Tories Planning Possible Temporary Nationalisation of Energy and Railways

This is very, very interesting. After Conference voted yesterday for the nationalisation of the electricity companies, it seems that the Tories are considering a similar measure, if only as a temporary solution to the energy crisis. Johnson’s government is considering intervening to ensure that no customers are cut off as firms fail. According to the Independent, the business secretary, Kwesi Kwarteng, is not only holding talks with the energy companies and has spoken to Ofgem, the energy regulator, he has also indicated that he is prepared to appoint a temporary administrator for firms the government may take into public ownership as a temporary solution to the crisis.

And the government has also taken over Southeast Trains. Well, the government has been briefly taking over failing train companies for the past ten years or so, because John Major’s privatisation of British Rail is a far greater disaster than anything served up in the former company’s cafes. This latest nationalisation is also going to be temporary, but it shows how much of a failure privatisation has been. The only solution is to nationalisation the utilities permanently.

But Starmer’s Labour leadership really doesn’t want to do that. Mike’s article quotes a tweet by the mighty Aaron Bastani parodying a statement by the ghastly Rachel Reeves as saying that it’s not the right time for nationalisation and that the demand for it is ‘ideological’. As Bastani says, it’s precisely the moment. And as Mike says, it shows that Labour is now more right-wing than the Tories. He goes on to say:

‘Reeves made herself and her boss sound like idiots – which, of course, they are.

Their protestations – her yesterday (September 27), him on Sunday (September 26) – weren’t pragmatic, no matter how often they tried to shoehorn that word into their comments.

They were ideological – exactly what Reeves and Starmer were trying to deny.

But it’s a stupid ideology.

Starmer’s entire policy is: butter up the business bosses. He is convinced that if he sucks up to the fat cats, they’ll support him into government after the next election. He is wrong for a very obvious reason.

Business leaders really are pragmatic. They can see that Brexit has created serious issues for the energy firms, for fuel supply and in other areas due to knock-on effects, and they acknowledge that their firms would be better-off under government control for the duration of the problem.

In other words: by lurching leftwards towards privatisation, Boris Johnson has done the right thing.

And where does this leave Starmer (and Reeves)?

Absolutely nowhere. Not only are they out of touch with party members; they are out of touch with the entire United Kingdom.

Absolutely. I remember talking to a co-worker years ago when the Financial Times was still a Liberal paper. It had run an article which definitely supported a publicly-owned NHS. I found this odd considering that the FT is the paper of financial capitalism, and so I’d expected it to be in favour of privatisation. My co-worker explained to me that the firms supplying the NHS would not want the Health Service broken up, because dealing with a single, large company is much easier for them.

There was absolutely no opposition from the Tories when Labour nationalised electricity in 1945, or indeed any of the utilities, because they knew very well it made absolute, perfect sense. It was nonsense having Britain’s electricity produced by a number of separate, competing companies.

And Ken Loach’s magnificent documentary, The Spirit of 45, shows that the same problems existed when the railways were split up into different companies. The trains running from the different companies along their separately owned pieces of track frequently intersected with each other and caused delays. And the first thing that was got rid of after nationalisation was the massive clearing house which consisted of well over a hundred different clerks passing chits to each other. These were representatives of the different railway companies passing notes billing each other for the use of their different pieces of track and train services.

Privatisation is a mess. It doesn’t work, and has been repeatedly shown not to work.

But Starmer and the appalling Reeves don’t want to admit that. Part of this comes from the fear they’ll get from the right-wing press, with whom Starmer is desperate to ingratiate himself. And much of it is ideological. I can remember a piece by Brian Gould in one of the left-wing broadsheets back in the 1980s talking about how he tried to argue with the-then Labour leadership that free market economics was not the solution. But it was pointless. Their eyes were all aglow with the light of the religious convert. Starmer is the heir to Blair and Thatcher.

And Thatcher’s privatisations were also considered bonkers at the time. I’ve been told that the orthodox view taken by economists in the 1970s was that, while free trade and private industry worked perfectly well in many sectors, it could not be applied to the utilities. Thatcher’s privatisations were a shocking divergence from mainstream economics, whatever nonsense the Tory press and media talked boosting them. As for Monetarism, Robin Ramsay, the main man behind conspiracies ‘zine Lobster, has said that when he studied economics in the 1970s Monetarism was considered so ludicrous and stupid lecturers hardly considered it worth mentioning. Monetarism noisily died the death in the 1990s, with even the Daily Heil publishing articles arguing it was a failure.

Starmer and Reeves are well out of touch. Now is exactly the right time to demand nationalisation.

But they’re too blinded by Thatcherism to realise this. Or perhaps it would be better to use a phrase of the Iron Lady’s about her opponents: they’re ‘frit’.

Thatcherism is a failure. It’s pure Zombie economics. It should have died years ago, but it’s kept stumbling on by right-wing politicians like the Tories and Starmer out of a mixture of ideology and desire to benefit the rich rather than the working class.

Bring Back British Rail’s Email Urging People to Vote for Labour or Greens

Yesterday I received this email from the pressure group, Bring Back British Rail, which campaigns to have the railway service renationalised. It urges everyone to vote for either the Labour Party or the Greens, as these parties have both pledged to take the railways back into public ownership. It also gives the contact details of the organisations across the UK taking on the Rail Operating Companies, as well as online petitions to have the buses in Glasgow, Greater Manchester and Bristol also taken back under council ownership. They’re also advertising their own merchandise.

In my view down here in Bristol, the transport network should never have been privatised. I am very well aware that British Rail was a joke, and there were severe problems with bus services, at least here in Bristol, when they were under council ownership. But they were better run and in the case of British Rail, cheaper and more efficient than today. We are paying more in public subsidies for today’s privatised network for a poorer service. Labour has pledged itself not just to a renationalisation of the railways, but all the public utilities so that they will be better funded, better managed and provide a better service, including the royal mail, water, electricity and broadband.

So I say, vote Labour on Thursday.

Labour Plans Rail Nationalisation that Will Save Commuters £1000 a Year

This is another story I found in yesterday’s I. It’s by Harriet Line and it’s about how Labour plans to cut rail fares to save passengers money by nationalising the railways. The article runs

Regulated fail fares in England will be cut next month if Labour wins the general election, the party says.

Jeremy Corbyn intends to renationalise the railways when contracts expire if he wins on 12 December, and has announced plans to cut regulated rail fares by 33 per cent from January 2020.

The party estimates the policy would save the average commuter more than £1,000 a year, and says it would represent the biggest ever reduction in rail fares.

It comes after Britain’s train companies confirmed over the weekend that they will raise prices by an average of 2.7 per cent next year.

Labour has also pledged to deliver a simple ticketing system across the nation – with “islands” within which zonal rail fares will apply across all public transport. There would also be a daily price cap.

Labour estimates that the policy will cost £1.5bn per year and would come from exiting Department for Transport budgets. Mr Corbyn said: “Taking back control of our railways is the only way to bring down fares.”

Grant Shapps, the Transport Secretary said: “This is another desperate attempt from Labour to distract from their inability and unwillingness to be straight with people.”

A spokesman for the Rail Delivery Group said: “Rail companies have been calling for some time for changes in regulations to enable an easier-to-use, better-value range of fares, but it’s a red herring to suggest that reforming fares needs a change of ownership.”

There are two comments to make here. First, it is one again a piece of massive hypocrisy for Grant Shapps – of all people – to accuse Labour of not being ‘straight with people’. As we’ve seen time and again, it’s the Conservatives who lie and suppress documents. Like that report into possible dangerous Russian influence in the UK. And their reputation for telling the truth is so far down the tubes, that it provoked nothing but laughter from the audience during the Beeb leader debates when Boris decided he wanted to talk about transparency. As for Shapps personally, I remember a little while ago that he got caught trying to charge the taxpayer for Hebrew lessons, either for himself or for his boyfriend. I’ve got nothing against people learning Hebrew, and certainly not Biblical Hebrew. Or indeed any other language. But unless it’s something a politician needs as part of their job, they shouldn’t expect Joe and Josephine Public to pick up the bill.

As for the Rail Delivery Group, their objection is also easily dismissed. Since Thatcher privatised the railways, we’ve been paying more in subsidies for a poorer service. This is partly because of the way the service was privatised, so that rolling stock was separate from track, but it’s also because it’s directors want to make a profit for their shareholders. And that means cutting services while raising fares.

There is going to be considerable opposition from the Tories, as they represent the interests of big business, the proprietors and managers against working people and the ordinary people, who actually use public services. But people are fed up of poor services and the same old excuses being trotted out again and again by the rail companies. Nationalisation won’t make it perfect. British Rail was something of a joke when I was when growing up. But it’s better than what’s replaced it.

A Corbyn victory and nationalisation can’t come soon enough!

‘I’ Newspaper: Rail Franchise System Not Working and Needs to be Changed

I found this report in the I newspaper on our country’s failing rail network. The article states that a recent report has found that the current system of rail franchising doesn’t work and cannot continue as it is. The article, ‘Rail franchising ‘no longer delivers clear benefits’, on page 4 of today’s paper, 27th February 2019, by Neil Lancefield runs

Britain’s rail franchise system no longer delivers clear benefits and cannot continue in its current form, according to the man leading an official review of the network.

Keith Williams told industry leaders that operators were not adapting to changing consumer demands.

The contracting out of passenger services has drawn heavy criticism, with some contracts failing and customer complaints rising. The rail industry has said it accepts that the status quo cannot continue.

Mr Williams was appointed by the Government last year to lead its “root-and-branch” Rail Review. Speaking in London, he said: “I have heard a great deal about the franchising model… driving growth in passengers and benefits to services.

“But with this growth, the needs of passengers have changed, while many of the basic elements of our rail system have not kept pace. Put bluntly, franchising cannot continue the way it is today. It is no longer delivering clear benefits for either taxpayers or farepayers.”

Mr Williams said the current “one-size-fits-all” approach to franchising did not work for every part of the UK and every passenger. Delivering the annual Bradshaw Address, named in honour of George Bradshaw, the author of Victorian railway guides, he added: “I believe for the railway to be successful it needs to put passengers at its heart.”

His comments came as MPs warned that rail passengers faced “another difficult year”, with further timetable alterations and more engineering works.

Okay, this isn’t a condemnation of rail privatisation, but of the way the franchise system, in which they are given to private operators, is managed. The attitude seems to be that if this was fixed, then everything would work perfectly. As Williams says, he has heard a great deal about how franchising has driven growth in passengers and benefited service.

This is absolute rubbish. I’ve seen no evidence that privatisation has been behind the growth in passengers or brought any benefits whatsoever. You could speculate that any growth in passenger numbers may be due to a variety of factors, like the increasing cost of running a car, difficulties finding a parking space, traffic congestion and delays and other factors such as the ban on drink driving. As for the benefits of privatisation, the British taxpayer is now paying more in subsidies to the rail network than it did when it was all under state ownership as British Rail. And the service is actually worse. It was almost 20 years ago, when I remember talking about it to a rail engineer. It was bad then, and is now even poorer. We have seen one train company after another fail, and have to be taken back into public management. Unfortunately, this doesn’t last, and that section of the rail network is almost inevitably given to another wretched private rail company. Services are being axed, as in so much of the service industries, in order to boost shareholder dividends and executive pay.

It is not the franchise system that is failing, but privatisation. There is a growing movement to see the railways renationalised, and even Tories like the wretched Lady Olga Maitland have backed it at times. Labour have pledged to it, and this is one of the party’s policies that is immensely popular. But this is too much for the corporate establishment, which clearly wants to try and preserve this part of Thatcher’s grotty legacy – though the railway was actually privatised by John Major – as long as it can.

Rail privatisation, like the rest of Thatcherism, is a dismal, utter failure. Get rid of it, get rid of the Tories and renationalise them. And get Corbyn into No.10.

 

Fabian Authors on the Tories’ Inability to Understand the NHS

I found the following passage in an old Fabian pamphlet from 1989, Does Society Exist? The Case for Socialism, by Brian Barry. It discusses the psychological reasons why the Tories hate the NHS, and why they are so keen to wreck and burden it by introducing market forces and private enterprise. They simply don’t understand how any public institution, which isn’t run as a private enterprise, works. And they despise the NHS because it is, and does. Barry writes

I can best illustrate what is at stake here by showing the two ides at work in analysing a particular institution – the National Health Service, which I take it to be (in its general principles if not its detailed operation) an exemplary socialist institution in that it replaces profit with service as the rationale of its activities.

No doubt that is enough to make the NHS highly distasteful to Mrs Thatcher and her more ideologically-driven colleagues. But it would be too simple to suppose that the only explanation for the Government’s proposed revamping of the NHS is the desire to destroy a stronghold of values alien to those of the market. A complementary explanation is that the denizens of the think-tanks whose advice the Government listens to really cannot imagine that an organisation can possibly work effectively unless incentives are rigged so that decision makers find it in their interest to do whatever they ought to do. They are so besotted by the rational-choice paradigm in this form that they just deduce from first principles what a health service driven by self-interest would be like and put that forward without feeling any necessity for looking in detail at the strengths and weaknesses of the existing system.

This seems to be precisely the case. The Tories and their think-tanks really don’t understand anything that works outside market forces and the profit motive. We’ve seen that in the various pronouncements they’ve made over the years about how public services run as state industries are inefficient, because they’re not run as private firms. And when Thatcher and Major began to reform the NHS along the lines of private industry by introducing the disastrous internal market, they did so arguing that making the NHS more like a private firm would improve performance and make it more efficient.

In fact none of this is remotely true. The internal market was a disaster, and repealed by New Labour. Blair, however, was a true-Blue Thatcherite, and continued Thatcher’s programme of privatising the NHS piecemeal. But the privatisation of public services has only made them more expensive and inefficient. It’s been estimated that we’re paying 10 to 20 per cent more for our electricity now than we would be if the electricity grid had remained in the hands of the state. The railway network is similarly falling apart. We’re paying far more in subsidies now to the private firms that run the railways than we did when it was British Rail. And the service is worse. The ‘I; reported in its business pages that Grayling was under pressure to renationalise the East Coast line, one of the latest of the train companies to fail. The NHS is failing precisely because the market reforms and privatisation of services introduced by Thatcher, Major, Blair, Cameron and Tweezer eat up the funding for it. Private hospitals and healthcare providers spend less of their money on actual healthcare than the NHS, and more on administration. Quite apart from the fact that the Tories are privatising the Health Service anyway to give it to their friends and donors in private industry.

Thatcherism is a complete failure. The only solution is to get the failed market out of the utility industries and renationalise the NHS, the electricity companies and the railways.

Nationalisation Is Better: Bail-Out of South East Trains Shows Privatisation Doesn’t Work

South East Trains was in trouble again last week, and had to be bailed out by the government. The Labour Party made a statement that this showed the precarious state of the entire privatised rail network, as many of the other train companies could also claim they are in serious financial trouble, and pull out of the contracts.

This isn’t the first time aa privatised rail company has had to be bailed out by the government, or an alternative company found after one of them collapsed. And it shows very clearly that private railways don’t work.

Remember the old arguments for privatisation? State industries didn’t work. Instead, the state was subsidising inefficiency and these companies were a burden to taxpayers. They should be privatised, which would then make them more efficient, because they would have to respond to Maggie’s sacred ‘market forces’. If they couldn’t compete, they should be allowed to collapse. As happened with the mining industry.

Except that it hasn’t worked like that. We are now paying more in subsidies to the rail companies than we did when they were nationalised as British rail. And the service is actually worse than in the last days of the beleaguered nationalised rail network, when it was operating under the Operating For Quality programme.

Privatisation doesn’t work. Nationalisation of essential utilities, like railways, does.

But you won’t find this view promoted in the press, because the billionaires and magnates in charge of it consistently promote the idea that private industry is better, even when it is absolutely obvious that it isn’t. This is because, as businessmen, they see the rail network in terms of its money value to them. The corporate capitalism created by Maggie Thatcher and the Tories means that taxpayers are always bailing out inefficient and failing private firms, while punishing the poor, the unemployed and the disabled. It’s all about giving more money to the rich, regardless of whether the services they provide is any good. Capitalism has to be supported and promoted regardless. And if anyone says anything, then the Tories automatically rant on about the inefficiencies of the state sector in the 1970s, and how wonderful it was when Thatcher sold everything off.

But the failure of South East Trains, and the parlous state the other rail companies are in, show that this argument doesn’t work. It’s time to call end to the private ownership of the railways. They need to be renationalised, and a proper, public service given to the people of the Britain.

Vox Political: Eoin Clarke Shows How Labour Will Pay for Its Policies

Mike over at Vox Political has reblogged a piece by Eoin Clarke, who’s on Twitter as @LabourEoin, showing how Labour will pay for their reforms. It’s to counter all the critics, who complain that Labour haven’t shown where they’re going to get the money from.

This also answers, in part, a deeper object that you’ll always hear from the Tories: That the country can’t afford Labour’s welfare policies. Of course it can. As Mike has shown ad infinitum, Labour kept well in budget during its time in power. The only period of massive overspending was when Gordon Brown had to pump money into the global economy after the banking crash. This wasn’t Labour’s fault. Labour had contributed to it by following the same ‘light touch’ regulation – in fact continuing the Tories’ deregulation of the financial sector – but the direct cause was the massive speculation and bizarre financial shenanigans of Goldman Sachs et al in Wall Street. I’m not a fan of Gordon Brown. Despite claims that he was ‘Old Labour’, I’ve seen no evidence to suggest that he did not share Blair’s neoliberalism. But Brown did keep us out of the Euro, and he did save the global economy.

What is clear that is the country and its people definitely can’t afford another five years of the Tories.

Thanks to the Tories’ privatisation of essential services, we are paying more for a worse service for everything from the NHS to the railways. We are paying more in subsidies for the rail network than we were when it was nationalised. And contrary to Tory claims, during the last years of British Rail when the network was operating under Operating For Quality, the company offered better value for service than any time since nationalisation or after privatisation. Since then, fares have been raised and services cut.

The same is true of the Tories’ privatisation of the NHS. Private healthcare is actually far more bureaucratic than socialised medicine, as the private healthcare companies charge for advertising and their legal department as well as administration. They also must show a profit for their shareholders. Thus, as the Tories have outsourced NHS services, a process that began with Peter Lilley and the PFI, costs have actually gone up due to the inclusion of private industry.

Not Forgetting the millions of low and unwaged workers, and the unemployed, Cameron and May have created.

There are 8 million people in ‘food insecure’ households, according to the UN. This is because Cameron and May have deliberately kept wages low, and introduced zero hours contracts, among other tricks, in order to keep labour costs down and the workforce frightened. As a result, we’ve seen millions of people forced to rely on food banks for their next meal. These are hardworking people, who have been denied a living wage, all for the profit of big corporations like Sports Direct.

Then there are the millions of unemployed and disabled, who have been thrown off benefits under the absolute flimsiest of pretexts. This has been covered by left-wing bloggers again and again. And tens of thousands have died from poverty and starvation. See the stats and biographies of some of those, who have been murdered by these policies, collected by Stilloaks, Johnny Void, Mike over at Vox Political, Another Angry Voice and so on.

It isn’t a case of Britain being unable to afford Labour. The country cannot afford not to have Labour in power.

May’s ‘Shared Society’: Tory Spin for Corporatism, Exploitation, Poverty and Exclusion

Theresa May was due today to outline her vision of British society and her government’s overall strategy for reforming it. Today’s I newspaper carried an article by David Hughes, ‘PM’s ‘shared society’ vision to focus on those above welfare level’ laying out the expected contents of her speech. Commenters have already pointed out that her talk of a ‘shared society’ is just a scaled-down version of David Cameron’s Big Society. And that was just Cameron trying to use a phrase recalling the American ‘Great Society’ of Woodrow Wilson to justify a government strategy of more job cuts, privatisation and the destruction of the welfare state as idealism on the grounds that this would mean more people having to step in and surrender their efforts voluntarily to keep much of the infrastructure of a civilised society going. Like keeping libraries open, and food banks stocked, so that the victims of his government’s wretched welfare cuts only gradually starve to death on the streets.

And May’s statement that she intends to focus on those above welfare level actual gives the lie to all of the guff she spouts about ‘caring Conservatism’. She’s really not interested in the poor and those struggling to get by on benefit, but on those comfortably off, but are still finding it a struggle to get their children into the right school and so on. In other words, she’s targeting once again the Middle England so beloved of the Daily Mail .

And for all her talk about the days of laissez-faire individualism being over, this is basically just more of the same old, same old. It’s just another round of Thatcherism, dressed up in even more threadbare rhetoric. Thatcher’s ideal was that by ‘rolling back the frontiers of the state’, as she and her ghastly minions put it, private charity would step in to fill the vacuum left by the removal of state provision. And the people hitherto left dependent on the state would be transformed into sturdy, self-reliant citizens. It didn’t work, and the gradual destruction of the welfare state has resulted in massive and increasing poverty.

But let’s go through what the I reported May was going to say, and critique it. The article runs

Theresa May will insist the state has a significant role to play in helping to shape society as she sets out her vision to help people who are struggling to get by.

The Prime Minister will vow to tackle the “everyday injustices” faced by those who feel they have been ignored by West minster as part of her “shared society” vision.

Mrs May will use a speech in London today to mark a break from Conservative predecessors and argue previous administration focused too narrowly on the very poorest through the welfare system. People just above the welfare threshold felt the system was “stacked against them” she will argue.

Mrs May will say: “This means a Government rooted not in the laissez-faire liberalism that leaves people to get by on their own, but rather in a new philosophy that means Government stepping up.

“Not just in the traditional way of providing a welfare state to support the most vulnerable, as vital as that will always be.

“But in going further to help those who have been ignored by Government for too long because they don’t fall into the income bracket that makes them qualify for welfare support.”

Government and politicians need to “move beyond” the language of social justice and “deliver the change we need and build that shared society,” she will say.

“We must deliver real social reform across every layer of society, so that those who feel the system is stacked against them – those just above the threshold that attracts the Government’s focus today, yet those who are by no means rich – are given the help they need.

The PM will say her goal is to change the way the system works for those struggling to get by, facing challenges such as getting children into good schools or getting on the housing ladder.

“All too often in the past people have felt locked out of the political and social discourse.” (p. 7).

Now let’s deconstruct some of this rubbish. It’s pure Orwellian doubletalk, in which the words utter mean exactly the opposite of what they actually mean. I’ve already pointed out that ‘shared society’ is just her attempt to evoke the same imagery and idealism of Wilson’s ‘Great Society’, just as Cameron tried to do so with his shop-soiled talk about the ‘Big Society’. It’s also cribbed from all the rhetoric going round about insisting of ‘shared ‘British’ values’, to prevent ethnic minorities forming their own parallel societies. One important aspect of which is preventing Muslims from becoming radicalised and turning inwards against the host society.

Then there’s the issue of May’s talk about ‘help’. This does not mean what it usually does when Tories say it. Way back in the 1980s, whenever Thatcher cut welfare benefits, she justified this by piously intoning that it was more ‘self-help’. What she was doing was in reality no help at all, but she tried to make it sound virtuous and idealistic by saying that it was encouraging people to help themselves. Hence, whenever a Tory starts speaking about the help they’re going to offer, it means that in fact they’re going to cut the level of help currently available.

Her comments about her government not being rooted in laissez-faire individualism similarly have to be taken very carefully. It looks like she’s saying that her government will be more left-wing, in the same way that the Liberal party moved away from laissez-faire individualism in the 19th to embrace the first tentative movements towards the modern welfare state in the New Liberalism of the 1890s. But again, past history shows that this is not what is necessarily meant. The corporate state of Fascist Italy and Nazi Germany were also reactions against laissez-faire capitalism, but from the Right, not the left. Modern corporatism, in which company directors and senior managers are given control of government departments and shaping government policy is also similarly a rejection of laissez-faire capitalism. In laissez-faire capitalism, the state is supposed not to concern itself with industry or the economy, except to act as nightwatchman to guard against crime and the emergence of monopolies. But neoliberalism is the precise opposite. It’s been described as ‘socialism for the rich’, in that the big corporations favoured by the government received vast subsidies and tax cuts. You think of the British rail network. Although private, we’re now giving it more money in subsidies than it received when it was nationalised. The Private Finance Initiative and Academy schools are also schemes for funneling taxpayers’ money into corporate coffers.

So when May opened her mouth to talk about her government not being ‘rooted in laissez-faire liberalism’, she was right, but meant the exact opposite of the way it sounded. It sounds left-wing, with help coming for the poor. But it actually means more money for the corporate rich.

If, indeed, she means anything by that at all. Six years or so ago I was reading a book by a British philosopher, who stated that neoliberalism had come to an end and that all the policies British governments had taken over from Milton Friedman and the thugs and illiterates of the Chicago School should be scrapped. Then, about three pages later, he was raving about how school voucher were a good idea and should be tried in Britain. School vouchers, in which the money the state would spend on a child’s education, are given in vouchers for the parents to spend on private schooling, is one of the neoliberal policies advocated by Friedman, and adopted by Pinochet’s Chile. The result has been more cuts, and the exclusion of people from poor backgrounds from higher education. This little example shows how, despite their verbiage trying to distance themselves from it, the Tory instinct is to promote privatisation, even while saying the complete opposite.

The claim that the Tories value the welfare state should also be treated with scepticism. They value it in the same way that Jeremy Hunt is passionate about the NHS. They’re profoundly against the welfare state. Thatcher wanted to dismantle it completely. Under her and John Major there was much talk of ending ‘welfare dependency’. Now they’ve realised that this type of rhetoric has had its day. Hence also the rhetoric adopted by Major of targeting help where it’s needed the most, and not wasting it on those not in need.

As for targeting that part of the population just above the welfare level, who are struggling isn’t anything new either. One of the issues regularly debated is the fate of those, who don’t quite qualify for state aid, who can be left worse off than those who receive it. And Tory rhetoric is also specifically directed at the embittered Middle England, who resent all the state aid going to those they don’t consider deserve it. Like single mothers, immigrants, the voluntarily unemployed, those fraudulently claiming disability benefit, and other benefit scroungers. As I said, May’s talk in this respect is directed to the type of people who read the Daily Mail, the Express and, indeed, the Scum. And in practice she’ll carry out the same shopworn policies of more privatisation, corporate control and cutting welfare benefits further. All on the pretext that this will help the middle income voters she wants to appeal to. For example, the Tories justified their attack on state education by claiming that the creation of schools outside the management of Local Education Authorities would provide parents with more ‘choice’ and raise standards through competition. Of course, it didn’t work, and their version of New Labour’s Academies collapsed. They also ended the system of catchment areas on the grounds that this would stop parents from being forced to send their children to failing schools. They would now have the opportunity to send their children to the school they wanted.

Now catchment areas were a real problem. I know many people in my part of Bristol, who did their level best to send their children to the local church schools because the local state comprehensive was terrible. But the removal of catchment has left the most popular schools oversubscribed, and so parents still face problems getting their children into them.

To sum up, May in her speech offers the usual deceptive Tory rhetoric and platitudes. She wants to sound nice and caring, but it really is just the nasty party doing business as usual. Only this time she has given something of a warning. She has said that she intends to focus on those above welfare level. Which means, stripped of her meaningless reassurances about the value of the welfare state, that those on benefits can expect no help at all.

Not that they ever could.

Don’t be deceived by May’s lies. Kick her, and the rest of her lying, vindictive pack out.

Branson Denies Corbyn Forced to Sit in Corridor on His Train

Mike also put up a couple of posts this week about another controversy to hit Jeremy Corbyn. A few months ago the Labour leader released a video of him sitting in the corridor while travelling by Virgin Trains, Richard Branson’s rail franchise. Now Beardie Branson has released footage apparently showing Corbyn walking past empty seats. Of course the right-wing media has leapt on this, as Mike says, as it appears to show Corbyn is lying.

But Mike in his first article asks his readers who they’re prepared to believe – Branson, or Corbyn and the people he was travelling with? Since the video was released, other passengers have come forward confirming Corbyn’s story that the train was indeed ‘ram-packed’. Mike also points out that the video shows Corbyn walking past reserved seats, and that it is known that the train company upgraded other people to first class, after they realised he and his companions were on the floor.

He also makes the point that Branson has every reason to dispute the Labour leader’s account. Corbyn has said that he wants to renationalise the train network. Branson would lose out if this occurred, quite apart from the fact that his section of the rail network has not improved to the extent that is actually required. In a further article, Mike quotes Steve Walker, who knows this area of the law better than him, to point out that Beardie Branson and the Beeb may have broken the Data Protection Act by showing the footage. There is nothing in the law which allows such footage to be used by a company to defend its reputation, and by putting it on YouTube and then giving to the Beeb, both Branson and the Beeb may have broken the law, and specifically the provision against using footage that specifically shows one individual.

Yesterday the ‘I’ joined in the right-wing attack on Corbyn, running the headline ‘Corbyn’s Train Seat Campaign Derails’ on the front page, with a photo of Corbyn walking past apparently empty seats. Here’s the photo.

If this is supposed to show that Corbyn was lying, it has not done so. All the seats in the picture are reserved, as can be seen from the paper tags fixed to them.

And regardless of whether Corbyn was right about this specific journey, he is right in calling for the trains to be renationalised. The train service is now more expensive in public subsidies, and more efficient than it was in the last days of British Rail. I’ve been on train journeys, where I’ve been forced, with others, to sit in the corridor because the train is literally jam-packed. And there are frequent delays. On the rail network stretching from the south-west of England up to Scotland, for example, there are a frequent delays of anything from a few minutes to well over an hour regularly. Privatisation hasn’t, and isn’t working. Even Olga Maitland, the very Tory peer, wrote a piece in the Mail a few years ago recommending that the trains should be renationalised.

The Demands of the Independent Social Democrats during the 1919 German Council Revolution

I found this statement of the political demands of the Independent Social Democratic Party in J.W. Hiden’s The Weimar Republic (Harlow: Longman 1974), pp. 78-9. The Independent Social Democratic Party – USPD – were the left-wing of the main German Socialist party, the SPD, which split in 1919 over the issue of the workers’ councils. These had sprung up across Germany following the defeat in the First World War, and were modelled on the workers’, soldiers’ and peasants’ councils that had been set up in 1917 during the first phase of the Revolution, which eventually ended in the Bolshevik coup. Hiden in his comments notes that at the time the USPD issued their demands, there was actually no chance of it being implemented. The elections to the National Assembly had already been held, and the Spartacist Uprising, which was intended to establish Germany as a Communist state, had been quelled. Nevertheless, he considers it important as the kind of state that the Revolution could have created.

The immediate demands of the USPD are:

1. Inclusion of the Councils system in the constitutions. Decisive participation of the Councils in legislation, state and municipal government and in industry.

2. Complete dissolution of the old army. Immediate dissolution of the mercenary army made up of volunteer corps (Freikorps). Disarming of the bourgeoisie. The setting up of a people’s army from the ranks of the class conscious working sector. Self-government for the people’s army and election of officers by the ranks. The lifting of military jurisdiction.

3. The nationalist of capitalist undertakings is to begin at once. It is to be executed immediately in the sphere of mining, and of energy production (coal, water-power, electricity), of concentrated iron and steel production as well as insurance. Landed property and great forests are to be transferred to the community at once. Society has the task of bringing the whole economy to its highest degree of efficiency by making available all technical and economic aids as well as promoting co-operative organisations. In the towns all private property is to pass to the municipality and sufficient dwellings are to be made available by the municipality on its own account.

4. Election of authorities and judges by the people. Immediate setting up of a Supreme Court of Judicature which is to bring to account those responsible for the world war and the prevention of a more timely peace.

5. Any growth of wealth achieved during the war is to be removed by taxation. A portion of all larger fort8unes is to be given to the state. In addition, public expenditure is to be covered by a sliding scale of income, wealth and inheritance taxes.

6. Extension of social welfare. Protection for mother and child. War widows, orphans and wounded are to be assured a trouble-free existence. Homeless are to be given the use of the spare rooms of owners. Fundamental reorganisation of public health system.

7. Separation of state and church and of church and school. Public, standardised schools with secular character, to be developed according to socialist educational principles. The right of every child to an education corresponding to his ability and availability of the means necessary for this end…

The programme’s clearly a production of the revolutionary ferment at the end of the First World War. But much of it remains acutely relevant for today. For example, we do need the nationalisation of public utilities – electricity, gas and water – as millions are being overcharged and exploited by these companies. The railways are notoriously expensive and inefficient. Under private management they consume three times more money from subsidies than they did when it was a nationalised industry as British rail. At the same time, Britain’s forests are being privatised, to the public’s disadvantage, by the Tories.

Similarly, there does need to be increased taxation of the super-rich. Under Blair and the Tories the rich have benefited from massive tax cuts, and the tax burden has been unfairly passed to the poor. Inequality has massively increased, so that a vanishingly small minority of people own far more than the rest of us combined. This was shown very clearly last week when the Duke of Westminster died, leaving £9 billion to his son.

Social welfare certainly needs to be extended. Blair and the Conservatives have consistently cut benefits for and demonised the poor, disabled and unemployed as ‘scroungers’. The result is that some 4.7 million are living in ‘food poverty’, and hundreds of thousands are only kept from starving by food banks. As for the war wounded, and the widows and orphans produced by Blair’s wars in Afghanistan and Iraq, I wonder how much help they are receiving, despite charities like Help For Heroes. Many of the squaddies that fought for their country during Gulf War I were left homeless. I have a strong feeling that many of their comrades in these wars have also been left, discarded by the state, in similar poverty and destitution. We also need a profound reorganisation of the public health services, as these are being privatised by Blair and the Tories.

There’s an irony here in that USPD wanted homeowners to have to take in the homeless. This is the precise opposite of what the Tories have been trying to do to those in council houses with the ‘Bedroom tax’. Millions are being left without homes, not just because they aren’t being built, but because many properties were bought as part of the buy-to-let market. Rents have risen, so that many people can no longer afford them, let alone think of owning their own home. But the Tories are the party of business and property, and something like this measure would fill them with panic. After all, it’s why they have a fit of the vapours every time someone talks about the ‘Bedroom tax’. They definitely don’t want to give the rest of the population the terrible impression that they are going to tax everyone’s bedroom. But doing it to the very poorest is perfectly acceptable.

I went to a church school, and don’t agree with the complete separation of church and state or absolutely secular schools, although I understand the reasons why many do. But I do support their statement that every child has right to the education that corresponds to his ability, and the means necessary for that end. It should be an automatic right. Unfortunately, this is also being undermined by the academies, that were brought in by Blair and which the Tories want to expand. They’d also like to bring back grammar schools, which were abandoned in favour of comprehensives because they did discriminate against working class children achieving a high education. And the introduction of tuition fees by New Labour and then increased by the Tories is leaving students with crippling debts, which are actively leading a quarter of graduates to stick to low paid jobs in order to avoid the extra burden of paying them off.

As for the most radical proposal, the inclusion of workers’ council in the political system – there’s a very, very strong argument for that too. The massive corporate corruption of parliament has shown that it increasingly does not represent the working class or their interests. It represents the power of big business, and their campaign to have a poor, desperate, poverty-stricken working class willing to be exploited through workfare, zero-hours and short-term contracts and the like.
