Matter, which I have heard is a Marxist organisation. If that is the case, then the guidelines seem to be an attempt to ban the use of their materials. BLM did produce materials for a week of action in schools, which was thoroughly critiqued by Sargon of Gasbag, aka Carl Benjamin, the sage of Swindon and the man who broke UKIP. Sargon has extreme right-wing Conservative views himself, though I honestly don’t believe that he is genuinely racist and his criticisms of the BLM school material was reasonable. Williamson’s guidelines look like a badly thought out attempt to stop them being used without causing controversy by tackling the organisation’s anti-racism or its critique of White society.

But it also marks the growing intolerance of the Tories themselves and their determination that schools should be used for the inculcation of their own doctrines, rather than objective teaching that allows children to come to their own. Way back in the 1980s Thatcher tried to purge the universities of Marxists by passing legislation making it illegal for them to hold posts in higher education. They got round it by making a subtle distinction: they claimed to be Marxian rather than Marxist. By which they argued that they had Marxist culture, but weren’t actually Marxists. It’s a legal sleight of hand, but it allowed them to retain their teaching posts.

These new guidelines look like an extension of such previous legislation in order to preserve capitalism from any kind of thorough critique. Even when, as the peeps Mike quotes in his article, show very clearly that it is massively failing in front of our eyes.

The British Class Room War and the Tory and Elite Feminist Promotion of Private Education

There’s massive outrage at the way the education authorities in England, Wales and Scotland have downgraded pupils’ marks according to a set a algorithms. This has unfairly affected the mass of these children, damaging the hopes of all-too many for a university education. In the poorer areas, according to an I headline yesterday, 36 per cent of students have been affected. This is despite the hard work, time and effort these children and their teachers have put in despite the lockdown and necessary school closures. Teachers are angry, students and their parents are angry, and the schools are protesting. The Scots are trying to correct their errors, but there’s been precious little from the education secretary, Gavin Williamson, except excuses and bluster. And only the mildest criticism from the useless Blairite leader of the Labour party, Keir Starmer.

Private Schools and the British Class System

But strangely, none of this downgrading has affected students at the elite private schools, like the Eton from which our clownish, mass-murdering prime minister Boris Alexander, DePfeffel Johnson and so many of his cronies and cabinet have attended. Mike has published a couple of excellent articles pointing out the class dimension to this marking down of the hoi polloi on their schools.

And he’s right. This isn’t accidental. The elite private schools are an intrinsic part of the British class system. They supply and educate this country’s elite, who heartily despise not just those below them, but the state schools that educate them.

Britain is one of the few country’s in Europe that has this devotion and the attendant promotion of elite private schools. It simply doesn’t exist in France and Germany, where most children, I believe, attend state schools. Private schools exist, but there isn’t the same cult surrounding them. There have at times been attempts to introduce it in Germany, but it’s failed. And a Fabian pamphlet on education I read in the 1980s stated that in France many pupils at private schools were there because, er, they were less intelligent than those at the state schools.

Some of this difference in attitude comes from the different history of education on the continent. In France following the French Revolution, there was a bitter conflict over schooling between the Church and the liberal, secularist authorities. This has been decided in favour of the latter, so that French republican society has an official policy of laicism – secularism. Germany also had its Kulturkampf with the Roman Catholic church in the 19th century over the Roman Catholic schools. But I think both countries, as well as Italy, had a very strong tradition of state support for schools and state or parish school provision. There was mass illiteracy in these countries in the 19th century, but I got the general impression that after the Napoleonic invasions where education was provided, it was through local school boards. In Britain education tended to remain a matter of private industry and provision. I’d also argue that the attitude that Eton and the rest of the private schools represent the acme of the British education system is actually only quite recent. Well into the 19th century wealthy children had a broader education at the grammar schools – the public schools were criticised for their narrow specialisation on the Classics – and bullying and brutality by the teachers was rife. The diet was also so poor that the pupils boarding there sometimes died of starvation. This changed after Matthew Arnold became the visionary headmaster at Rugby, and his massive improvement in the standards there and influence across elite private education.

There is, apparently, also a class divide in France in their secular, state education system. The children of the technocratic elite attend a set of similarly exclusive, but state-run schools, which are very difficult for someone outside that class to get into. This was part of the argument the Daily Heil advanced in favour of the British public school system in article back in the 1990s, when Eton and its fellows were coming under attack again as bastions of class privilege. According to this article, British public schools were superior because they developed in their pupils an independence of thought impossible in the French state system. This was roughly at the same time the journo Danny Danziger was interviewing old Etonians in his book, Eton Voices, who droned on about how wonder the old school was, praising it for its tolerance. How ideologically independent private school education is, is a highly questionable point. I’ve met a number of ex-public schoolboys who have rebelled against their upbringing and affected a very working class persona. But for the most part, since Arnold there has been a definite emphasis on moulding character – no bad thing in itself – and the existence of these schools and their very narrow class background is responsible for the maintenance of the British class system and all its attitudes against those further down the British social hierarchy.

Tory Hatred of State Education

And the Tories themselves hate state education. Some of us can still remember how they tried to part-privatise it in the 1980s by encouraging schools to leave the Local Education Authorities to become City Academies. That failed, and was quietly wound up. Until it was revived and expanded again by Blair and New Labour. And the Tories have continued, expanding the academy chains and even trying to bring back grammar schools to absolutely zero enthusiasm. I also remember the ignorant pronouncements of some Tory businessmen in the 1980s, who showed their own contempt for education. Pupils, according to these ignorant blowhards, should just be taught reading, writing and arithmetic. Nothing else was necessary, and they should then be sent out to work. But although it wasn’t said, they probably didn’t mean children from the upper and upper middle classes.

Elite Feminist Attacks on State Education

And part of the defence and promotion of elite private schools has come from ex-private schoolgirls arguing from feminism. There’s a reasonable point there, but it’s mixed up with much elite class ideology. And it includes the liberal, Blairite elite as well as Tories. Way back in the 1980s there were articles in the paper during the debate about girls’ education which pointed out that girls in single-sex schools had better grades than their sisters in mixed schools. Girls tended to be pushed into the background in school performance by boys. I don’t know if this has changed, but since then there has been a reversal in academic performance between the sexes. Girls have been outperforming boys for several years now, and the worse performing demographic are White working class boys. Despite this reversal, feminist arguments are still being used to defend what it basically class privilege. Single-sex schools are centres of female excellence, and away from boys, more girls take STEM subjects. So said an article by one of the female hacks in the I. I don’t doubt she’s right.

But this does create some very skewed attitude towards state education in ex-private schoolgirls. I came across about a decade ago when I studying for my Ph.D. at Bristol Uni. Passing through campus one day, I overhead two former private school inmates, who I think I had just met, who were overjoyed to find that they both had the same educational background. They were glad to find another you woman, who went to the same type of school. Which, one of them declared, was better than ‘the little woman thing they teach in state schools.’

What!

Not in my experience, nor my mother’s. I went to the local primary school, and my mother was a teacher in one of the other primary schools in Bristol. Mike and I were also lucky to get into a church school. This had been a grammar school, but was now a state-assisted comprehensive. And in none of them was there any teaching about the ‘little woman thing’. Now there was a debate within the education system at the time about gender and schooling. There was an article in an edition of Child Education about whether girls should be allowed to play with traditionally boys toys in school, like Meccano sets. But this debate, I think, has been settled a very long time ago. And I do remember that there was a positive attitude towards feminism amongst some of the staff at the Church school. I was in our house master’s office one day – I honestly can’t remember why, but I don’t think it was as a punishment for anything – when one of the women teachers came in. She had some materials on the Suffragettes she wanted to show him. ‘Ah, excellent!’ said the housemaster, ‘a bit of feminism!’

By  contrast, I’ve also come across teachers of both sexes, who in my opinion couldn’t teach boys. One of them was a male teacher, who gave sneers and put downs to the boys if they couldn’t answer questions or gave the wrong one, but was extremely encouraging to the girls. He clearly thought that girls needed gentle encouragement, while boys needed to be kept in line by shaming and humiliation. But it gave the impression he didn’t like teaching them. I’ve also come across some horror stories about the way girls have been treated in schools as well. Another story I heard back in the ’80s was about the headmaster of a London school, who immediately decided to divide the pupils into two classes, an ‘A’ and ‘B’. And all the boys ended up in ‘A’, and the girls in ‘B’. The headmaster, apparently, was Turkish, and this looks like the product of a traditionally Islamic cultural attitude to education. It was mostly definitely not common throughout the British state system and there were very loud complaints.

Blairite Feminism and Class Snobbery

My guess is that these skewed ideas about the sexism of state education are shared not just by Tories, but by Blairite liberals. The hacks writing in newspapers like the Groaniad and the I, although that’s technically non-aligned politically, seem to come from the same wealthy, privately educated class. And I think they share the same attitudes towards social class as the Tories, but argue for it from a liberal, feminist perspective. A few years ago the I carried a piece about a female Labour MP or activist, who was very definitely a Blairite. She commented on how male-dominated the old, trade union dominated Labour movement had been. And so we see the same attitude directed towards state education, by people, who have never once set foot in a state school except perhaps on an official visit.

Conclusion

Boris Johnson famously declared that every school should be like Eton. Well, every school could if it had the money spent on it Eton has. As for the academies, ditto. Once you account for the masses of money they have had spent on them, far in excess of the state sector, and the way they skew their results by excluding difficult and underperforming pupils, they are very definitely not better than state schools. But ‘failing state schools’ is a nice mantra to justify the privatisation of the education system, even though one academy chain has gone down the toilet after the other. The Tories hate state education, and, in my opinion, will do anything to sabotage it. As will the Blairites.

And that includes deliberately marking down state school pupils, while awarding high marks and grades to the privately educated children of the elite.

 

Bullying, Starvation and Death in 19th Century Public and Boarding Schools

There’s a strong mood in the Labour party for the abolition of the public schools. Unlike in America, where the public schools are the state schools, the term over this side of the Atlantic mean the network of extremely expensive private schools educating the children of the aristocracy and the upper middle classes. It’s from them and their ethos that elite derive some of their power and sense of entitlement through the social solidarity and networks these schools provide. Private Eye in its review of a book on Eton in the 1980s commented acidly on a statement by one former Eton schoolboy, now an Anglican bishop, that looking at the numbers of other old Etonians now in leading positions in the government, civil service and society, he felt the whole world was Eton. Another said that if he found out a man hadn’t been to Eton, he wasn’t sure why, but for some reason he thought less of him.

But it wasn’t always like this. Before Matthew Arnold turned up at Rugby in the 1840s, the Public Schools had a very poor reputation. They were notorious for a very narrow curriculum that concentrated almost exclusively on the classics, vicious bullying and vain attempts to keep order among their charges through sadistic flogging. As well as immorality.

I found these passages, describing the abysmally low standards in them in Andrina Stiles, Religion, Society and Reform 1800 1914 (London: Hodder & Stoughton 1995).

Some of the endowed schools had begun to take boarders quite early on. Rugby for instance, which had originally been founded in the sixteenth century as a free grammar school for local boys, evolved in this way into the 19th century public school. Conditions before 1840 in public schools left much to be desired. A narrow classical curriculum, poor housing and food, harsh discipline and a low moral tone characterised life there. Violence and bullying were common. By the middle of the century the situation was improving and public school values were changing, for several reasons. One of these was the arrival of Thomas Arnold at Rugby in 1829.

Nevertheless there was still disquiet about the narrow curriculum of the public schools a generation later in 1861:

No Latin or Greek may make Mast Jack a dull boy, but Latin and Greek without anything else go far towards making him a very dullard. Parents are beginning to feel this and to ask whether a skinful of classical knowledge with a little birching thrown in for nothing is worth the two hundred a year the pay for a boy at Eton.

A Royal Commission under Lord Clarendon was appointed to examine the revenues, management and curriculum in the nine chief public schools. Its report in 1864 was more favourable than might have been expected. It agreed though that there was still an undue emphasis on the classics and added that the schools ‘are in different degrees too indulgent to idleness, or struggle ineffectually with it, and consequently send out a large proportion of men of idle habits and empty uncultivated minds’. A number of reforms were suggested and some of these, mostly organisational ones, were incorporated in the Public Schools Act of 1868. The effects were limited for the schools were not made subject to government inspection and each remained virtually independent. As for broadening the curriculum, little was done.

But if standards in the public schools were low, those in the middle class private schools were potentially lethal.

Many parents wishing to protect their boys from the dangers of the public school, or not able to afford the fees to send them there, turned to private boarding schools. These varied widely in competence, were often quite small, and had a more liberal curriculum than the public or grammar schools. The pupils were usually better supervised and better housed than in the public schools, though this was not always the case and some private schools were very badly run, with a high death rate among the pupils from disease, malnutrition and general neglect.

With this history, it’s amazing that the private sector still has the social cachet to demand respect, and old Etonians like David Cameron and Boris Johnson hold them up for emulation from the state sector. One of those two charmers declared that they’d like every school to be like Eton. This was in a speech promising further privatisation of state education. Well, every school probably could become like Eton, if it had the amount of money spent on it Eton has from the fees it charges elite parents. But as its the state sector, they get nowhere near the funding and resources they need and deserve. If we really want to create a strong state education system that provides a good schooling for everyone, then the myth of private school excellence has to be disproven and their privileged place removed even if the schools themselves aren’t abolished.

 

Book on Conservative, Anti-Left Bias at the BBC

The BBC: The Myth of a Public Service, Tom Mills (London: Verso 2016).

I managed to pick up a copy of this book, which came out last year, yesterday while poking around one of the secondhand book shops in Cheltenham. The BBC has become increasingly very blatantly biased against the Labour party, trade unions and the left in general. The Corporation has huffily denied this, but it’s been the subject of academic critiques by Edinburgh, Glasgow and Cardiff academics, who have concluded that there is a very real bias towards the Tories and business leaders, and against Labour MPs and trade unionists. According to the back flap of the dust jacket, Tom Mills is another academic – a lecturer in sociology and policy at Aston University, and a former co-editor of the New Left Project.

The blurb on the front flap states

The BBC is one of the most important institutions in Britain; it is also one of the most misunderstood. Despite its claim to be independent and impartial, and the constant accusations of a liberal bias, the BBC has always sided with the elite. As Tom Mills demonstrates, we are only getting the news that the Establishment wants aired in public.

Throughout its existence, the BBC has been in thrall to those in power. This was true in 1926 when it stood against the workers during the General Strike, and since then the Corporation has continued to mute the voices of those who oppose the status quo: miners in 1984; anti-war protesters in 2003; those who offer alternatives to austerity economics since 2008. From the outset much of its activity has been scrutinized by the secret services at the invitation of those in charge. Since the 1990s the BBC has been integrated into the market, while its independence from the government and big business has been steadily eroded. The BBC is an important and timely examination of a crucial public institution that is constantly under threat.

Barry and Saville Kushner have also pointed out how the Beeb and its journos unquestioningly accept the necessity of austerity, rarely inviting on their programmes anyone dares say otherwise. When they do, the interviewer promptly throws a fit and shouts them down. They heard one instance of this while listening to a radio interview on Radio 4 with a leading trade unionist, who was very abruptly stopped when he tried explaining that there was absolutely no need for it. The anti-Labour bias is acutely obvious in Laura Kuenssberg’s treatment of the Labour leader, Jeremy Corbyn. It was also very evident with the reports on the Six O’clock news by John Pienaar and George Alagiah. Any number of people have complained about Kuenssberg’s flagrant bias, and got the same shirty treatment from the people in the media bubble. Those, who dare to complain, like Guy Debord’s Cat, get a haughty letter from one of its apparatchiks pompously informing them how the Corporations journalists are all scrupulously impartial, and they are mistaken. And the hackettes in the Groaniad immediately got on their high horses to claim that those criticizing la Kuenssberg were just doing it because they were sexist chauvinists, like the Bernie Bros in America. Which also didn’t exist, but were made up by Killary and her minions as a way of explaining why few people, including women, actually like this highly entitled, neoliberal, establishment figure, who befriends blood-soaked war criminals like Henry Kissinger.

And despite the Beeb’s protestations, several of their own journos don’t buy this rubbish either. Robert Peston, now the Beeb’s economics editor, was asked three years ago what he thought about the claims that it had a liberal bias. Peston replied that, on the contrary, the Corporation was ‘completely obsessed with the agenda set by newspapers’, naming the Heil and Torygraph. He added that it ‘quite often veers in what you might call a very pro-establishment, rather right-wing direction’. He forthrightly said that the claims that the Beeb is left-wing is ‘bollocks’. (p. 106).

But such claims have been around since the BBC was formally incorporated as a nationalized industry. When it was just a cartel of radio manufacturers and broadcasters, the Conservatives were accusing it of a Socialist bias. Glancing through the book reveals that there have been repeated attempts by the Tories to make it reflect their views. In 1947 Churchill launched one of these. Some of the most significant occurred in the 1970s with Keith Joseph and the other neoliberals around Maggie Thatcher. They got very upset in 1974 when the respected American economist, J.K. Galbraith, presented a series critiquing corporate power and the rise and crisis of industrial society, including Marxist and Keynsian perspectives, The Age of Uncertainty. This was too much for Joseph and the rest of the frothing mad Tory right. Galbraith was no liberal. He identified as Conservative, but had said the unsayable. Galbraith stated in the introduction to the ninth episode of that, ‘The Big Corporation’, that it was a myth that the consumer is sovereign and the corporation respond to their preferences, efficiently allocating society’s resources. The reality was that ‘corporations influence government, influence the consumer. Only the textbooks say otherwise.’ Joseph and Geoffrey Howe then organized a campaign to have another series set up, examination the question from a pro-Hayekian, free market perspective, presented by Milton Friedman. This was the Milton Friedman, who enthusiastically rejected democracy after realizing that his Chicago School would always been a minority. He therefore championed General Pinochet, who was also an enthusiastic Monetarist, when he overthrew the Marxist president of Chile, Salvador Allende, in a Fascist coup.

One of the most revealing sections is the chapter discussing how the Beeb’s massive pro-business bias was established about nine or so years ago, way back at the start of century around the year 2000. It was set up, and the treatment of business affairs expanded, by Greg Dyke. Dyke was a member of the Labour party, and a crony of Tony Blair. This explains why the Tories were constantly howling about how he was a dangerous Socialist, and there was a left-wing bias at the Beeb. In fact, Dyke had imbibed the same Thatcherite, neoliberal views as Blair, despite the continued whines that the Beeb had an ‘anti-industry culture’. It’s another example of how politicians on the nominal left, like Blair, took over and expanded the Conservatives’ neoliberal programme.

As for pro-Fascist bias, this even afflicted that great founder of the Beeb, Lord Reith. In 1933 Reith made a speech declaring that it was possible for someone to spread democratic values without being a democrat. Two years later, in 1935, he made a speech praising Mussolini. He personally believed the country needed a dictatorship. Fortunately, the rest of the Beeb’s governors and controllers didn’t, and forced him out.

This is interesting, as it’s an aspect of Reith’s life I hadn’t heard about before. There have been biographies of him – one of which was published in the 1990s, and, I think, reviewed by the Financial Times. However, from what I can remember, what was said about Reith’s personal failings was about his own puritanism, repressed homosexuality, and guilty infatuation with another man. I can’t recall any mention of Reith being a supporter of Fascist style dictatorship, although it should also be said that he despised the Fascists’ thuggery.

It would be too much to say that the corporation is pro-Fascist. They’re very proud of a quote made during the crisis of 1974, when one of the journos announced that the Beeb isn’t impartial – it’s strongly pro-democratic, and passionately feels this needs to be cherished. On the other hand, broadcasters tend to be Conservatives. And one aspect of the Conservative mindset is authoritarianism. See some of the pieces on YouTube discussing this by left-wing news sites like Democracy Now and so on. This would explain why they give more respect than they should to extreme right-wing movements like the BNP and UKIP. The book also places Mary Whitehouse, the moral crusader, who became the scourge of broadcasters from the 1960s onwards. Whitehouse is still a notorious figure today for her campaign against all manner of smut and filth on television with her group, the Viewers’ and Listeners’ Association. A year or so ago there was a book about her and her correspondence with the Corporation, Ban This Filth. Mills states that she is looked upon as an eccentric figure. Misguided, but essentially harmless. This isn’t quite the case.

Whitehouse was linked the Tories, and a friend of Maggie Thatcher. She and they thought that there was a plot by a left-wing elite to foist all this degeneracy and moral chaos on the British public. It’s a view that’s now become firmly established within the Right. And there was a very strong political dimension to her campaign. She believed that the liberal elite wanted to create sexual permissiveness and anarchy in preparation for a state of political anarchy, in which the fundamental institutions of British society would be torn down. And like many a bonkers conspiracy theorist, she was convinced that this was all being coordinated by Moscow. These days she’d probably be on Infowars with Alex Jones, along with nutters frothing about imaginary satanic paedophile rings operating out of Boston pizza parlours by Hillary Clinton, and those who think that the government is run by a secret cabal of aliens from Zeta Reticuli.

As for her views about political anarchism, this was also held by MI5, much to the amusement of the real anarchists in the Anarchist Federation. See one of the pieces on modern anarchism in the anthology of anarchist literature, Anarchism, edited by George Woodcock.

The book concludes that Reith’s vision of the Beeb’s role was the same as that as Matthew Arnold, the headmaster of Rugby, in his book Culture and Anarchy. The alienated laboring poor were to be incorporated into the culture and political structure of British society, but firmly under the leadership of the upper classes. The brief period when British society and the BBC had become more egalitarian due to rising affluence and the economic and social changes of the 1960s, has disappeared. This is partly due to the collapse of Communism. There is now no longer an exterior threat demanding that certain concessions be made to the working and lower middle classes, so that they don’t become too radicalized. Neoliberalism has increased poverty and jobs are precarious. At the same time, power has become more distanced and centralized amongst a powerful coterie of Oxbridge-educated managers. And just as this has occurred in industry and wider British society, so it as has also occurred in the Beeb.

This is an important study of the Beeb’s institutional right-wing, pro-Establishment bias. It’s another refutation of the Beeb’s repeated, and increasingly spurious claims of impartiality. Since Corbyn became leader, more people have become aware of how hypocritical and specious these claims are. It’s why more people are getting their news and information from the internet, and sites you can really trust. Sites like Vox Political, Tom Pride, Johnny Void, Another Angry Voice, DPAC, Kitty S. Jones, the Canary, the Squawkbox, Guy Debord’s Cat, Tony Greenstein and others too numerous to mention.

These people convey real news, and their under threat from the big corporations Google and Facebook, who only want you to view and read approved corporate, neoliberal propaganda. It’s why they’re demonetizing left-wing news shows like Democracy Now, The Young Turks, the David Pakman Show, Secular Talk and Sam Seder’s Majority Report, and changing the rules on Facebook to make it difficult for people to access the left-wing blogs.

Gove and 19th Century British Education Provision

Earlier this week the NUT staged a one-day strike against the government’s reforms of British schools. As with the rest of Conservative policy, this essentially consists in preparing the system for further privatisation and lowering wages and conditions. They also have their sights set on lowering standards as well. Taking their cue from the assumption of ignorant bar-room bores everywhere, the Tories have the attitude that just about anyone, or almost anyone, can teach without actually needing to be taught how. They are therefore trying to pass legislation to allow graduates to teach in schools without needing to have a teaching qualification first.

I did my first degree at a teacher-training college that also took ordinary degree students. The trainee teachers I knew were conscientious and worked extremely hard, both academically on their specialist subjects, and in the class-room during teaching practice. Often they were put in front of classes that could be difficult, stopping fights between pupils and sometimes with the threat of violence from parents. While there’s a lot of debate just how much of the theory of teaching and child development is relevant – the theories of Piaget have been extensively critiqued and rejected – it is nevertheless not an easy profession by any means. Teachers certainly need good training in how to teach, as well as what. All this will be undermined by Gove’s reforms.

Modern Conservatism is based on the view that laissez-faire, private industry is always best, and so looks back with nostalgia on the 19th century, when Britain dominated the world, we had an empire and industry was expanding. It was also an age of poverty, hunger, disease and overcrowding. And rather than being great, Britain in this respect had one of the worst education systems in western Europe.

France

In France, plans had been drawn up for a national system of primary, secondary and university education as long ago as 1806 under Napoleon. In practice, the regime got only as far as founding the lycees, the boarding schools for the elite. Under the education act of !833 drawn up by the French minister, Guizot, an impressive system of primary education was established. All communes were required to set up schools, which would provide education for local boys free of charge. The communes that could not afford to do so were to be given funding from their department, or, failing, that an annual grant from the Ministry of Public Instruction. As a result, in the thirteen years from 1834 to 1847 the number of primary schools in La Patrie increased from 33,695 to 43,514. By 1849 there were 3 1/2 million children attending primary school. Girl’s schools received much less funding, but nevertheless a law 1836 extended the 1933 Act to provide for schools for girls.

The French educational system was further reformed in 1863 under Napoleon’s minister for public instruction, Victor Duruy. Duruy was the Republican son of a worker in the Gobelins tapestry factory. He proposed to Napoleon III a system for the effective abolition of illiteracy, funding increases for secondary education, and increases in teachers’ salaries. Primary education was made compulsory, and a broader curriculum introduced for secondary schools. In 1866 nearly 66,000 pupils attended secondary school. The state also spent large sums on teachers’ salaries and in establishing good school libraries. In Matthew Arnold’s words, the French education system after Guizot had

given to the lower classes, to the body of the common people, a self-respect, an enlargement of spirit, a consciousness of counting for something in their country’s action, which has raised them in the scale of humanity.

Germany

Prussia had a ministry of public instruction and a system of local school boards from 1817 onwards. By the mid-19th century throughout all the German states primary education was compulsory. In Saxony, Wurttemberg, Bavaria, Baden and Prussia after 1857 parents had to send their children to the local state school. The age when children started school varied from state to state from five to eight years. In some parts of Germany school attendance was compulsory for a further eight years, so that the school leaving age was the same a century later. Unfortunately, education suffered through the use of child labour and widespread poverty, which took children out of the class room.

By 1837 Prussia already had a system of 50 gymnasia, set up to teach the children of the elite from 16 to 19. The curriculum was broader than that in France, and included philosophy, history, geography, arithmetic and geometry, as well as drawing and playing a musical instrument.

Austria

Under the liberal prime minister Auersperg in 1869 education became compulsory for all children from six to fourteen years of age. It has been seen by Harry Hearder, in his Europe in the 19th Century, 1830-1880, as more advanced than the British educational system introduced a year later. (p. 386). The parts of Italy under Austrian rule also benefited from this increase in education. In 1856 Lombardy possessed 4, 427 primary schools.

Switzerland and the Netherlands

The best schools in Europe were those in Switzerland and the Netherlands. Primary education had been made compulsory in most Swiss cantons in the 1830s, and Matthew Arnold considered Swiss schools superior to the French, with the schools in Aargau the very best in Europe.

In the Netherlands a system of state supervision of education had been established in 1806. Dutch schools were hygienic, with well-trained teachers, industrious and happy children, complete religious toleration and no corporal punishment.

Britain

There were a number of schools giving some form of education. These included the Dame Schools, in which an old woman kept a class of children quiet while their parents worked and the charity and Sunday schools. These were essentially religious in nature, and although there were 1 1/2 million pupils in Sunday schools in the 1830s, their pupils were not taught to write or do sums. There result was that there were high rates of illiteracy. By 1851 the literacy rate for men was about 69.3 per cent, and for women 51 per cent.

Under Dr James Kay-Shuttleworth in 1840 schools receiving state grants were obliged to adhere to certain standards, and in 1856 the Department of Education was set up. Nevertheless, a national system of education did not exist until the education act of 1870.

The children of the upper classes attended the grammar and public schools. There was, however, no national system of universal secondary education until 1880, or really, before the 20th century.

University Attendance in England, France, Germany and German Austria

The English universities were intended to produce a small, educated elite, unlike those in France, Italy, German Austria and Germany, which aimed at producing a larger cultured or professional class. As a result, in the 19th century far fewer people in England had the benefit of a university education. In France 1 in 1,900 citizens attended uni. In Italy, this was 1 in 2,200. In Germany and German-speaking Austria, it was 1 in 2,600. In Britain less than half as many had a university education one in 5,800 men.

British Education Dominated by Conservative Aristocratic Bias

Hearder therefore says of the British education system that it suffered from a narrowly aristocratic attitude. If the English upper class was as well educated as that of any other in Europe, the rest of the population remained wretchedly ignorant and neglected. (p. 388).

This attitude still persists in contemporary Tory attitude to education. Cameron, Osborne and Clegg are Toffs, who seem intent on pricing higher education out of the grasp of the lower middle and working classes with their raising of tuition fees. The educational reforms seem designed to wreck state education, leaving it purely run for the profit of private companies and unable to compete with the private schools. This seems partly intended to allow the wealthy to continue to the enjoy their educational and social privileges without having to worry about competition from the poorer children of the state sector.

And supporting this assault on state education is the popular belief, at least amongst some of the electorate, that this must raise standards because private is automatically better, as demonstrated by British imperial and industrial greatness during the 19th century. Britain, however, does not compare well in the sphere of mass education during the 19th century. The state systems of many nations, especially France, appear far better. If we genuinely care about giving a good education to our children, we should be looking to them, not back to a mythical age of imperial glory that promotes an attitude of indifference or active hostility to genuine, popular, state education.
